the Ordinance on Representative Offices of the Socialist Republic of Vietnam AbroadAmending and supplementing Article 14 of Decree No. 183/CP dated November 18, 1994 of the Government detailing the implementation of the Ordinance on Representative Offices of the Socialist Republic of Vietnam Abroad to become the new Article 14 as follows:
THE GOVERNMENT
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Ordinance on Vietnam's Representative Offices Abroad dated December 2, 1993;
At the request of the Minister of Foreign Affairs,
DECREE
Article 1. "Article 14.
1. The budget of the Representative Office includes the operational budget of the office and the living expenses budget for members of the Representative Office according to the current State quota system. Among these, the budgets of the Defense Attaché's Office and the Trade Office shall be allocated separately by the Ministry of Finance. The budget of the Defense Attaché's Office shall be managed by the Ministry of National Defense; the budget of the Trade Office shall be managed by the Ministry of Trade. The Defense Attaché's Office and the Trade Office shall use the seal of the Representative Office in transactions.
2. The head of the Representative Office shall base on the activities of his/her office, be responsible for preparing the annual budget estimate and submitting the final account report on revenue and expenditure to the Minister of Foreign Affairs for approval; manage and use the budget and assets of the Representative Office in accordance with the current regulations of the State; submit monthly final account reports to the Minister of Foreign Affairs.
3. The heads of the Defense Attaché's Office and the Trade Office shall base on the activities of their respective offices, be responsible for preparing the annual budget estimate and submitting the final account report on revenue and expenditure in accordance with regulations, through the head of the Representative Office before sending them to the Minister of National Defense and the Minister of Trade; manage and use the budget and assets of their respective offices in accordance with the current regulations of the State; submit monthly final account reports to the Minister of National Defense and the Minister of Trade.
4. The Ministers of Foreign Affairs, National Defense, and Trade shall be responsible for reviewing and consolidating the annual revenue and expenditure plans; examining and approving and consolidating the annual final account reports of the relevant departments and sending them to the Minister of Finance in accordance with the current regulations."
The Ministry of Finance shall coordinate with the Ministry of Foreign Affairs, the Ministry of National Defense, and the Ministry of Trade to provide guidance for the implementation of this Decree.
Article 2. This Decree takes effect fifteen days from the date of signature. All previous regulations contrary to this Decree are hereby abolished.
The Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities, and the heads of Vietnamese Representative Offices abroad shall be responsible for implementing this Decree./.
Article 3. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of People's Committees of provinces and centrally governed cities, and Heads of Vietnamese representative offices abroad are responsible for implementing this Decree./.
