Regarding the regulation of functions, tasks, and organizational structure of the Southern Institute of Rice
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, authorities, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 782/QĐ-TTg dated October 24, 1996 of the Prime Minister on the reorganization of research and technology transfer agencies;
Pursuant to Resolution No. 120/NQ-BCS dated November 30, 2001 of the Party Cadre Committee of the Ministry of Agriculture and Rural Development on the reorganization and system construction of research institutes;
Considering the proposal of the Director of the Southern Institute of Rice, the Head of the Science and Technology Product Quality Department, and the Head of the Organization and Personnel Department,
DECISION:
Article 1. The Southern Institute of Rice is a scientific public service unit in the Mekong Delta region, established pursuant to Decision No. 24/CT dated January 9, 1985 of the Chairman of the Council of Ministers (now the Prime Minister), under the Ministry of Agriculture and Rural Development.
The Institute has the task of addressing scientific and technological issues related to rice and agricultural systems serving the economic and social development of the Mekong Delta region.
The Institute is funded by the state budget and provided with operational funds, allowed to use its seal and open a separate account at the State Treasury according to current regulations of the State. The main office of the Institute is located in Can Tho province as it currently stands.
Article 2. The main tasks of the Southern Institute of Rice are as follows:
2.1 - To develop and implement annual, short-term, and long-term scientific research and technology transfer plans for the Mekong Delta region, submitted to the Ministry for review based on the direction and goals of economic and social development, national science and technology programs in agriculture, forestry, and fisheries;
2.2 - To conduct scientific research and technology transfer to serve the economic and social development of the Mekong Delta region and similar areas, including the following contents:
- Genetics, breeding, and seed propagation of rice and other crops in the rice-based cropping system.
- Agricultural techniques and pest control measures.
- Utilization and protection of soil and water resources, environmental protection in agriculture.
- Agricultural mechanization and post-harvest processing of agricultural products.
- Development of agricultural systems.
- Agricultural economics and new rural construction.
- Participate in research and technology transfer with relevant scientific organizations in fields such as animal husbandry, forestry, irrigation, aquaculture, etc., to serve sustainable agricultural development and new rural construction in the region.
2.3 - To provide training, consulting, and technical services in science and technology for production and business activities within the research fields of the Institute according to current regulations.

Article 3. The organizational structure of the Institute includes:
3. 1 Leadership: The Director, Deputy Directors assisting the Director, who are appointed and relieved from their positions by the Minister of Agriculture and Rural Development for a specified term;

Rural Development.
+ Departments have Heads and Deputy Heads; Centers have Directors and Deputy Directors; Divisions have Division Chiefs and Deputy Division Chiefs. Divisions directly under the Institute are equivalent to departments directly under the Institute. The Heads and Deputy Heads of Departments and Divisions, Directors and Deputy Directors of Centers, and Deputy Principals are appointed and relieved from their positions by the Director of the Institute according to the classification of the Ministry.
The Director of the Southern Institute of Rice is tasked with stipulating the duties, organizational structure, staffing, and operational regulations for subordinate organizations; registering and conducting scientific and technological activities of the Institute with competent authorities according to current regulations of the State.
This Decision shall take effect fifteen days after the date of signature, previous decisions regarding the functions, tasks, and organizational structure of the Institute that conflict with this Decision shall cease to be effective.
Article 4. The Chief of the Office, Heads of the Organization and Personnel Department, Heads of relevant agencies and units under the Ministry, and the Director of the Southern Institute of Rice are responsible for implementing this Decision./.
