Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;
Considering the proposal of the Board of Directors of the Vietnam Oil and Gas Corporation, opinions of the Ministries of Industry, Planning and Investment, Finance, Labor, War Invalids and Social Affairs,
Considering the proposal of the People's Committee of Long An Province (Circular No. 1358/CV-UB dated April 10, 2003, Circular No. 778/CV-UB dated March 6, 2003, Circular No. 3957/CV-UB dated October 30, 2002, Circular No. 2408/CV-UB dated July 11, 2002) and the opinions of the Ministries of Planning and Investment (Circular No. 2027 BKH/DN dated April 7, 2003), Finance (Circular No. 3303 TC/TCDN dated April 10, 2003), Labor, Invalids and Social Affairs (Circular No. 1165/LĐTBXH-CSLĐVL dated April 15, 2003), Home Affairs (Circular No. 590/BNV-TCBC dated March 25, 2003),
DECISION:
Article 1. Approves the overall plan for restructuring and modernizing state-owned enterprises directly under the People's Committee of Long An Province until 2005 as attached.
Article 2. The Chairman of the People's Committee of Long An Province shall be responsible for directing the implementation of the restructuring and modernization of state-owned enterprises directly under the Committee according to the approved content and schedule. Any adjustment or supplementation to the Plan must be approved by the Prime Minister.
Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, Invalids and Social Affairs, and related agencies shall be responsible for coordinating with the People's Committee of Long An Province in implementing the aforementioned Plan.
The Steering Committee for Enterprise Reform and Development shall be responsible for urging, guiding, and monitoring the implementation of this Plan, and at the same time recommending solutions to overcome difficulties during the implementation process to the Prime Minister.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Chairman of the People's Committee of Long An Province and the heads of related agencies shall be responsible for enforcing this Decision.
