DIRECTIVE
Regarding the implementation of the Action Program
to implement the Resolution of the Tenth National Party Congress of the Party Cadre Board
The Party Cadre Board of the Ministry of Agriculture and Rural Development has issued the Action Program to implement the Resolution of the Tenth National Party Congress (No. 24/CT-BCS dated September 8, 2006). To ensure that the Action Program of the Party Cadre Board is implemented immediately in September 2006, the Ministry requests the heads of units under the Ministry to promptly carry out the following tasks:
1. Organize the study and dissemination of the Action Program to implement the Resolution of the Tenth National Party Congress of the Party Cadre Board to all cadres, employees, and civil servants of the unit. To ensure that everyone understands the policies, tasks, and solutions for developing agriculture and rural areas throughout the sector, contributing efforts to achieve the goals assigned by the Congress during the period up to 2010.
2. Heads of units assigned to coordinate shall immediately commence the development of programs, projects, and plans outlined in the Action Program. Each program, project, and plan must meet the following requirements:
- Each program, project, and plan must aim at promoting the industrialization and modernization of agriculture and rural areas; supporting the comprehensive resolution of agricultural, farmer, and rural issues.
- Each program, project, and plan must clearly state its objectives, directions, solutions, and specific timelines to ensure effective implementation.
- Each program and plan must be accompanied by a list of investment construction projects, research topics, and legal documents reflecting mechanisms and policies to implement the program.
Priority projects and topics must be urgently developed to a feasible level to be implemented from 2007.
The development of programs and plans must be completed by IV/2006. The development of priority investment projects must be completed before October 30, 2006.
3. Heads of units are instructed to review the implementation of the 2006 plan, take urgent measures to overcome difficulties and ensure the completion and surpassing of the 2006 plan; adjust the five-year plan from 2006 to 2010 in accordance with the spirit of the Resolution of the Tenth National Party Congress and the policies of the Ministry, and organize its implementation.
4. This is a significant task aimed at successfully implementing the Resolution of the Tenth National Party Congress for the agricultural and rural sector over the next five years; the Ministry requires the heads of units under the Ministry to promptly organize the implementation of the above tasks, ensuring quality and adherence to deadlines./.
