Regarding the establishment of three regional permanent agencies of the National Ethnic Minorities Committee
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 51/2003/NĐ-CP dated May 16, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the National Ethnic Minorities Committee;
Considering the proposal of the Minister, Head of the National Ethnic Minorities Committee, and the Minister of Home Affairs,
DECISION:
Article 1. Establish three regional permanent agencies of the National Ethnic Minorities Committee based on restructuring the Northern West Ethnic Affairs Department, the Central Highlands Ethnic Affairs Department, and the Mekong Delta Ethnic Affairs Department (as specified in Points 2, 3, and 4, Clause a, Article 3 of Decree No. 51/2003/NĐ-CP dated May 16, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the National Ethnic Minorities Committee) as follows:
1. The Northern West Regional Permanent Agency shall be located in Son La Province.
2. The Central Highlands Regional Permanent Agency shall be located in Dak Lak Province.
3. The Mekong Delta Regional Permanent Agency shall be located in Can Tho City.
The regional permanent agencies of the National Ethnic Minorities Committee established under this Article shall be equivalent to Departments, having offices, seals, and bank accounts opened at local State Treasury.
Article 2. The Minister, Head of the National Ethnic Minorities Committee shall specify the functions, tasks, powers, organizational structure, and the use of seals and bank accounts of the three regional permanent agencies mentioned in Article 1 of this Decision in accordance with the law.
Article 3. This Decision takes effect from the date of issuance.
The Minister, Head of the National Ethnic Minorities Committee, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally-administered city People's Councils are responsible for implementing this Decision./.
