Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 178/2007/ND-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 48/2008/ND-CP dated April 17, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Considering the proposal of the Minister of Home Affairs,
DECISION:
Article 1. Public service units under the Ministry of Home Affairs
1. Hanoi College of Home Affairs.
2. Other public service units established by competent authorities in accordance with the law.
Article 2. Competence regarding public service units under the Ministry of Home Affairs
In accordance with current laws, the Minister of Home Affairs:
1. Shall submit to competent authorities for decision on establishing new, renaming, merging, or dissolving subordinate public service units;
2. Shall decide on establishing new, renaming, merging, dissolving, or converting operational forms of subordinate public service units within his/her authority; stipulate the functions, tasks, powers, and organizational structure of subordinate public service units.
Article 3. Effectiveness and Responsibility for Implementation
This Decision takes effect from the date of issuance.
2. Abolish previous provisions that are contrary to this Decision.
All Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial and centrally-administered city People's Committees, relevant agencies, organizations, units, and individuals shall be responsible for implementing this Decision./.
