DECISION

On the establishment of the National Evaluation Board for the Universal Education Program in Vietnam during the 1990-2000 decade

Pursuant to the Law on Government Organization dated September 30, 1992;

Based on the proposal by the Minister of Education and Training.

DECIDES:

Article 1.

Establishes the National Evaluation Board for the Universal Education Program in Vietnam during the 1990-2000 decade. Article 2.

The tasks of the Board are: - Directing the organization of evaluations regarding the results of the Universal Education Program in Vietnam during the 1990-2000 decade and preparing the report of the Vietnamese Government for the International Conference on Universal Education in Brazil in May 2000.

- Studying and proposing to the Prime Minister policies and guidelines for continuing the Universal Education Program in Vietnam.

The Board will dissolve itself after the International Conference on Universal Education in Brazil in May 2000.

Article 3.

Members of the National Evaluation Board for the Universal Education Program in Vietnam during the 1990-2000 decade include: 1. Mr. Phạm Minh Hạc, Chairman of the National Committee against Illiteracy, Chairperson.

2. Mr. Nguyễn Minh Hiển, Minister of Education and Training, Deputy Chairperson.

3. Mr. Lê Vũ Hùng, Vice Minister of Education and Training, Permanent Member,

4. Mr. Nguyễn Dy Niên, Vice Minister of Foreign Affairs, Chairman of the National Committee for UNESCO Vietnam, Member,

5. Mr. Phan Quang Trung, Vice Minister of Planning and Investment, Member,
6. Ms. Nguyễn Thị Kim Ngân, Vice Minister of Finance, Member,

7. Mr. Trần Quốc Toản, Deputy Director of the Government Office, Member.

Article 4.

The National Evaluation Board for the Universal Education Program in Vietnam during the 1990-2000 decade shall have a Technical Sub-committee to assist it. The composition of the Technical Sub-committee and the regulations governing the operations of the Board and the Sub-committee are decided by the Chairperson. The Board has an office located at the Ministry of Education and Training, which will use the Ministry's account and seal.

Article 5. This Decision takes effect from the date of issuance.

The Minister, Heads of Ministries, Heads of agencies equivalent to ministries, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision. This Decision takes effect from the date of signature.

The Minister, Heads of ministerial-level agencies and agencies under the Government, Chairpersons of People's Committees of provinces and centrally-run cities are responsible for implementing this Decision.
