Decision No. 75/2002/QD-BNN On the Function, Tasks, and Organizational Structure of the Southern Institute of Irrigation Science

Regarding the provisions on the functions, tasks, and organizational structure of the Southern Institute of Water Resources Science

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, duties, authorities, and organizational structure of the Ministry of Agriculture and Rural Development; Pursuant to Decision No. 782/QĐ-TTg dated October 24, 1996 of the Prime Minister on the restructuring of research and development institutions for science and technology; Pursuant to Resolution No. 120/NQ-BCS dated November 30, 2001 of the Party Committee of the Ministry of Agriculture and Rural Development on the restructuring and building of the system of Institutes;

Considering the proposal of the Director of the Southern Institute of Water Resources Science, the Head of the Department of Science and Technology Quality Products, and the Head of the Department of Organization;

The Southern Institute of Water Resources Science is a scientific and technological public service unit and postgraduate training institution in water resources located in the South, under the Ministry of Agriculture and Rural Development. The Institute is funded by the state budget and allocated operational funds according to its tasks; it may use its seal and open a separate account at the Treasury in accordance with current regulations of the State. The main office of the Institute is located at 2A Nguyen Bieu Street, Ward 1, District 5, Ho Chi Minh City (as currently).

The main tasks of the Institute include the following: civil servant position,

DECISION:

Article 1. 2.1. Developing and implementing annual, short-term, and long-term programs and plans on water resources science to meet the requirements of development and management of water resources in the sector.

2.2. Researching issues related to water conservancy works, land reclamation irrigation systems, agricultural systems with irrigation and environmental protection, riverbank, estuary, coastal, and island systems for disaster prevention and mitigation, information technology for water resource management and development.

Article 2. 2.3. Applying and transferring new technologies to production, providing advice on water conservancy technology; participating in the establishment of procedures in water resource management and development; assessing water quality and the effectiveness of water conservancy works.

2.4. Implementing postgraduate education, participating in training and upgrading staff in water conservancy.

2.5. Being responsible for and cooperating with domestic and foreign organizations and individuals in research and postgraduate training, and participating in training and upgrading staff in water conservancy in the South.

The organizational structure of the Institute includes:

3.1. Leadership of the Institute: The Director and Deputy Directors assisting the Director. The Director and Deputy Directors are appointed and relieved from their positions by the Minister of Agriculture and Rural Development for a fixed term.

3.2. Functional Departments: Department of Science and International Cooperation.

Article 2. Department of Planning-Finance and Accounting.

Department of Organization-Administration and Training.

3.3. Research Departments under the Institute:

Department of Hydraulic Engineering and Hydraulics Research.

Department of River Dynamics, Coastal Dynamics, and Protective Works Research.

Department of Construction Materials and Structural Engineering Research.

Department of Foundation and Geotechnical Engineering Research.

3.4. Centers under the Institute:

Center for Agricultural Water Resources and Drainage Research: pursuant to Decision No. 339/QĐ-TCCB dated July 4, 1994 of the Ministry;

Center for Comprehensive Hydrotechnical Testing: pursuant to Decision No. 185/QĐ-BNN-TCCB dated November 24, 1998 of the Ministry;

Center for Water Resources Information Technology: pursuant to Decision No. 85/QĐ-BNN-TCCB dated August 22, 2001 of the Ministry;

Center for Environment and Wastewater Treatment (replacing the Environmental Research and Wastewater Treatment Department);

Center for River Regulation and Disaster Prevention Research;

Center for Consulting and Promoting Hydrotechnical Technology: an organization for technology transfer, which will be converted into a subsidiary company when conditions permit.

Each department has a Head and Deputy Head; each center has a Director and Deputy Director.

The Director of the Southern Institute of Water Resources Science is authorized to register scientific and technological activities with competent authorities; to define tasks, organizational structures, staffing, operational regulations, and appoint and relieve officials and civil servants of subordinate organizations in accordance with current State regulations.

This Decision shall take effect fifteen days after the date of signature; previous Decisions regarding the functions, tasks, and organizational structure of the Institute that conflict with this Decision shall cease to be effective.

The Chief of the Office, Heads of the Department of Cadre and Civil Servants, Heads of relevant agencies and units under the Ministry, and the Director of the Southern Institute of Water Resources Science are responsible for implementing this Decision.

Article 4. The Director of the Southern Water Resources Science Institute shall register scientific and technological activities with competent authorities; stipulate tasks, organizational structure and staffing, operational regulations, term appointments, and dismissals of officials and civil servants for subordinate organizations under the Institute in accordance with current state regulations.

Article 5. This Decision shall take effect fifteen days after the date of signature; previous Decisions regarding the functions, tasks, and organizational structure of the Institute that conflict with this Decision shall cease to be enforceable.

Article 6. The Head of the Office, the Director of the Cadre and Civil Servant Organization Department, the Heads of relevant agencies and units under the Ministry, and the Director of the Southern Water Resources Science Institute shall be responsible for implementing this Decision.
