Pursuant to the Law on Organization of the Government dated December 25, 2001;

Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;

Considering the proposal of the Ministry of Science and Technology (document No. 485/BKHCN-TCCBKH dated March 13, 2003); the opinion of the Central Economic Commission (document No. 185 CV/KTTW dated April 15, 2003), the Ministries of Finance (document No. 3492 TC/TCDN dated April 15, 2003), Labor, Invalids and Social Affairs (document No. 1170/LĐTBXH-CSLĐVN dated April 15, 2003), Home Affairs (document No. 711/BNV-TCCB dated April 11, 2003),

DECISION:

Article 1. Approves the overall plan for the restructuring and renewal of state-owned enterprises under the Ministry of Science and Technology for the period 2003 - 2005 as attached as an appendix.

Article 2. The Minister of Science and Technology shall be responsible for directing the implementation of the restructuring and renewal of state-owned enterprises under his ministry according to the approved content and schedule. Any adjustments or supplements must be approved by the Prime Minister.

Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, Invalids and Social Affairs, and related agencies shall be responsible for coordinating with the Ministry of Science and Technology in implementing this Plan in accordance with current regulations.

The Steering Committee for Enterprise Renewal and Development shall be responsible for directing, urging, guiding, and monitoring the implementation of this Plan, and at the same time recommending to

Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
