THE MINISTER OF INDUSTRY
Pursuant to the Education Law dated December 2, 1998;
Pursuant to Decree No. 55/2003/NĐ-CP dated May 28, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry;
After reaching an agreement with the Ministry of Education and Training regarding the establishment of the Industrial Technical Secondary School as stipulated in Document No. 5486/TCCB dated July 5, 2004;
At the suggestion of the Director of the Department of Organization and Cadres,
DECISION:
Clause 4 of Article 6Establish the Industrial Technical Secondary School (hereinafter referred to as the School) based on the Mechanical and Chemical Vocational Training Institute under the Ministry of Industry. The School shall have the function of training and enhancing cadres with secondary industrial technical qualifications; technical workers in mechanical engineering, electronics and automation, industrial and household electricity, information technology within the national education system, as well as the system of certificates and diplomas for education and training according to the Education Law dated December 2, 1998; at the same time, it serves as a research and development base for science and technology to meet management requirements, production and business needs of the industry and socio-economic development.
The School shall be subject to state management by the Ministry of Education and Training; the Ministry of Labor, Invalids and Social Affairs and other relevant ministries and sectors; administrative management by the People's Committee where the School is located; and shall enjoy policies and regulations of the State applicable to vocational schools and training institutions.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe School is a training public service entity with revenue, having legal personality, entitled to open accounts at the National Treasury and banks, and using seals (including embossed seals and miniature seals) for its operations and transactions in accordance with the law.
Article 3. The University has the following main tasks:
1. Train cadres with secondary industrial technical qualifications; technical workers in the fields of mechanical engineering, electronics and automation, industrial and household electricity, information technology according to the framework structure of the national education system as prescribed in the Education Law dated December 2, 1998.
2. Retrain and enhance the cadre of specialized technical staff and high-level technical workers meeting the standards set by the State and the requirements of agencies and enterprises both inside and outside the industry.
3. Develop curricula, teaching plans, compile and approve textbooks for the fields and trades that the School is authorized to train according to the framework curriculum issued by the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs.
4. Organize and implement student recruitment, student management; organize training activities, graduation certification, and issuance of graduation certificates in accordance with the provisions of the Education Law.
5. Build, train, enhance, and manage the teaching staff ensuring sufficient quantity and balanced structure in terms of professional standards as prescribed by the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs.
6. Organize scientific and technological research and application linked to training and labor production to improve training quality in line with management and production-business development requirements of the industry.
7. Carry out scientific and technological service activities, technology transfer; experimental production, production and business activities consistent with the training fields; provide vocational counseling and job placement services for students and agencies and enterprises in need.
8. Organize information activities in various forms such as specialized conferences, seminars, study tours, experience exchange visits; print and publish publications, materials, and teaching textbooks serving training and scientific research in accordance with the law.
9. Implement international cooperation, linkage, and interconnection in training and scientific research with domestic and foreign organizations and individuals in accordance with the law.
10. Manage, preserve, develop, and use property, assets, and assigned capital for their intended purposes effectively.
11. Manage organizational structure and staffing in accordance with State regulations and the Ministry of Industry's delegated management authority.
12. Maintain political security and social order within the School; protect property and state secrets; establish and implement regulations, internal rules, and safety measures for labor protection within the School.
Article 4. Organizational structure of the School.
1. Leadership:
a) Principal;
b) Deputy Directors.
2. Business units.
3. Faculties and subjects.
4. Service and support units, including: self-study, foreign languages, computer science, laboratory, printing and publishing materials for teaching, library, dormitory; facilities: school workshops, experimental production, technology transfer, production and business, scientific and technical services, human resource training services for labor export, vocational counseling, job placement, driving, and product introduction shop.
Article 5.The Director of the University is responsible for:
1. Draft and submit to the Ministry of Industry for approval the Charter of Organization and Operation of the School based on: the Charter of Vocational High Schools issued together with Decision No. 24/2000/QĐ-BGDĐT dated July 11, 2000 by the Minister of Education and Training; the Charter of Vocational Training Schools issued together with Decision No. 775/2001/QĐ-BLĐTBXH dated August 9, 2001 by the Minister of Labor, Invalids and Social Affairs.
2. Develop the organizational structure of the School for review and approval by the Ministry; within the scope of delegated authority, decide on the establishment of departments, offices, faculties, subjects, service and support units; appoint managerial positions, allocate and arrange teachers and staff members according to the Professional Standards for Civil Servants in the Education and Training Sector issued together with Decision No. 202/TCCP-VC dated June 8, 1994 by the Minister, Head of the Government’s Organization and Cadre Department (now the Ministry of Home Affairs).
3. Develop proposals for the organization and operation of service and production units with dependent accounting and independent accounting with separate accounts and seals for submission to the Ministry of Industry for consideration and decision.
Article 6.This Decision shall take effect 15 days after its publication in the Official Gazette and shall replace Decision No. 1092/QĐ-TCCB dated July 21, 1997 of the Minister of Industry regarding the renaming of the Chemical and Mechanical Workers' School to the Mechanical and Chemical Vocational Training Institute.
The Director of the Ministry's Office, the Inspector General, the Heads of Departments, Directors of Bureaus, Heads of Agencies and Units under the Ministry, the Principals of the Mechanical and Chemical Vocational Training Institute and the Industrial Technical Secondary School are responsible for implementing this Decision./.
