Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 33/2005/NĐ-CP dated March 15, 2005 of the Government detailing the implementation of certain provisions of the Animal Health Ordinance;

Considering the proposal of the Director of the Department of Animal Health and the proposal of the Head of the Cadre and Civil Servant Affairs Department,

Article 1. Position and Functions

1. Establish the Animal Health Agency Region I under the Department of Animal Health based on the Hanoi Animal Health Center.

2. The Animal Health Agency Region I shall perform state management functions in animal health and diagnose, test animal diseases and animal products within the assigned region.

3. The Animal Health Agency Region I has legal personality, its own seal, receives funding from the State budget, and is allowed to open accounts in accordance with the law. The headquarters of the Animal Health Agency Region I is located in Hanoi City.

4. The scope of operation of the Animal Health Agency Region I includes provinces and centrally governed cities (hereinafter referred to as provinces): Hanoi, Nam Dinh, Ninh Binh, Ha Nam, Ha Tay, Hoa Binh, Son La, Dien Bien, Lai Chau, Lao Cai, Yen Bai, Phu Tho, and Vinh Phuc.

Article 2. Tasks and Authorities

1. Participate in drafting regulatory legal documents, plans, programs, projects, standards, procedures, technical regulations on animal health.

2. Guide, urge, and inspect the implementation of regulatory legal documents, programs, projects, standards, technical procedures on animal health for provincial Animal Health Sub-departments.

3. Regarding prevention and control of animal diseases:

a) Monitor disease situations; create epidemiological maps; propose measures to prevent and control animal diseases in the region.

b) Coordinate and support provincial Animal Health Sub-departments in diagnosing, identifying diseases, and organizing the prevention and control of animal diseases.

c) Regularly inspect, diagnose, and test animal diseases at breeding facilities according to regulations.

d) Guide and evaluate the construction of disease-free zones and regions.

4. Regarding quarantine of animals:

a) Implement quarantine of animals, animal products for export, import, temporary import for re-export, temporary export for re-import, transfer of customs checkpoints, transit through Vietnam.

b) Directly handle or guide, supervise the handling of waste, transport vehicles, containers, animals, and animal products according to regulations.

c) Manage animal quarantine stations at border gates, railway stations, airports, ports, international post offices according to the assignment of the Director of the Department of Animal Health.

5. Regarding slaughter inspection:

a) Directly inspect slaughtering of animals at export slaughterhouses within the region.

b) Guide, inspect the implementation of hygiene, disinfection, decontamination of storage and packaging equipment; handle animals and animal products that do not meet veterinary hygiene standards and handle waste at export slaughterhouses.

6. Regarding veterinary hygiene inspection:

a) Inspect veterinary hygiene conditions at quarantine isolation sites, monitor quarantine isolation of exported and imported animals and animal products according to the guidance of the Department of Animal Health.

b) Inspect veterinary hygiene conditions for slaughterhouses, preservation, preliminary processing of exported and imported animals and animal products, and breeding facilities according to the assignment of the Director of the Department of Animal Health.

c) Inspect veterinary hygiene of exported and imported animals and animal products, transferred customs checkpoints, temporarily imported for re-export, temporarily exported for re-import, transiting, and using Vietnam's routes.

7. Participate in disseminating knowledge, educating laws, conducting specialized veterinary inspections. Participate in implementing agricultural extension and food safety in the field of animal health in provinces within the region.

8. Participate in research, application of scientific and technological progress, and international cooperation according to the program and plan of the Department of Animal Health. Coordinate with provincial Animal Health Sub-departments within the region to organize training and capacity building in veterinary techniques and operations.

9. Carry out collection and payment of fees and charges as prescribed.

10. Manage the organization, cadres, labor, finance, and assets of the Agency in accordance with regulations.

11. Implement administrative reform, comply with information and periodic, ad hoc reporting systems as prescribed by the Department of Animal Health.

12. Perform other tasks assigned and delegated by the Director of the Department of Animal Health in accordance with the law.

Article 3. Organizational structure

1. The leadership of the Animal Health Agency Region I consists of a Director and Deputy Directors appointed and relieved from duty by the Director of the Department of Animal Health in accordance with regulations and the分级管理系统的规定和干部管理权限。

2. Management organizational structure:

b) Inspection and Slaughter Supervision Office.

c) Epidemiology Office.

3. Subordinate units:

a) Animal Quarantine Stations.

b) Diagnostic and Testing Station for Animal Diseases.

The Stations mentioned in Clause 3 of Article 3 shall have their own seals to perform tasks as prescribed.

The Government authorizes the Director of the Department of Animal Health to specify the duties of the management organizational structure and issue decisions on establishing animal quarantine stations at border gates, railway stations, airports, ports, international post offices, and diagnostic and testing stations for animal diseases under the Animal Health Agency Region I.

The staffing of the Animal Health Agency Region I shall be arranged by the Director of the Department of Animal Health according to the staffing quota allocated by the Ministry.

The Director of the Department of Animal Health is entrusted with managing the recovery and return of the seal of the Hanoi Veterinary Center to the authority issuing the registration stamp certificate according to regulations.

Article 4. Responsibility for Implementation

This Decision takes effect fifteen days after its publication in the Official Gazette. Decisions No. 1600 NN-TCCB/QD dated December 12, 1994 of the Minister of Agriculture and Rural Development on transforming the Hanoi Import-Export Animal Quarantine Center into the Hanoi Veterinary Center and previous regulations of the Ministry of Agriculture and Rural Development that conflict with this Decision are hereby abolished.

2. The Director of the Department of Animal Health shall provide detailed guidance for the implementation of this Decision.

3. The Director of the Department of Animal Health, the Head of the Office, the Director of the Cadre and Civil Servant Department, the Heads of relevant agencies and units under the Ministry of Agriculture and Rural Development, and the Director of the Animal Health Agency Region I are responsible for implementing this Decision./.
