RESOLUTION

On the plan for socio-economic development in 2007

OF THE NATIONAL ASSEMBLY SOCIALIST REPUBLIC OF VIET NAM

Pursuant to Article 84 of the Constitution of the Socialist Republic of Vietnam promulgated in 1992, amended and supplemented by Resolution No. 51/2001/QH10 dated December 25, 2001 of the 10th National Assembly, 10th session;

Based on the consideration of the Government's Report, the Reports of the National Assembly's agencies, relevant agencies, and the opinions of National Assembly deputies,

RESOLUTION:

The National Assembly basically agrees with the contents of the assessment of the implementation of tasks in 2006, the socio-economic development plan for 2007 with the goals, targets, tasks, and solutions presented in the Government's Report, the Reports of the National Assembly's agencies, and relevant agencies. The National Assembly emphasizes the following points:

I. GOALS AND KEY INDICATORS:

1. General objectives:

Accelerate economic growth rate, improve efficiency, sustainability, quality of growth, and competitiveness of the economy. Actively and proactively integrate into the international economy, implement commitments to join the World Trade Organization (WTO). Improve the quality of education, training, vocational training, and human resource development, health care for the people; promptly address urgent social issues; reduce pollution, improve the environment. Improve organization and complete functions and tasks of state apparatus at all levels to meet administrative reform goals and international integration.

2. Key indicators:

a) Economic indicators:

- Gross Domestic Product (GDP) increases by 8.2% to 8.5%;

- Added value of agriculture, forestry, and fisheries increases by 3.5% to 3.8%; industry and construction by 10.5% to 10.7%; services by 8.0% to 8.5%;

- Total export turnover increases by 17.4%; total import turnover increases by 15.5%;

- Total investment capital for development accounts for 40% of GDP;

- Consumer price index increase lower than economic growth rate;

b) Social indicators:

- Increase the number of localities achieving the standard of the universal secondary education program to 40 provinces and centrally governed cities. New university and college admissions increase by 10%; specialized high school admissions increase by 15%; long-term vocational training admissions increase by 16.5%;

- Reduce birth rate by 0.3‰;

- Create jobs for approximately 1.6 million workers, including sending 80,000 workers abroad;

- Reduce poverty rate to 16%;

- Reduce malnutrition rate among children under five years old to 22.3%;

c) Environmental indicators:

- Increase forest coverage ratio to 39%;

- Provide clean water to 67.2% of rural population and 80% of urban population;

- Handle serious environmental pollution sources by 50%.

II. SOME MAIN TASKS

1. Improve the investment environment; enhance investment efficiency and growth quality. Create favorable conditions and strongly encourage domestic economic sectors to invest in production and business. Strengthen decentralization in investment management. Proactively apply various forms of attracting foreign investment in accordance with the law based on development orientation and planning.

Focus on investment and ensure progress of important national projects, large projects, and national target programs. The Government is responsible for approving and organizing the implementation of national target programs from 2006 to 2010 and overall resettlement planning for the Tuyen Quang hydropower project.

Continue to innovate mechanisms and policies and comprehensively apply solutions related to investment, product consumption, tax, land to promote agricultural production, rural economy, stable long-term employment, and improve people's living standards. Pay special attention to developing regions with difficult economic and social conditions to gradually narrow the wealth gap between regions. Accelerate the progress of implementing support targets for production land, residential land, housing, and drinking water for poor ethnic minority groups with difficult living conditions.

Adjust and supplement policies and solutions regarding the economy and society for reclaiming agricultural land to convert it to non-agricultural purposes. Publicize the development plans for centralized industrial zones, urban areas, and new residential areas. Ensure reasonable resolution of interests between farmers and those of the state and businesses. Severely and publicly handle all fraudulent, corrupt, and property-grabbing behaviors from the state and people during compensation, land acquisition, land auction, and resettlement.

Focus resources on developing competitive industries; pay attention to traditional trades; develop supporting industries; encourage investment in high-tech and information technology.

2. Accelerate the implementation of the restructuring, reform, and shareholding process of state-owned enterprises. Form large-scale joint-stock corporations with significant state capital in key sectors with macro-regulatory significance. When implementing the shareholding of state-owned enterprises, it is particularly important to determine the enterprise's value, including the value of land use rights, to preserve and prevent the loss of state capital and assets; adequately consider the interests of workers; attract strategic shareholders suitable for the characteristics and requirements of each sector. Allow the application and delegate the Government to provide specific guidance on establishing incentive funds and welfare funds based on business results and state budget revenue for state companies with special capital characteristics undergoing transformation and assigned certain economic and social tasks, applicable to both 2005 and 2006 if not yet implemented.

Vigorously reform the organization and operation of state-owned forestry and farm enterprises; review land funds to adjust them appropriately according to production directions and the scale of each unit; improve business efficiency, land use efficiency, protect and develop forests.

3. Develop concrete action programs nationwide, in each industry, field, locality, relevant state agencies, and economic organizations to effectively implement international commitments. Strengthen information dissemination and propaganda on international economic integration. Proactively forecast, calculate, and analyze factors affecting economic growth, state budget revenues, macroeconomic stability, the development of enterprises under various ownership forms, employment, and the living standards of workers when implementing international commitments.

4. Continue to reform financial and monetary policies and strengthen management. Enhance the management capacity and responsibility of the State Bank to improve credit quality, ensure banking system safety, proactively control inflation contributing to macroeconomic stability, and promote economic development. Increase the competitiveness of commercial banks. Apply international standards in credit activities.

Develop strong and synchronized markets, especially financial markets, real estate markets, science and technology markets. Plan and implement the development of service types, prioritizing the development of services with great potential and high competitiveness, focusing on financial and banking services. Strengthen measures to inspect and control input factors, prevent unreasonable price increases due to monopoly causing damage to production and people's livelihood.

5. Implement comprehensive solutions to achieve social targets, creating clear changes in science and technology, culture and information, education and training, health, sports, employment, and child protection and care. Vigorously implement the policy of socializing public services. Encourage organizations and individuals to invest in building educational and training facilities, vocational training centers, sports venues, private hospitals, and clinics. Improve the quality of free medical examinations and treatments for children under six years old as stipulated by law. Strengthen disease prevention and control, especially highly dangerous diseases.

Emphasize improving education quality, especially higher education and vocational training. Actively build a teaching staff and education management cadre towards standardization of qualifications, sufficient in quantity, and balanced in structure. Develop the scale of education alongside the development of the teaching staff. Focus on enhancing the moral character and professional competence of teachers; vigorously implement the movement of excellence in teaching and learning to improve education quality; perfect the policy system for the teaching staff and education management cadre, especially in economically and socially disadvantaged areas. Strengthen supervision and inspection, strictly deal with negative phenomena in education.

6. Create changes in environmental protection work; enhance societal awareness about environmental protection and sustainable development; prioritize environmental protection principles from the planning and approval stages of economic and social development strategies; intensify handling of serious pollution sources.

Strengthen national defense and security capabilities; maintain political stability and social order and safety. Concentrate on implementing decisive measures to curb traffic accidents, minimize severe incidents as much as possible, considering this one of the key tasks for 2007. Delegate the Government to organize implementation and report results to the National Assembly at sessions.

Pay attention to professional training and development for judges and lawyers; improve the quality of investigative, prosecution, trial, enforcement activities, ensuring that no crimes are overlooked and no innocent persons are wrongfully convicted. Timely and legally resolve civil and administrative cases.

Agencies, organizations, and units should proactively carry out preventive work, resolutely combat law violations and crime, especially organized crime and social evils such as drug abuse and prostitution. Identify the causes of criminal behavior to promptly address and prevent them through recommendations to relevant agencies and organizations.

Implement comprehensively and effectively the Law on Prevention and Combating Corruption, the Law on Thrift and Anti-Waste, particularly in land, basic construction investment, state budget revenue and expenditure, natural resource management, public assets, energy conservation...; actively prevent corruption and waste, thoroughly and strictly deal with all acts of corruption and waste. Strengthen discipline in public service, clearly define the responsibility of leaders in personnel appointment and management. Effectively implement the Regulations on Grassroots Democracy, ensuring transparency and openness in economic and financial activities of administrative agencies, public institutions, and state-owned enterprises.

Promote the supervisory role of people's representative bodies, the people, and mass media over the activities of state agencies and civil servants in complying with laws, especially strict implementation of legal provisions on prevention and combating corruption, thrift, and anti-waste.

Synchronously implement measures to minimize the causes of complaints and denunciations, especially collective and escalated complaints and denunciations; ensure that complaint and denunciation resolution is handled well at the grassroots level, creating fundamental changes in handling citizens' complaints and denunciations.

9. Firmly implement administrative reform in all fields; focus on reviewing and promptly eliminating unreasonable administrative procedures; publicly display and strictly enforce regulations on administrative procedures, especially those directly related to the basic rights and obligations of citizens and business operations of enterprises.

Consolidate and improve the cadre and civil servant workforce in both quantity and quality. Enhance political, ideological, moral education, and professional training for cadres and civil servants in administrative and judicial agencies, particularly at the grassroots level, to meet the requirements of administrative and judicial reforms.

Entrustthe Prime Minister, the President of the Supreme People's Court, and the Procurator General of the Supreme People's Procuracy to seriously absorb and direct the effective resolution of pressing national issues and legitimate aspirations of the people raised in the report of the voters' recommendations and the questioning of National Assembly deputies.

10. Organize the election of National Assembly Deputies for the twelfth term, selecting and electing outstanding representatives who embody the will and aspirations of the people to participate in the National Assembly; consolidate organizational structure, enhance the effectiveness of operations, and strengthen the authority of the state machinery for the new term.

III. IMPLEMENTATION. 

The Government, the Supreme People's Court, and the Supreme People's Procuracy shall organize the successful implementation of the targets, indicators, and tasks for the year 2007 within their respective functions and responsibilities.

The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of National Assembly Deputies, National Assembly Deputies, People's Councils at all levels, and People's Council Deputies shall supervise the implementation of this Resolution.

The Vietnam Fatherland Front Central Committee, member organizations of the Front, and other social organizations shall carry out supervision and mobilize all strata of the people to effectively implement the National Assembly's Resolution.

The National Assembly calls upon compatriots, soldiers across the country, and overseas Vietnamese to raise the spirit of patriotic emulation, unity, and mobilize all resources to overcome difficulties and strive to successfully fulfill the tasks for the year 2007.

This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the eleventh session, tenth meeting, on November 29, 2006.
