Amending and supplementing Point 3.1.7 Clause 3 Article 7 Circular No. 36/2010/TT-BCA dated October 12, 2010 on vehicle registration

BASED ON THE LAW ON TRAFFIC ON ROADS 2008;
Pursuant to Decree No. 77/2009/NĐ-CP dated September 15, 2009 stipulating the Functions, Tasks, Authorities, and Organizational Structure of the Ministry of Public Security;
The Ministry of Public Security amends and supplements Point 3.1.7 Clause 3 Article 7 Circular No. 36/2010/TT-BCA dated October 12, 2010 on vehicle registration as follows:
Article 1. Amending and supplementing Point 3.1.7 Clause 3 Article 7 Circular No. 36/2010/TT-BCA dated October 12, 2010 on vehicle registration as follows:
"3.1.7. A sale, gift, or transfer of a vehicle by an individual must be certified or notarized in accordance with the provisions of the law."
Article 2. Effective Date
This Circular shall take effect from January 10, 2012, and shall replace Point 3.1.7 Clause 3 Article 7 of Circular No. 36/2010/TT-BCA dated October 12, 2010 on vehicle registration.
Article 3. Responsibility for Implementation
1. The Director General of the General Administration of Administrative Police for Public Order and Social Safety is responsible for organizing the implementation and directing, guiding, and inspecting the implementation of this Circular.
2. Directors of General Directorates, Heads of units under the Ministry, Provincial Police Chiefs, Chief Directors of Fire Prevention and Fighting Departments are responsible for implementing this Circular.
3. In the course of implementation, if any difficulties arise, local police units and departments shall report to the Ministry of Public Security (through the General Administration of Public Order Management and Social Safety) for timely guidance.
