DECREE-LAW

No. 75 dated May 29, 1946

CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM

Pursuant to Decree-Law No. 57 dated May 3, 1946 establishing the rules for organization and staffing;

At the proposal of the Minister of Finance;

After deliberation by the Council of Ministers;

 

DECREE-LAW:

Article 1:

The Ministry of Finance shall consist of:

A- Office

B- Departments

C- Directorates

D- Affiliated agencies

E- Directorate of Financial Inspection

F- Advisory Board

Article 2:

The Office shall have a Secretariat.

a) Secretariat: Tasks include receiving visitors, press relations, confidential correspondence, and emergency funds.

The Secretariat is under the authority of a Secretary.

b) Office: Tasks include receipt and distribution of documents, handling special cases, political work, reference to financial systems and issues.

The Office is under the control of an Office Director. If necessary, one or two Deputy Directors may assist.

Article 3:

There shall be eight departments:

1- Department One: Awards, library, personnel, equipment.

2- Department Two: Budget

3- Department Three: Accounting

4- Department Four: Taxation, treasury, public finance, banking

5- Department Five: Salaries and pensions

6- Department Six: Rent and national revenue sources

7- Department Seven: Legal affairs and litigation

A decree of the Minister of Finance shall specify in detail the tasks of these departments./.
