 DIRECTIVE

ON CONTINUING TO TRANSFER HOTELS AND LODGES TO BUSINESS OPERATIONS IN ACCORDANCE WITH DECISION NO. 317-TTG DATED JUNE 29, 1993 OF THE PRIME MINISTER

More than one year after implementing Decision No. 317-TTG dated June 29, 1993 of the Prime Minister on transferring hotels and lodges to business operations, most Ministries, sectors, localities, and mass organizations have made significant efforts to transfer their own hotels and lodges to business operations. Many hotels and lodges after being transferred to business operations have been effectively utilized, contributing significantly to addressing the shortage of rooms and beds for both domestic and foreign guests in concentrated areas such as Hanoi, Hai Phong, Ho Chi Minh City, and Ba Ria-Vung Tau, which had not been resolved previously.

However, some Ministries, sectors, units, and mass organizations have not truly actively created conditions for hotel and lodge facilities to be transferred to business operations, or after transferring these facilities to business operations, they still retain a large number of rooms and beds for internal use; some units even converted them into health resorts, which not only violates the spirit of Decision No. 317-TTG but also creates complications and difficulties in accounting and management within these units themselves.

In order to accelerate the process of transferring hotels and lodges to business operations in accordance with Decision No. 317-TTG, the Prime Minister issues the following directive:

1. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of People's Committees of provinces and centrally-administered cities must directly oversee the review of the results of transferring hotels and lodges to business operations, and take specific measures to promptly transfer hotels and lodges under their management to business operations in accordance with the spirit of Decision No. 317-TTG dated June 29, 1993 of the Prime Minister.

2. For hotels and lodges that have already been transferred to business operations, they must complete all necessary procedures to establish enterprises according to current regulations, develop plans to renovate, upgrade, expand existing facilities, invest deeply, and provide professional training and language skills for staff to meet the increasingly high demands of tourism and service industries.

3. Based on the conditions and characteristics of each region, locality, and area, the Ministry of Finance will coordinate with the Tourism General Department and relevant sectors to study and submit appropriate mechanisms and policies to the Prime Minister to narrow and eventually eliminate unreasonable disparities in business operations caused by location, land area, and region, thereby encouraging hotels and lodges after being transferred to business operations to fully utilize their potential or engage in joint ventures and collaborations in various forms, and exploit these facilities efficiently.

4. The Ministry of Labor, Invalids and Social Affairs shall take the lead in working with the Ministry of Health and the Ministry of Finance to determine clearly which Ministries and sectors absolutely need health resorts for workers engaged in heavy and hazardous work to rest and recuperate; the quantity and scale of each health resort for each Ministry and sector as well as in each locality.

On this basis, Ministries and sectors need to coordinate with the Ministry of Construction, the Tourism General Department, and localities where health resorts are located to plan separate zones distinctly separated from tourist business areas, regarding management regulations, serving those who need rest and recuperation well while not affecting the operations of other units.

5. The Tourism General Department is responsible for urging and guiding sectors, mass organizations, and localities to quickly transfer hotel and lodge facilities to business operations in accordance with the principle that wherever there are sufficient conditions for hotel operations, immediate conversion procedures should be carried out; where hotel operations can be conducted but the conditions are not yet adequate, plans for renovation and upgrading to bring them into operation should be developed; for places where the location and land area are unsuitable for hotel operations, suitable exploitation methods should be found to immediately convert them to business operations without causing prolonged wastage and deterioration of assets. At the same time, the Tourism General Department will cooperate with relevant agencies to develop plans to help these facilities train and enhance the professional skills of hotel and tourism staff currently and to be working at these hotels and lodges, creating favorable conditions for them to quickly integrate into the operations of business facilities.

6. The Director of the Tourism General Department is tasked with monitoring and summarizing the implementation of Decision No. 317-TTG, coordinating with related sectors to identify and propose appropriate measures to the Prime Minister to assist hotels and lodges transitioning to business operations smoothly and conveniently.

Upon receipt of this Directive, Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of People's Committees of provinces and centrally-administered cities must develop plans to organize and direct subordinate units to strictly implement it and regularly report the results to the Prime Minister, simultaneously sending copies to the Tourism General Department for consolidation./.
