PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 07/2006/QĐ-TTg dated January 10, 2006 of the Prime Minister approving the Socio-Economic Development Program for Particularly Difficult Communes in Ethnic Minority and Mountainous Areas for the 2006-2010 Period (Program 135 Phase II);

Pursuant to Decision No. 20/2007/QĐ-TTg dated February 5, 2007 of the Prime Minister approving the National Target Program on Poverty Reduction for the 2006-2010 Period;

Considering the proposal of the Minister of Labor, Invalids and Social Affairs, the Minister and Chairman of the Committee for Ethnic Minorities, and the Minister of Home Affairs.

DECISION:

Article 1. The Government Steering Committee for Implementing the National Target Program on Poverty Reduction for the 2006-2010 Period and the Socio-Economic Development Program for Particularly Difficult Communes in Ethnic Minority and Mountainous Areas for the 2006-2010 Period (referred to as the Steering Committee for Implementing the Poverty Reduction Programs) shall consist of the following members:

1. Chairperson of the Steering Committee: Deputy Prime Minister.

2. Vice-Chairperson of the Steering Committee: Minister of Labor, Invalids and Social Affairs.

3. Vice-Chairperson of the Steering Committee: Minister and Chairman of the Committee for Ethnic Minorities.

4. Members include:

a) Standing members:

- One Deputy Minister of Labor, Invalids and Social Affairs, standing member of the National Target Program on Poverty Reduction for the 2006-2010 Period;

- One Deputy Chairman of the Committee for Ethnic Minorities, standing member of Program 135 Phase II.

b) Members include:

- One Deputy Minister of Planning and Investment;

- One Deputy Minister of Finance;

- One Deputy Minister of Agriculture and Rural Development;

- One Deputy Minister of Home Affairs;

- One Deputy Minister of Health;

- One Deputy Minister of Education and Training;

- One Deputy Minister of Justice;

- One Deputy Minister of Construction;

- One Deputy Minister of Fisheries;

- One Deputy Minister of Transport;

- One Deputy Governor of the State Bank of Vietnam.

Article 2. The Steering Committee for Implementing the Poverty Reduction Programs shall have the following tasks:

1. Assist the Prime Minister in directing the preparation of five-year plans and annual plans to implement and organize the programs during the 2006-2010 period.

2. Study and propose to the Prime Minister mechanisms, policies, and solutions to address human resources and criteria for annual budget allocation for the program.

3. Assist the Prime Minister in directing, implementing, urging, inspecting, and evaluating the activities of ministries, sectors, and localities regarding poverty reduction during the 2006-2010 period and socio-economic development in particularly difficult communes in ethnic minority and mountainous areas during the 2006-2010 period.

4. Assist the Prime Minister in organizing and directing the coordination of activities between ministries, sectors, and localities, the Central Committee of the Vietnam Fatherland Front, and people's organizations; integrating and coordinating the programs, plans, and resources for poverty reduction during the 2006-2010 period and socio-economic development in particularly difficult communes in ethnic minority and mountainous areas during the 2006-2010 period.

5. Assist the Prime Minister in directing ministries, sectors, localities, and central-level mass organizations to fulfill assigned tasks and report on the implementation of poverty reduction during the 2006-2010 period and socio-economic development in particularly difficult communes in ethnic minority and mountainous areas during the 2006-2010 period.

6. Summarize and periodically report to the Prime Minister on the implementation of poverty reduction during the 2006-2010 period and socio-economic development in particularly difficult communes in ethnic minority and mountainous areas during the 2006-2010 period.

Article 3.

1. The Chairperson of the Steering Committee shall issue the operational regulations, cooperation mechanisms of the two programs, and assign responsibilities to the members of the Steering Committee.

2. The Minister of Labor, Invalids and Social Affairs shall decide to establish the Coordination Office of the National Target Program on Poverty Reduction for the 2006-2010 Period at the Ministry of Labor, Invalids and Social Affairs; the Minister and Chairman of the Committee for Ethnic Minorities shall decide to establish the Coordination Office of the Socio-Economic Development Program for Particularly Difficult Communes in Ethnic Minority and Mountainous Areas for the 2006-2010 Period at the Committee for Ethnic Minorities.

Article 4. The operating costs of the Steering Committee for Implementing the Poverty Reduction Programs shall be guaranteed by the state budget.

Article 5. This Decision shall take effect from the date of signing.

Article 6. Ministers, heads of ministerial-level agencies, heads of agencies under the Government, Chairpersons of provincial People's Committees directly under the central government, and members specified in Article 1 shall be responsible for implementing this Decision.
