Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Directive No. 35-CT/TW dated May 8, 2009 of the Party Central Committee's Secretariat;
Considering the proposal of the Minister, Chairman of the National Ethnic Minorities Committee,
DECISION:
Article 1. Approves the Plan for the National Congress of Representatives of Ethnic Minorities in Vietnam with the main contents as follows:
1. Objectives and Requirements of the Congress
a) The purpose of the Congress is to continue summarizing and evaluating ethnic work, affirming the consistent policy of the Party and the State on ethnic issues and national solidarity; affirming, honoring, and recognizing the significant contributions of ethnic minorities in the cause of protecting and building the country throughout different periods;
b) Requirements: All levels of the Congress must be solemn, practical, effective, and frugal, while creating a lively, enthusiastic, and proud atmosphere among all strata of the people.
2. Content of the Congress: Summarize and evaluate the patriotic emulation movement in areas inhabited by ethnic minorities across various fields of social life during revolutionary periods, especially during the period of renovation, integration, and development; assess the situation and results of ethnic work from the 7th Plenary Session of the Party Central Committee (Term IX) to date and outline directions until 2020.
3. The Congress will be organized at three levels: district, provincial, and central (National Congress);
4. Time of the Congress at each level
a) District and provincial congresses: one day, from the third quarter to the end of the fourth quarter of 2009;
b) National Congress: two days, mid-May 2010 - coinciding with the 120th anniversary of President Ho Chi Minh's birth.
5. Budget for the Congress
a) The central budget will ensure funding for organizing the National Congress and its activities;
b) The local budget will ensure funding for organizing the provincial and district congresses and their activities; for localities that cannot balance revenue and expenditure within their territory, the central budget will support the local budget to implement these tasks.
Article 2. Implementation
1. Establish a Steering Committee for the National Congress chaired by a Deputy Prime Minister; the Minister, Chairman of the National Ethnic Minorities Committee as Vice-Chairman in charge; members of the Steering Committee include leaders of relevant central ministries, agencies, and commissions (the Prime Minister will issue a separate Decision); the Steering Committee for organizing provincial and district congresses shall be chaired by the Chairman or one or more Deputy Chairmen of the People's Committee at the same level; members include leaders of relevant agencies, departments, and units at the same level (decided by the Chairman of the People's Committee at the same level).
2. The National Ethnic Minorities Committee serves as the permanent office of the Steering Committee for the National Congress, assisting the Steering Committee for the National Congress in directing the organization of congresses at all levels; taking the lead and coordinating with relevant central ministries, agencies, and commissions to develop and implement plans for organizing the National Congress; guiding, inspecting, and urging the implementation of congresses at all levels; monitoring and reporting to the Steering Committee and the Organizing Committee of the National Congress on the outcomes of congresses at all levels and performing tasks assigned by the Steering Committee and the Organizing Committee of the National Congress.
3. The Ministry of Information and Communications leads and coordinates with the National Ethnic Minorities Committee, Vietnam Television, Voice of Vietnam Radio, and other mass media organizations to organize information and propaganda work before, during, and after congresses at all levels in accordance with the directives of the Party Central Committee's Secretariat on organizing the Congress.
4. Relevant central ministries, agencies, and provincial and municipal people's committees directly under the central government shall implement the tasks stipulated in the Plan.
Article 3. This Decision takes effect from the date of issuance.
Article 4. The Minister, Chairman of the National Ethnic Minorities Committee, Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and Chairmen of provincial and municipal people's committees directly under the central government are responsible for implementing this Decision./.
