THE MINISTER OF FINANCE

Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Based on the conclusion of the Collective Leadership Council of the Ministry of Finance on March 29, 2011,

Article 1. The responsibilities of the leaders of the Ministry of Finance are assigned as follows:

1. Comrade Minister Vu Van Ninh:

Leading and directing all tasks of the Ministry and the sector. Deciding and resolving strategic issues, mechanisms and policies, and major tasks of the Ministry and the sector.

2. Comrade Deputy Minister Nguyen Cong Nghiep:

Acting on behalf of the Minister to manage the regular operations of the Ministry's agency or lead the agency when the Minister is absent and delegate authority.

Directly guiding macroeconomic balances related to the finance sector; fields of state management over budget preparation, execution, and settlement (including defense, security, and Party budgets); personnel and organizational work in the finance sector; commendation and reward work; scientific research, press, information, and Office work;

Directly responsible for: State Budget Department, Department I, Personnel and Organization Department, Ministry Office, Institute of Strategy and Financial Policy, Commendation and Reward Department, Financial Times, Finance Magazine;

Overseeing and directing financial and budgetary work in Hanoi City.

3. Comrade Deputy Minister Tran Xuan Ha:

Directly guiding state management over securities and the securities market, financial service markets, insurance, lottery, banks, and credit organizations; accounting and auditing;

Directly responsible for: Securities Commission, Insurance Supervision and Management Department, Banking and Financial Organizations Department, Accounting and Auditing System Department;

Overseeing and directing financial and budgetary work in Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, and Thua Thien-Hue Provinces.

4. Comrade Deputy Minister Do Hoang Anh Tuan:

Directly guiding state management over customs, taxation, fees, and charges; legal affairs;

Directly responsible for: Legal Affairs Department, Tax Policy Department, General Customs Department, General Tax Department;

Overseeing and directing financial and budgetary work in Ho Chi Minh City, Dong Nai, Ba Ria-Vung Tau, Binh Duong, Binh Phuoc, and Tay Ninh Provinces.

5. Comrade Deputy Minister Pham Sy Danh:

Directly guiding state management over financial development investment; State Treasury; overall guidance on modernization, information technology development, and statistics throughout the finance sector; financial work in the sector;

Directly responsible for: State Treasury, Information and Financial Statistics Department, Investment Department, Planning and Finance Department, Public Financial Reform Project;

Overseeing and directing financial and budgetary work in Da Nang City, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, and Binh Thuan Provinces.

6. Comrade Deputy Minister Tran Van Hieu:

Directly guiding state management over corporate finance; price management;

Directly responsible for: Price Management Department, Corporate Finance Department, enterprises under the Ministry;

Overseeing and directing financial and budgetary work in Kon Tum, Gia Lai, Dak Lak, Dak Nong, and Lam Dong Provinces.

7. Comrade Deputy Minister Nguyen Huu Chi:

Directly guiding state management over public assets; national reserves; financial matters related to agriculture, farmers, and rural areas; the National Target Program on New Rural Development from 2010 to 2020;

Directly responsible for: National Reserve General Department, Public Asset Management Department;

Overseeing and directing financial and budgetary work in Can Tho City, Long An, Tien Giang, Ben Tre, Tra Vinh, Vinh Long, Dong Thap, An Giang, Kien Giang, Hau Giang, Soc Trang, Bac Lieu, and Ca Mau Provinces.

8. Comrade Deputy Minister Truong Chi Trung:

Directly guiding state management over public debt, foreign financial affairs; financial matters in international cooperation and integration;

Directly responsible for: Debt and Foreign Financial Affairs Department; International Cooperation Department;

Overseeing and directing financial and budgetary work in Bac Kan, Bac Giang, and Thai Nguyen Provinces.

9. Comrade Deputy Minister Nguyen Thi Minh:

Directly guiding state management over administrative and public financial affairs; training and cadre development; national target programs (excluding the National Target Program on New Rural Development from 2010 to 2020);

Directly responsible for: Administrative and Public Financial Affairs Department; Finance Academy; University of Finance-Marketing; College of Finance-Customs Administration; College of Finance-Management; College of Finance-Accounting; Cadre Training College;

Overseeing and directing financial and budgetary work in Hai Phong City, Thai Binh, Ha Nam, Ninh Binh, Nam Dinh, Quang Ninh, Bac Ninh, Vinh Phuc, Hai Duong, Hung Yen Provinces.

10. Comrade Deputy Minister Vu Thi Mai:

Directly guiding state management over financial inspection (including internal inspection within the sector), publishing;

Directly responsible for: Ministry Inspectorate, Finance Publishing House;

Overseeing and directing financial and budgetary work in Ha Giang, Tuyen Quang, Phu Tho, Cao Bang, Lao Cai, Lai Chau, Dien Bien, Lang Son, Son La, Yen Bai, Hoa Binh Provinces.

Article 2. This decision takes effect from April 1, 2011 and replaces Announcement No. 02/TB-BTC dated January 4, 2011. The Heads of the Personnel and Organization Department, Planning and Finance Department, Ministry Office, and those named in Article 1 are responsible for implementing this decision.
