Regarding the approval of the project "Conservation, Restoration and Utilization of Forests in Mountainous Areas of Vietnam" funded by the UK Darwin Initiative Fund.
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Agriculture and Rural Development.
Pursuant to Decree No. 17/2001/NĐ-CP dated May 4, 2001 of the Government on the issuance of the Regulation on Management and Use of Official Development Assistance (ODA).
Pursuant to Decision No. 64/2001/QĐ-TTg dated April 26, 2001 of the Government on the issuance of the Regulation on Management and Use of Non-Governmental Foreign Aid.
Considering the proposal of the Central Forestry Seed Company - letter No. 216/KT dated May 28, 2001 requesting cooperation in implementing the project "Conservation, Restoration and Utilization of Forests in Mountainous Areas of Vietnam".
At the proposal of the Director of the International Cooperation Department.
DECISION:
Article 1. Approving the contents of the project "Conservation, Restoration and Utilization of Forests in Mountainous Areas of Vietnam" funded by the UK Darwin Initiative Fund, with the main information about the project as follows:
1. Project Name: Conservation, Restoration and Utilization of Forests in Mountainous Areas of Vietnam.
2. Sponsor: UK Darwin Initiative Fund.
3. Project Management Authority: The Ministry of Agriculture and Rural Development.
4. Managing and coordinating agency for the project: Central Forestry Seed Company.
5. Specific objectives of the project: To enhance the capacity of forestry seed sector staff in conserving conifer species and researching symbiotic fungi of certain conifer species to improve their growth and development capabilities.
6. Project implementation locations: At the affiliated units of the Central Forestry Seed Company, including forestry seed enterprises in the Northeast, North Central, and Central Highlands regions (no location within national parks, nature reserves, or special-use zones).
7. Project implementation period: Three years (from July 2001 to July 2004).
8. Total project budget: £161,898 (equivalent to 3,335 million Vietnamese Dong).
Article 2. Entrusting the Central Forestry Seed Company to be responsible for managing and cooperating with the Royal Botanic Garden Edinburgh (Scotland, UK) and other relevant units to effectively implement the project according to the provisions of Article 1 of this Decision, complying with current state regulations and Ministry guidelines on management and use of ODA funds.
Article 3. This Decision takes effect from the date of signature.
Article 4. The Head of the Ministry's Office, Heads of the Personnel Organization Department, International Cooperation Department, Planning and Planning Department, Finance and Accounting Department, Director of the Central Forestry Seed Company, and Leaders of relevant Bureaus, Departments, and Institutes shall be responsible for enforcing this decision./.
