Pursuant to Decree No. 26/2004/NĐ-CP dated January 15, 2004 of the Government stipulating the functions, tasks, powers, and organizational structure of the Institute of Social Sciences of Vietnam;
At the proposal of the President of the Institute of Social Sciences of Vietnam,
DECISION:
Article 1. Approves the Master Plan for the Development of the Institute of Social Sciences of Vietnam until 2010 and orientations until 2020 with the following main contents:
I. GUIDING PRINCIPLES
1. Creatively applying Marxism-Leninism and Ho Chi Minh's thought, while absorbing the finest cultural achievements of humanity, knowledge, and experience from around the world, based on a comprehensive, profound, and systematic summary of the practical experiences of the country during its development process to study and contribute to explaining theoretical and practical issues related to the rapid, effective, and sustainable development of the country, people, and society of Vietnam in the process of industrialization, modernization, and developing a socialist-oriented market economy.
2. Developing the Institute of Social Sciences of Vietnam in conjunction with the overall development of science and technology, and specifically with the development of social sciences throughout the country. Gradually enhancing the capacity and level of basic research and interdisciplinary, multi-disciplinary research in social sciences, between social sciences and other fields of science and technology, closely linking research with training and policy consultation to serve the development of the country, regions, and localities.
3. Ensuring democracy and promoting creative freedom in research, while strengthening the responsibilities and authorities of organizations and individuals to improve the quality and effectiveness of social science activities at the Institute.
II. OBJECTIVES
1. General Objective
From now until 2020, building the Institute of Social Sciences of Vietnam into a strong national research and training center with high prestige both domestically and internationally, contributing to the construction and development of Vietnamese social sciences capable of identifying and forecasting trends in Vietnam and the world; analyzing theoretical and practical issues about sustainable development under socialism in Vietnam so that by 2020, Vietnam will basically become a modern industrialized nation.
2. Specific objectives
a) Improving the quality of research and training to effectively serve the rapid and sustainable development of the country, accelerating industrialization and modernization, and developing a socialist-oriented market economy.
b) Continuing to improve and develop the organization according to Decree No. 26/2004/NĐ-CP dated January 15, 2004 of the Government stipulating the functions, tasks, powers, and organizational structure of the Institute of Social Sciences of Vietnam; prioritizing the development of human resources at the Institute of Social Sciences of Vietnam in terms of quantity, quality, reasonable occupational structure, political integrity, high professional qualifications, and capabilities; simultaneously contributing to meeting new requirements for human resources in the development of the country and Vietnamese social sciences.
c) Gradually modernizing material and technical infrastructure. Striving to reach the level of advanced countries in the region in terms of material and technical equipment of the Institute of Social Sciences of Vietnam by 2020.
III. DIRECTIONS AND TASKS OF THE MASTER PLAN FOR THE DEVELOPMENT OF THE INSTITUTE OF SOCIAL SCIENCES OF VIETNAM UNTIL
2010 AND ORIENTATIONS UNTIL 2020
A. On scientific research
1. Continuously clarifying the path towards socialism in Vietnam for the goal of a wealthy people, a strong country, a fair, democratic, and civilized society.
2. Studying and forecasting major trends in global and regional development, the multifaceted impacts of globalization; studying the strategies and policies of major countries in the context of globalization and their impact on Vietnam; clearly defining Vietnam's position, steps, and proactive integration policies into global and regional economic systems. Researching theories and development experiences worldwide to find a suitable development path for Vietnam's conditions.
3. Studying the nature, characteristics, and content of the current scientific and technological revolution and the development of knowledge-based economies in the 21st century and their impact on Vietnam's socio-economic development. Combining and leveraging the comprehensive strength of social sciences with natural sciences and technology in the context of the current scientific and technological revolution, contributing to successfully implementing Vietnam's industrialization and modernization strategy.
4. Studying the nature and characteristics of a socialist-oriented market economy and the establishment of a socialist-oriented market economy system in Vietnam; researching changes in social structures and managing social development in Vietnam under a market economy aimed at achieving economic growth while ensuring fairness and implementing social policies, creating opportunities for each individual and the community.
5. Researching reforms in the political system, implementing and promoting democracy, consolidating and enhancing the role and position of the Communist Party of Vietnam in power; reforming leadership methods and enhancing the Party's leadership capacity under the conditions of a socialist-oriented market economy; building a socialist rule-of-law state of the people, by the people, for the people; building and perfecting the legal system to create a favorable legal framework for establishing and developing a synchronized market economy system and actively integrating into the international economy.
6. Researching fundamental and urgent issues concerning society, ethnicity, religion, history, culture, etc., to propose solutions for protecting and promoting the strength of the great national unity bloc, thwarting peaceful evolution schemes, ensuring social stability and political security, and creating conditions for comprehensive and sustainable development for each ethnic group within the Vietnamese family of ethnic groups on the principle of equality and respect for the cultural diversity of ethnic groups.
6. Study fundamental and urgent issues concerning society, ethnicity, religion, history, culture, etc., with the aim of proposing solutions to protect and enhance the strength of the great national solidarity bloc, thwarting schemes for peaceful evolution, ensuring social stability and political security, and creating conditions for comprehensive and sustainable development for each ethnic group within the Vietnamese family of ethnic groups on the principle of equality and respect for the cultural diversity of ethnic groups.
7. Fundamental research on comprehensive human development in Vietnam with strong humanitarian characteristics and excellent cultural values of the nation, absorbing the finest elements of world culture-civilization, meeting the increasingly high requirements of industrialization and modernization of the country.
8. Conduct basic interdisciplinary surveys on social sciences; focusing on key economic-social fields, important economic sectors and regions of the country to summarize practical experiences, serving as a basis for theoretical research work; identifying potential resources and new models emerging from practical activities to serve the National Strategy for Economic-Social Development and key sectors and regions.
9. Conduct fundamental, comprehensive, systematic research on theoretical issues of social sciences and development thinking in Vietnam under the influence of globalization and active integration into the international economy, serving the development of the country and the national social science sector.
10. Research and compile representative major works embodying the finest intellectual achievements of Vietnam and the world to serve research, teaching, and dissemination of knowledge about social sciences. Complete the compilation and publication of key state-level scientific works: Vietnamese history (comprehensive history); history of Vietnamese culture; history of Vietnamese literature; large-scale Vietnamese dictionary; geographical records of provinces and cities nationwide; exploitation of Han-Nom heritage; repository of Vietnamese folk culture.
B. Regarding organizational work, training, and human resource development
1. Strengthening and developing the organizational system
a) From 2005 to 2010, continue to strengthen and develop the organizational structure of the Vietnam Institute of Social Sciences according to Decree No. 26/2004/NĐ-CP dated January 15, 2004 of the Government, prioritizing newly established research institutes and piloting the organization of training and awarding master's degrees.
b) From 2010 to 2020, focus on deep investment, improving the quality of the cadre and staff workforce; researching and proposing plans to establish some new regional social science institutes.
2. Training and human resource development work
a) From 2005 to 2010, build a social science cadre workforce sufficient in number, reasonable in field and profession structure, with good political qualities, ethics, and health, having a high proportion of academic degrees and titles, capable of researching and answering theoretical and practical issues of the country. From 2010 to 2020, focus on building some key research institutes under the Vietnam Institute of Social Sciences into national leading institutes, well integrated with the region and internationally.
b) Prioritize strengthening and developing human resources for newly established institutes; key research institutes directly related to economic-social development issues; regional social science institutes and some specialized research institutes.
c) Concentrate on building a specialized research cadre workforce while also focusing on training personnel for research support work, especially skilled technicians proficient in operating advanced technical equipment in laboratories or specialized equipment for research activities.
d) Properly carry out cadre planning and organizational placement for regional social science institutes, mobilizing the maximum participation of local researchers and lecturers; build a social science cadre workforce consisting of local people and ethnic minorities working in regional social science institutes.
C. Regarding construction of material infrastructure and technical equipment to serve research work
Increase investment, gradually modernize material infrastructure and technical equipment. The Vietnam Institute of Social Sciences must develop phased investment plans for each five-year period and annually, focusing on the following contents:
1. Prioritize investment in key projects
a) Construct and put into use the comprehensive library and electronic social science library at Đầm Sen, Cống Vị Ward, Ba Đình District, Hanoi City (Phase II of the Complex Project "Vietnam Institute of Information Science - Comprehensive Library - Vietnam Institute of Social Sciences").
b) Complete the expansion of the Vietnam Museum of Ethnology at Dịch Vọng Ward, Cau Giay District, Hanoi City (Phase II).
c) Construct a new workplace for the Southern Region Social Science Institute at 49 Nguyen Thi Minh Khai Street, District 1, Ho Chi Minh City.
d) Construct a new workplace for the Central Region and Northwest Region Social Science Institute in Da Nang City.
đ) Postgraduate training project for high-quality human resources.
2. Renovate and upgrade research facilities
Renovate and upgrade some research facilities in Hanoi, such as the inter-institute research facility at 27 Tran Xuan Soan Street, the Han Nom Research Institute, the World Economy and Politics Institute, and the Archaeology Institute.
3. Develop and perfect information infrastructure; modernize research and research support work of the Vietnam Institute of Social Sciences
a) Develop and perfect information infrastructure; modernize research and research support work of research institutes.
b) Modernize the Institute of Social Science Information at 1 Lieu Giai Street, Hanoi City.
c) Modernize the Social Science Publishing House at 36 Hang Chau Street, Hanoi City.
d) Build a conference center at Dai Lai Lake, Me Linh District, Vinh Phuc Province.
4. Construct and complete specialized research laboratories
a) Laboratory for archaeological experiments using natural science and technology methods (absolute dating C14 analysis, ancient technology research, spectroscopic analysis, petrographic analysis, lithic studies, labor traces...) and invest in equipment for underwater archaeology research.
b) Center for Experimental Linguistics (Center for experimental linguistics).
c) Psychological testing room.
d) Anthropological laboratory.
đ) Technical mapping and sustainable development information system laboratory for the Institute of Environment and Sustainable Development.
e) Audiovisual Folk Culture Technical Room.
g) Centre for Experimentation, Preservation, Restoration and Utilization of Ancient Han-Nom Texts.
IV. IMPLEMENTATION SOLUTIONS FOR THE PLAN
1. Strengthening and Developing the Institute's Organizational Structure
a) Strengthening and developing existing organizations, particularly those established pursuant to Decree No. 26/2004/NĐ-CP dated January 15, 2004 of the Government.
b) Enhancing the quality and effectiveness of activities at research facilities and postgraduate training institutions.
2. Enhancing and Developing Human Resources
a) Standardizing the cadre, civil servant, and staff workforce; building a human resource structure sufficient in quantity, strong in quality, suitable for the functions, tasks, and development requirements of the Vietnam Academy of Social Sciences until 2020.
b) Formulating and implementing a strategy for training and enhancing social science cadres appropriate to the country's new level and development requirements, the modern scientific and technological revolution. Improving training formats and enhancing training quality, combining domestic and international training, with particular emphasis on training and enhancing young researchers and specialist teams in each field of social sciences.
c) Reforming and strengthening the relationship between training and scientific research; proactively coordinating with universities and colleges and localities so that Institute researchers can concurrently teach at universities and colleges, while mobilizing university teachers to concurrently engage in scientific research at research institutes of the Vietnam Academy of Social Sciences.
3. Expanding International Cooperation
a) Formulating and implementing an international cooperation strategy in social sciences including research collaboration, cadre training, and information exchange.
b) Vigorously and proactively collaborating scientifically with countries, regional and international scientific organizations, foreign scientists, and overseas Vietnamese.
c) Diversifying forms of international cooperation in social sciences alongside diversifying sources of funding for international cooperation activities. Combining state budget investment with private, corporate, and domestic and foreign organization sponsorship and aid. Promoting the exploitation and attraction of international funding to equip and modernize technical infrastructure serving research, attracting foreign experts and scientists to participate in research and training programs.
4. Reforming Mechanisms and Enhancing Management Effectiveness
a) Formulating and implementing a project to reform management mechanisms for the Institute's scientific activities.
b) Reviewing, supplementing, and perfecting current regulations and formulating new regulations within authority or submitting them to competent authorities for decision-making, aimed at enhancing the quality and effectiveness of all activities of the Vietnam Academy of Social Sciences.
5. Mobilizing Funds to Implement the Plan
Investment funds for implementing the plan are mainly allocated from the state budget. At the same time, the Vietnam Academy of Social Sciences must proactively exploit Official Development Assistance (ODA) funds and seek cooperation with countries, international organizations, individuals, and enterprises in various forms.
Article 2. Based on the content of the Plan approved by the Prime Minister and the ability to allocate and mobilize funds, the Vietnam Academy of Social Sciences will concretize the interdisciplinary research directions mentioned into specific research tasks of the Institute for the period from 2005 to 2010 and the subsequent period from 2010 to 2020; take the lead and coordinate with relevant ministries, sectors, and localities to develop projects and plans to implement organizational-cadre orientations, investment construction of material infrastructure, and technical equipment serving research for the period from 2005 to 2010 and the subsequent period up to 2020.
The Vietnam Academy of Social Sciences implements solutions to reform organizational management, mobilize other sources of funds outside the state budget, and leverage internal factors and potential to effectively achieve the goals and tasks of the approved Plan; report annually to the Prime Minister on the situation, progress, and emerging issues in implementation.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
The President of the Vietnam Academy of Social Sciences, Ministers, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for enforcing this Decision./.
