BASED ON THE CONSTITUTION OF THE SOCIALIST REPUBLIC OF VIETNAM IN 1992 AS AMENDED AND COMPLEMENTED BY RESOLUTION NO. 51/2001/QH10 OF DECEMBER 25, 2001 OF THE NATIONAL ASSEMBLY, TERM X, SESSION 10;
BASED ON THE LAW ON THE ORGANIZATION OF THE NATIONAL ASSEMBLY AND THE LAW ON THE ENACTMENT OF LEGAL DOCUMENTS;
