WHEREAS Pursuant to the Government Organization Law dated December 25, 20001;
Based on the Law on the Fatherland Front of Vietnam dated June 12, 2002, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP Vietnam on June 12, 1999;
Pursuant to the Law on State Budget dated December 16, 2002;

The Prime Minister issues this Decision to regulate the expenditure for welcoming, visiting, and congratulating certain subjects implemented by the Vietnam Fatherland Front Central Committee, provincial-level Fatherland Front Committees, and district-level Fatherland Front Committees.i receiving, visiting, and congratulating certain subjects carried out by the Central Committee of the Vietnam Fatherland Front, the Vietnam Fatherland Front Committees at, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP This Decision regulates the expenditure for welcoming, visiting, and congratulating certain subjects implemented by the Vietnam Fatherland Front Central Committee, provincial-level Fatherland Front Committees, and district-level Fatherland Front Committees (hereinafter referred to as the Fatherland Front Committees at all levels).
Article 1. Scope of Regulation
1. Individuals coming to visit and work with the Fatherland Front Committees at all levels or being visited and congratulated by the Fatherland Front Committees at all levels include:

a) Notable revolutionary veterans, outstanding revolutionary fighters, Mothers of Vietnam's Heroes, and Heroes of the People's Armed Forces;
b) Prominent religious leaders and dignitaries, prominent individuals with influence among ethnic minority groups, and outstanding intellectuals who have made positive contributions to the construction and defense of the country and the consolidation of national solidarity;
c) Outstanding overseas Vietnamese with close ties and positive contributions to the construction and defense of the country and the consolidation of nationwide solidarity;
d) Leaders and former high-ranking leaders of the Party and State, and the Vietnam Fatherland Front.
2. Delegations coming to visit and work with the Fatherland Front Committees at all levels include:
a) Delegations representing revolutionary veterans, revolutionary fighters, Mothers of Vietnam's Heroes, and Heroes of the People's Armed Forces;
b) Delegations representing ethnic minorities and religious organizations that have made significant positive contributions to the construction and defense of the country and the consolidation of national solidarity;
c) Delegations representing overseas Vietnamese with close ties and positive contributions to the construction and defense of the country and the consolidation of nationwide solidarity.
1. Hospitality expenses:
Article 3. Content and amount of expenditure
Expenses for welcoming delegations and individuals visiting and working with the Fatherland Front Committees at all levels: Implemented according to the regulations of the Ministry of Finance on domestic guest reception expenditure.
2. Gift-giving and congratulatory expenses:
a) Expenses for giving commemorative gifts when welcoming delegations and individuals visiting and working with the Vietnam Fatherland Front Central Committee, provincial-level Fatherland Front Committees, and district-level Fatherland Front Committees:
Amount: Not exceeding VND 500,000 per representative.
b) Expenses for giving congratulatory gifts during Tet holidays, festivals, or major holidays (the most solemn celebration day of each ethnic group or religious organization) for notable revolutionary veterans, outstanding revolutionary fighters, Mothers of Vietnam's Heroes, Heroes of the People's Armed Forces, religious leaders and dignitaries, outstanding intellectuals, and influential individuals among ethnic minorities who have made positive contributions to the construction and defense of the country and the consolidation of national solidarity:
Amount: Not exceeding VND 500,000 per occasion.
Congratulatory gifts for Tet holidays, festivals, or major holidays shall not exceed two times per year. The Fatherland Front Committees at all levels shall decide which holiday to give gifts for, in accordance with the characteristics of each recipient.
3. Expenses for visiting the sick, funeral expenses, and support when families encounter difficulties:
For notable revolutionary veterans, outstanding revolutionary fighters, Mothers of Vietnam's Heroes, Heroes of the People's Armed Forces, religious leaders and dignitaries, outstanding intellectuals, and influential individuals among ethnic minorities who have made positive contributions to the construction and defense of the country and the consolidation of national solidarity, the Fatherland Front Committees at all levels:
a) Expenses for visiting the sick: Not exceeding VND 3,000,000 per person per year at the central level; not exceeding VND 1,500,000 per person per year at the provincial level; not exceeding VND 800,000 per person per year at the district level;
b) Funeral expenses: Not exceeding VND 2,000,000 per person at the central level; not exceeding VND 1,000,000 per person at the provincial level; not exceeding VND 500,000 per person at the district level;
c) Support expenses when families encounter difficulties (natural disasters, fires): Not exceeding VND 2,000,000 per family per year at the central level; not exceeding VND 1,000,000 per family per year at the provincial level; not exceeding VND 500,000 per family per year at the district level.
The funding source for the expenditure for welcoming, visiting, and congratulating under this Decision shall be guaranteed by the budget of the respective level and included in the annual state budget estimate of the Fatherland Front Committees at all levels, specifically:
Article 4. Source of Funding
1. The central budget allocates funds to support the special activities of the Standing Board and the Chairman's Board of the Vietnam Fatherland Front Central Committee and balances within the annual budget estimate of the Vietnam Fatherland Front Central Committee.
2. Local budgets allocate funds to support special activities and balance within the annual budget estimate of the provincial and district-level Fatherland Front Committees according to the current budget allocation regulations stipulated in the State Budget Law.
The preparation, implementation, and settlement of the expenditure for welcoming, visiting, and congratulating regulated in this Decision shall be carried out in accordance with the State Budget Law and related guiding documents.
Article 5. Budget preparation, execution, and settlement of funds
1. This Decision takes effect from February 5, 2013.

Based on the budget capacity and actual conditions at the local level, the People's Committees of provinces and centrally governed cities shall submit to the People's Councils for approval regulations on the expenditure levels for welcoming, visiting, and congratulating activities carried out by the levels of the Vietnam Fatherland Front Committee; the Chairman of the Central Vietnam Fatherland Front Committee shall, based on the allocated budget estimate, stipulate the expenditure levels for welcoming, visiting, and congratulating activities carried out by the Central Vietnam Fatherland Front Committee but not exceeding the expenditure levels prescribed in this Decision.
Article 7. Responsibility for Implementation
The Minister of Finance, the Chairman of the Central Vietnam Fatherland Front Committee, the Chairmen of the People's Committees of provinces and centrally governed cities, and the heads of relevant agencies shall be responsible for implementing this Decision./.
