Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 178/2007/ND-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 25/2008/NĐ-CP dated March 4, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
CONSIDERING THE PROPOSAL OF THE MINISTER OF NATURAL RESOURCES AND ENVIRONMENT,
DECISION:
Article 1. Units within the decision-making authority of the Prime Minister
1. Institute of Geology and Mineral Science.
2. Institute of Surveying and Cartography.
3. Institute of Meteorology, Hydrology, and Environment.
Article 2. Units within the decision-making authority of the Minister of Education and Training pursuant to point d, Clause 1, Article 51 of the Education Law 2005
1. Hanoi College of Natural Resources and Environment.
2. Ho Chi Minh City College of Natural Resources and Environment.
Article 3. Units within the decision-making authority of the Minister of Natural Resources and Environment
1. Central School of Natural Resources and Environment.
2. Rehabilitation Center.
Article 4. Authority over subordinate public service units under the Ministry of Natural Resources and Environment
The Minister of Natural Resources and Environment:
1. Proposes the Prime Minister to decide on establishing new, renaming, merging, dissolving, or changing the form of operation for subordinate public service units under the Ministry that fall within the Prime Minister's decision-making authority.
2. Requests the Minister of Education and Training to decide on establishing new, renaming, merging, or dissolving colleges directly under the Ministry of Natural Resources and Environment in accordance with the law.
3. Decides on establishing new, renaming, merging, dissolving, or changing the form of operation for subordinate public service units under the Ministry that fall within his/her authority; stipulates the functions, tasks, powers, and organizational structure of subordinate public service units under the Ministry, except where otherwise provided by law.
Article 5. Effectiveness and Responsibility for Implementation
This Decision takes effect from the date of issuance and abolishes previous regulations inconsistent with this Decision.
The Minister of Natural Resources and Environment, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees directly under the central government shall be responsible for implementing this Decision./.
