Article 1:
Now promulgates the "Regulations on the Organization of Training for Head Accountants of State Enterprises" to be uniformly applied throughout the country.
Article 2:
This Decision shall take effect fifteen days from the date of signature and replace Decision No. 159 TC/CĐKT dated September 15, 1989 of the Minister of Finance.
Article 3:
The Directors of the Cadre Organization and Training Department, the Director of the Accounting System Department, the General Director of the State Capital and Asset Management General Department at enterprises, the Director of the Ministry of Finance's Office, and related organizations and units shall be responsible for implementing this Decision.

REGULATIONS
ON THE ORGANIZATION OF TRAINING FOR HEAD ACCOUNTANTS OF STATE ENTERPRISES
(Issued together with Decision No. 769 TC/QĐ/TCCB dated October 23, 1997 of the Minister of Finance)
Article 1:
The training of head accountants of state enterprises (hereinafter referred to as training for head accountants) aims at:
1. Equipping learners with basic knowledge, advanced specialized knowledge, and new knowledge both domestically and internationally about economics, finance, accounting, auditing...
2. Enhancing the ability to organize information systems serving economic decisions; economic and financial management levels; organization levels of internal audit by head accountants in enterprises to bring enterprise management into compliance with laws and regulations.
3. Standardizing the level and management knowledge of financial and accounting for the team of head accountants of state enterprises.
Article 2:
The subjects of training include:
1. Head accountants, deputy head accountants of state enterprises.
2. General accountants of state enterprises.
These subjects must have graduated from a university or secondary economic school specializing in finance-accounting. If they have a university degree, their actual working time in accounting must be at least three years; if they have a secondary economic degree, their actual working time in accounting must be at least five years, including at least one year as a general accountant or deputy head accountant; they must not have any violations or shortcomings in complying with economic and financial management policies and regulations during their work period.
Article 3:
The training for head accountants can be organized in centralized or non-centralized forms, but must ensure sufficient time, content, and program as prescribed.
Article 4:
The following agencies and units have the right to organize training classes for head accountants:
1. The Ministry of Finance and the following units under the Ministry of Finance:
+ Universities and secondary schools of finance and accounting under the Ministry of Finance.
+ The State Capital and Asset Management General Department at enterprises.
+ The Financial Cadre Training Center under the Ministry of Finance.
2. Universities of Economics that offer specialized accounting programs.
3. The Vietnam Association of Accountants.
Article 5:
Before opening a training class for head accountants, the agencies and units organizing the class must register the class with the Ministry of Finance (through the Cadre Organization and Training Department). The registration dossier for opening a training class for head accountants includes:
+ Decision to open the class (with a list of students)
+ Decision to establish the steering committee of the class.
+ Plan to open the class (students to be trained, time, location, and form of training).
+ Content of the program and schedule of training.
+ Lecturers and study materials.
Only classes for training head accountants opened by the agencies and units mentioned in Article 4 and registered with the Ministry of Finance according to the above provisions will be granted registration numbers for training certificates by the Ministry of Finance.
Article 6:
When opening a training class for head accountants, the agencies and units organizing the class need to carry out the following tasks:
+ Establish class management rules.
+ Organize examinations and evaluate learning outcomes.
Article 7:
At the end of each topic (or cluster of topics), an examination (or test) must be organized. Examinations may be conducted in written or oral form but must cover both theoretical and practical components, and the test questions must be within the scope of the course and must assess the level of each student.
Upon completion of the training class, the organizing units must submit a report on the situation and results of the students' learning to the Ministry of Finance (through the Cadre Organization and Training Department). The learning outcomes of the students are evaluated into three categories: Excellent, Good, Average, based on the classification criteria of the Ministry of Education and Training and recorded on the training certificate.
Article 8:
Students who are granted training certificates must meet the following two conditions:
+ Ensuring the required time spent in class (at least 80% of the time stipulated for one topic).
+ All examination scores must be 5 points or higher (on a scale of 10). Students have the right to retake exams for unsatisfactory papers, but the maximum number of retakes is one-fourth of the total number of exam papers and only once.
Article 9:
The training certificate for head accountants (Certificate of Completion of the Head Accountant Training Program) is issued and managed uniformly nationwide by the Ministry of Finance.
The training certificate for head accountants is issued by the agency or unit that decides to open the class, the certificate number is registered uniformly with the Ministry of Finance. The Ministry of Finance will only issue certificate numbers to eligible students.
The training certificate for head accountants is one of the important bases for considering the appointment of head accountants.
Article 10:
The training certificate for head accountants is valid for five years from the date of issuance. For previous training classes, only certificates registered through the finance authority will be recognized, and those certificates are also only valid for three years from the date of issuance of these regulations.
Article 11:
The content of the training program for head accountants is specified as follows:
Total duration: 8 weeks (excluding examination time)
(8 weeks x 6 days/week x 8 hours/day = 384 hours)
A. Common Knowledge Section: Includes 7 topics - 184 hours
+ Topic 1: Microeconomics: 24 hours
+ Special Topic 2: Marketing: 24 sessions
+ Special Topic 3: Foreign Economic Relations: 24 sessions
+ Special Topic 4: Legal Aspects of Economics: 32 sessions
+ Special Topic 5: Financial Management in State-Owned Enterprises: 32 sessions
+ Special Topic 6: Payment and Credit in State-Owned Enterprises: 24 sessions
+ Special Topic 7: Financial Management of Enterprises with Foreign Investment Capital: 24 sessions.
B. Practical Knowledge Section: Consists of 6 special topics - 200 sessions.
+ Special Topic 8: Organizing Accounting Work in State-Owned Enterprises and the Role of the Chief Accountant: 32 sessions
+ Special Topic 9: Financial Accounting: 32 sessions
+ Special Topic 10: Management Accounting and Project Appraisal: 32 sessions
+ Special Topic 11: Corporate Financial Reporting: 32 sessions
+ Special Topic 12: Financial Activity Analysis in Enterprises: 40 sessions
+ Special Topic 13: Auditing and Internal Auditing: 32 sessions
Article 12:
The Head of the Cadre Organization Department and Training Unit shall take the lead in coordinating with the Head of the Accounting System Department to organize the management and regular inspection of the implementation of this Regulation.
