Pursuant to the State Bank of Vietnam Ordinance; the Banking, Credit Cooperatives, and Financial Companies Ordinance dated May 24, 1990;
Considering the proposal of the Governor of the State Bank of Vietnam, the Minister of Finance, the Head of the Government Organization and Cadres Board, and the Head of the preparatory board of the Mekong Delta Housing Development Bank,

Article 1. The Mekong Delta Housing Development Bank is established to mobilize capital and provide loans to support the people of the Mekong Delta in building and developing housing. The Mekong Delta Housing Development Bank operates in the monetary, credit, and banking sectors according to the Charter approved by the Governor of the State Bank of Vietnam.
The Mekong Delta Housing Development Bank is a legal entity with charter capital, assets, balance sheets, and its own seal. Its main office is located in Ho Chi Minh City, and branches and representative offices are set up where necessary. The initial charter capital of the Mekong Delta Housing Development Bank is 600,000,000,000 VND (six hundred billion dong), provided by the state and contributed by state-owned enterprises. When conditions permit, the Mekong Delta Housing Development Bank may be converted into a joint-stock company in accordance with the provisions of the law.
Article 2. The Mekong Delta Housing Development Bank shall carry out the following main activities:
1. Mobilizing short-term, medium-term, and long-term funds from organizations and individuals both domestically and internationally through appropriate forms.
2. Accepting financial assistance and entrusted capital from the state, domestic and foreign organizations and individuals for investment in housing development programs and economic and social development in the Mekong Delta region.
3. Providing short-term, medium-term, and long-term loans primarily for housing construction purposes. Additionally, providing loans for the construction of economic and social infrastructure and production and business activities in the Mekong Delta region based on available capital resources.
4. Implementing housing credit policies under preferential state policies in the Mekong Delta region.
5. Carrying out foreign banking operations and other banking services.
Article 3. The Mekong Delta Housing Development Bank shall be exempted or granted tax reductions for its housing construction and development credit activities; it may retain part of the profit from the state-provided charter capital to offset some costs incurred from implementing state housing policies within the scope of preferential policies.
The Minister of Finance submits for the Prime Minister's consideration and issuance of financial mechanisms for the Mekong Delta Housing Development Bank.
Article 4. The management and operation of the Mekong Delta Housing Development Bank include:
- The Board of Directors and the Supervisory Board.
- The operational management staff.
1. The Board of Directors of the Mekong Delta Housing Development Bank consists of seven members, including representatives from the following agencies: the State Bank of Vietnam, the Ministry of Finance, the Ministry of Construction, the Ministry of Agriculture and Rural Development, and two representatives from contributing organizations.

2. The operational management of the Mekong Delta Housing Development Bank is led by the General Director and several Deputy General Directors assisting him.
The General Director is appointed by the Prime Minister; the Deputy General Directors are appointed by the Governor of the State Bank upon the recommendation of the Chairman of the Board of Directors.
3. The duties and powers of the Board of Directors, the Chairman of the Board of Directors, and the General Director of the Mekong Delta Housing Development Bank are specifically stipulated in the Charter.
Article 5. This Decision takes effect from the date of signing.
Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of People's Committees of provinces and centrally governed cities, and the Chairman of the Board of Directors of the Mekong Delta Housing Development Bank are responsible for implementing this Decision.
