VREGARDING THE DISSOLUTION OF AGRICULTURAL RANCH TOWNS AND THE ESTABLISHMENT OF VILLAGES AND TOWNS IN MAI SON, BAC YEN, AND MOC CHAU DISTRICTS, SON LA PROVINCE

THE GOVERNMENT
Pursuant to the Government Organization Law dated September 30, 1992;
Considering the proposal of the Chairman Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).WE NOW DISSOLVE THE AGRICULTURAL RANCH TOWNS AND ESTABLISH VILLAGES AND TOWNS IN MAI SON, BAC YEN, AND MOC CHAU DISTRICTS, SON LA PROVINCE AS FOLLOWS:
DECREE:
Article 1. 1. DISSOLVE THE AGRICULTURAL RANCH TOWN TO HI EFFORT IN MAI SON DISTRICT. THE POPULATION CURRENTLY RESIDING IN THE AREA OF THE AGRICULTURAL RANCH TOWN TO HI EFFORT SHALL BE TRANSFERRED TO THE MANAGEMENT OF THE VILLAGES AND TOWNS OF HAT LOT, CHIENG MUNG, MUONG BON, CO NOI, AND HAT LOT TOWN.
2. DISSOLVE THE AGRICULTURAL RANCH TOWN CHIENG SUNG IN MAI SON DISTRICT.
ESTABLISH CHIENG SUNG VILLAGE BASED ON THE ENTIRE AREA AND POPULATION OF THE AGRICULTURAL RANCH TOWN CHIENG SUNG.
CHIENG SUNG VILLAGE HAS AN AREA OF 4,622 HA AND A POPULATION OF 4,500.
THE ADMINISTRATIVE BOUNDARIES OF CHIENG SUNG VILLAGE: EAST ADJACENT TO CHIENG CHAN VILLAGE; WEST ADJACENT TO MUONG BANG VILLAGE; SOUTH ADJACENT TO MUONG BON VILLAGE; NORTH ADJACENT TO MUONG LA DISTRICT.
3. DISSOLVE THE AGRICULTURAL RANCH TOWN CHIENG VE IN MOC CHAU DISTRICT. INCORPORATE 7,292 POPULATION OF THE AGRICULTURAL RANCH TOWN CHIENG VE INTO LONG SAP VILLAGE IN MOC CHAU DISTRICT.
ESTABLISH CHIENG SON VILLAGE BASED ON 9,788 HA OF NATURAL AREA AND 7,932 POPULATION OF LONG SAP VILLAGE.
THE ADMINISTRATIVE BOUNDARIES OF CHIENG SON VILLAGE: EAST ADJACENT TO XUAN NHA VILLAGE; WEST ADJACENT TO LONG SAP VILLAGE; SOUTH ADJACENT TO THE LAO DEMOCRATIC PEOPLES REPUBLIC; NORTH ADJACENT TO MUNG SANG AND DONG SANG VILLAGES.
AFTER THE BOUNDARY ADJUSTMENT, LONG SAP VILLAGE WILL HAVE AN AREA OF 9,666 HA AND A POPULATION OF 3,556.
4. ESTABLISH THE TOWN OF BAC YEN - THE DISTRICT CAPITAL - IN BAC YEN DISTRICT BASED ON 892 HA OF NATURAL AREA AND 4,240 POPULATION OF PHIEUNG BAN VILLAGE.
THE ADMINISTRATIVE BOUNDARIES OF THE TOWN OF BAC YEN: EAST ADJACENT TO PHIEUNG BAN VILLAGE; WEST ADJACENT TO PHIEUNG BAN AND SONG PE VILLAGES; SOUTH ADJACENT TO PHIEUNG BAN AND HONG NGAI VILLAGES; NORTH ADJACENT TO PHIEUNG BAN VILLAGE.
AFTER THE BOUNDARY ADJUSTMENT, PHIEUNG BAN VILLAGE WILL HAVE AN AREA OF 4,623 HA AND A POPULATION OF 3,093.
THIS DECREE SHALL TAKE EFFECT FROM THE DATE OF ISSUANCE. ALL PRIOR PROVISIONS CONTRADICTING THIS DECREE ARE ABROGATED.
Article 2.THE CHAIRMAN OF THE SON LA PROVINCE PEOPLE'S COMMITTEE, THE MINISTER, HEAD OF THE CIVIL SERVICE ORGANIZATION BOARD OF THE GOVERNMENT, AND THE HEADS OF RELATED AGENCIES SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS DECREE.
Article 3. The Chairman of the People's Committee of Son La Province, the Minister, the Director of the Organization-Cadres Department under the Government, and the Heads of relevant agencies shall be responsible for implementing this Decree.
