PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Decision No. 322/QĐ-TTg dated April 19, 2000 of the Prime Minister approving the Project "Training Scientific and Technical Personnel at Foreign Institutions Using State Budget Funds";
promulgates a Decree stipulating the criteria for stratification, ranking framework, and ranking standards for higher education institutions.
DECISION:
Article 1. Expenses for training scientific and technical personnel at foreign institutions using state budget funds include the following items:
1. Tuition fees and other mandatory fees (if any) payable to foreign educational institutions or services under specific contracts.
2. Living expenses (including food, accommodation, travel, and study materials), medical insurance costs (as specified by each country) during the period of study abroad. These expenses shall be calculated based on the principle of ensuring minimum living needs and medical care for the students.
3. Airfare (round trip).
4. Partial expenses for those sent to study at foreign institutions located in Vietnam or through hybrid programs (part of the study period in Vietnam and part abroad).
Article 2. The subjects eligible for the expenses stipulated in Article 1 of this Decision are individuals selected to train at foreign institutions according to the training forms prescribed in Point b Clause 2 Article 1 of Decision No. 322/QĐ-TTg dated April 19, 2000 of the Prime Minister.
Article 3. Each year, the Ministry of Education and Training shall base its budget estimates for training expenses, living expenses, and other necessary expenses, including language courses (if required), on the training needs, tuition fees of the training programs, and living conditions of each foreign institution in each country, for submission to the Ministry of Finance for budget allocation.
The Ministry of Finance shall take the lead and coordinate with the Ministry of Education and Training, the Ministry of Foreign Affairs, and relevant agencies to guide the management of funding sources in accordance with current regulations, ensuring effective training of scientific and technical personnel at foreign institutions using state budget funds.
Article 4. This Decision takes effect fifteen days from the date of signature. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, and provincial and municipal people's committees are responsible for implementing this Decision./.
