CIRCULAR
OF THE MINISTRY OF FINANCE NUMBER 77/2001/TT-BTC DATED SEPTEMBER 27, 2001 GUIDING THE ISSUE, MANAGEMENT, USE AND SETTLEMENT OF EXPENSES FOR THE 2001 AGRICULTURAL AND RURAL SURVEY, FISHERIES
Implementing Decision No. 34/2001/QĐ-TTg dated March 13, 2001 of the Prime Minister on organizing the 2001 Agricultural and Rural Survey, Fisheries; After reaching consensus with the General Statistics Office, the Ministry of Finance guides the content of expenditures, issuance, management, use, and settlement of expenses for the 2001 Agricultural and Rural Survey, Fisheries as follows:
I / GENERAL PROVISIONS:
- The budget for the 2001 Agricultural and Rural Survey, Agriculture, and Fisheries is guaranteed by the State Budget and managed uniformly from central to local levels.
1. The Comprehensive Survey of Economic, Administrative, and Public Service Units in 2002 shall cover the following items:
II / SPECIFIC PROVISIONS:
1/ The 2001 Agricultural and Rural Survey, Agriculture, and Fisheries shall cover the following items:
- Training expenses for survey staff.
- Publicity expenses.
- Printing and transportation expenses for survey forms, questionnaires, and guidance materials.
- Expenditure on printing survey forms, questionnaires, and guiding materials.
- Payment for survey, re-survey, translation, and guiding staff at the units.
- Data verification and cleaning expenses.
- Data processing and result analysis expenses.
- Summary and award expenses.
The expenditure levels for these items shall be implemented according to current financial expenditure regulations and the provisions of this Circular.
- Other expenditures.
The above expenditure items shall be implemented according to the current financial expenditure regulations and the provisions set forth in this Circular.
2/ For civil servants participating in the 2001 Agricultural and Rural Survey, Agriculture, and Fisheries, the expenditure regulations shall be applied according to the current financial expenditure regulations regarding travel expenses and conference fees stipulated by the Ministry of Finance.
3/ For surveyors not receiving state salaries, the expenditure regulations are specified as follows:
- Surveyors from villages attending meetings and training sessions organized at the district level shall be entitled to the following:
+ Accommodation rental fee for delegates traveling from distant areas requiring overnight stays of 20,000 VND per day;
+ Accommodation allowance for overnight stays for those coming from afar: 20,000 VND per day;
+ Travel allowance for one-time training trips from village to district meeting and back, amounting to 30,000 VND for representatives from mountainous, remote, and island areas, and 20,000 VND for representatives from lowland and midland areas without public transportation; Travel allowance of 5,000 VND per trip (round trip) for representatives who regularly commute without overnight stays.
- Surveyor's fee for conducting direct surveys at the grassroots level: 20,000 VND per day.
4/ Based on the budget allocated for the 2001 Agricultural and Rural Survey, Agriculture, and Fisheries by the Prime Minister, the General Statistics Office shall take the lead and coordinate with the Ministry of Finance to allocate funds to provincial Statistical Offices and the General Statistics Office's Office according to the State Budget classification for the purpose of issuing funds.
5/ According to the budget estimate of the General Statistics Office, the Ministry of Finance shall issue funds to the General Statistics Office according to the program type, item, and sub-item based on the implementation progress.
6/ During the implementation process, the General Statistics Office shall cooperate with the Ministry of Finance to monitor and supervise the implementation of expenditure regulations for the 2001 Agricultural and Rural Survey, Agriculture, and Fisheries.
The budget for the 2001 Agricultural and Rural Survey, Agriculture, and Fisheries shall be settled together with the administrative expenses of the General Statistics Office according to the accounting year, in accordance with the current regulations.
III / IMPLEMENTATION:
This Circular applies to the 2001 Agricultural and Rural Survey, Agriculture, and Fisheries. In the course of implementation, if any difficulties arise, they should be reported to the Ministry of Finance and the General Statistics Office for consideration and resolution.
