Pursuant to the Government's Decree No. 74/CP dated November 1, 1995 on the functions, tasks, powers, and organizational structure of the Ministry of Industry,
Pursuant to the Government's Decree No. 10/CP dated February 24, 1996 on the management regulations for national reserves;

DECISION:
Article 1. The attached Decision promulgates the "Regulations on the storage, export, import, and exchange of national cotton seed reserves."
Article 2. This Decision takes effect fifteen days after its publication in the Official Gazette.
The Head of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Technical Safety Supervision Bureau, the General Director of Vietnam Textile and Garment Corporation, and the Director of Vietnam Cotton Corporation are responsible for implementing this Decision./.

REGULATIONS
ON THE STORAGE, EXPORT, IMPORT AND EXCHANGE OF
NATIONAL COTTON SEED RESERVES
(Issued together with Decision No. 77/2003/QĐ-BCN
dated May 6, 2003 of the Minister of Industry)
Chapter 1:
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
These regulations stipulate the procedures for the storage, export, and exchange of national cotton seed reserves.
These regulations apply to enterprises assigned to store, export, and exchange national cotton seed reserves.
Article 2. Interpretation of Terms
1. National cotton seed reserve is a state asset entrusted to enterprises for storage. National cotton seed reserves are only used to support cotton farmers in planting cotton in cases where planting has been affected by natural disasters (droughts, floods, pests), requiring seeds for replanting to ensure raw materials for the state and stabilize production, ensuring the livelihood of cotton growers.
2Germination rate is the ratio between the number of seeds that germinate after testing and the total number of seeds tested, expressed as a percentage (%).
3. Purity of the variety (referred to as purity) is the ratio between the number of plants conforming to the typical form of the variety and the total number of plants tested, expressed as a percentage (%).
4Cleanliness is the ratio between the weight of impurities and the total weight of the sample tested, expressed as a percentage (%).
5. Moisture content Moisture content
6is the ratio between the weight of water contained in the seeds (the weight of the sample tested minus the weight of dried seeds) and the total weight of the sample tested, expressed as a percentage (%). Vigor
is the ratio between the number of plants that sprout within the first three days and the total number of plants that sprout, expressed as a percentage (%).
Article 3. Standards for national cotton seed reserve seeds
To meet the requirements of production when national cotton seed reserve seeds are put into use, the seeds must satisfy the following standards:
1. They must be high-quality varieties with wide adaptability currently widely used in production and not at risk of becoming obsolete technologically for at least three years.
2. The seeds must have good quality, especially a higher germination rate than the minimum limit specified in the standard at least 5% higher than the minimum limit when put into production as defined in Appendix 1.
Article 4. Storage, export, import of national cotton seed reserves
1. Each batch of national cotton seed reserve seeds upon entry into storage must have the following data:
a. Variety name;
b. Quality test certificate with basic parameters;
c. Packaging specifications and quantity;
d. Place of production;
e. Production date and date of entry into storage;
Chapter 2:
2. National cotton seed reserves must be stored, exported, and imported in accordance with regulations. Enterprises responsible for storing national cotton seed reserves must maintain records from the outset. Records must clearly indicate the quantity of each batch and variety, the anticipated rotation period, the anticipated exchange period, and changes in quantity and quality. Record books must comply with the regulations and guidelines of the Ministry of Industry and the National Reserve Bureau. Annual reports must be submitted to the management authority according to the prescribed format and time frame.
Article 5. Provisions on the storage of national cotton seed reserves
1. Seed when entering storage
Seed must meet the moisture level as prescribed before being put into storage.
Seed must be treated with concentrated sulfuric acid (H2SO4) to clean the lint before being stored in the reserve warehouse. One ton of seed requires 60 kg of H2SO4, followed by neutralization with slaked lime (100 kg of lime powder). It should not be treated with pesticides to avoid reducing the quality of the seeds and the effectiveness of the pesticides.
2. Seed Warehouse
a. The warehouse must be located in a dry, clean area isolated from residential areas. There should be no trees surrounding it, nor places for mice, birds, or insects to hide.
b. The warehouse must be sealed, unaffected by external temperature and humidity, and free from gaps that allow mice, birds, or insects to enter.
c. Inside the warehouse must be clean, with no garbage or other equipment stored within.
d. Strict temperature and humidity control measures must be implemented (temperature below 25°C, air humidity below 70%).
đ. The floor must be smooth, with seed bags placed on wooden shelves measuring 0.8 x 1.2 meters. The shelf surface must be 0.15 meters above the ground, and the shelves must be 1 meter away from the walls, with a walkway width of 1 meter.
e. The warehouse must be disinfected before storing seeds and must be regularly monitored and recorded for temperature and humidity. In cases where rodent and insect extermination is necessary, the warehouse must be disinfected.
3. Bags and containers for seed storage
a. Seed storage bags are made of PP material, weighing 20 kg per bag. The bag must indicate the seed name, production date, warehouse entry date, and germination rate at the time of entry.
b. Small bags for packaging seeds when they are taken out for production and pesticide treatment must be stored separately, weighing 1 kg of seed per bag. The number of small bags and the amount of pesticide must correspond to the quantity of stored seed.
4. Drying and rotating seed positions
When the moisture level exceeds 10%, the seed must be taken out to dry or re-dried to reach the prescribed moisture level (9%). The seed must be dried on a tarp, under light sun, without direct exposure to cemented surfaces or intense sunlight.
Rotate the position of seed bags every three months. Swap the upper and lower positions, as well as the inside and outside positions of the seed bags.
5. Regular quality inspection
a. During the storage period, seed must be inspected regularly every three months. Random samples of five samples per ton of seed must be taken. Each sample must consist of 100 seeds.
b. Inspection criteria include seed moisture content, germination rate, and seed vitality. Results must be recorded on the regular inspection form.
Article 6. Provisions on the importation of national cotton seed reserves
Cases for importing national cotton seed reserves
1. Increasing the reserve fund according to plans and decisions of the Prime Minister;
2. Rotating new stock according to plans;
3. Internal transfers among management units;
4. Other imports.
Article 7. Provisions on the export of national cotton seed reserves
1. Exporting according to plans or based on decisions of the Prime Minister.
2. Rotating new stock according to plans (changing seed every three years).
3. Internal transfers among management units.
4. Other exports.
5. Upon receiving an export order, the seed must be treated with pesticides, re-inspected for quality, and repackaged into smaller bags. This process must be completed within 24 hours of receiving the order.
The quantity of seed exported must match the quantity specified in the order. All warehouse exit documentation must be prepared when the seed leaves the warehouse.
Chapter 3:
IMPLEMENTATION PROVISIONS OF THE ARTICLE
Article 8. Handling Violations
Organizations and individuals entrusted with the tasks of preserving, exporting, and importing national cotton seed reserves shall be subject to disciplinary action if they violate the provisions of this Regulation, depending on the nature and severity of the violation. In cases where damage is caused, compensation must be provided according to the law.
Article 9. AMENDMENTS AND SUPPLEMENTS TO THE REGULATION
During the implementation of this Regulation, if there is a need for amendments or supplements, the head of the unit shall report to the Ministry's leadership for consideration and decision.
