THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Considering the need to motivate and reward cadres, civil servants, and employees within the sector and individuals outside the sector, including foreign nationals, who have made achievements in their work and production contributing to the cause of agriculture and rural development;
At the proposal of the Director of the Office of the Ministry;

Article 1. Now hereby promulgates with this Decision the Regulation on awarding the Medal "For the cause of agriculture and rural development" to be awarded to individuals who have made achievements in their work and production and have positively contributed to the cause of agriculture and rural development during various stages of economic and social construction and development of the country.
Article 2. Heads of agencies and units under the Ministry, General Directors of State-owned Enterprises No. 91, Directors of Departments of Agriculture and Rural Development, and Chiefs of specialized agricultural and rural development agencies under provincial People's Committees shall implement the dissemination, selection, and recommendation for the Minister of Agriculture and Rural Development to award the Medal based on the contents, criteria, and beneficiaries of rewards specified in the Regulation.
Article 3. This Decision replaces Decision No. 971/NN-VP-QĐ dated May 24, 1997, and takes effect fifteen days after its publication in the Official Gazette.
Article 4. The Director of the Ministry's Office, Heads of agencies and units under the Ministry, General Directors of State-owned Enterprises No. 91, Directors of Departments of Agriculture and Rural Development, and Chiefs of specialized agricultural and rural development agencies under provincial People's Committees are responsible for implementing this Decision.

REGULATIONS
Awarding the Medal "For the cause of agriculture and rural development"
(Issued pursuant to Decision No. 77/2003/QĐ-BNN dated July 23, 2003 of the Minister of Agriculture and Rural Development)

Chapter 1:
GENERAL PROVISIONS
Article 1. The Medal "For the cause of agriculture and rural development" is a form of recognition awarded by the Ministry of Agriculture and Rural Development to individuals who have made achievements in their work and production and have positively contributed to the cause of agriculture and rural development during various stages of economic and social construction and development of the country.
Article 2. The Medal "For the cause of agriculture and rural development" is awarded annually at the end-of-year review.
Article 3. Each individual can only be awarded the Medal "For the cause of agriculture and rural development" once. Individuals who have been awarded one of the three Medals: "For the cause of protecting and developing forests," "For the cause of developing agriculture," and "For the cause of developing the water resources industry of Vietnam" will not be considered for the Medal "For the cause of agriculture and rural development" under this Regulation.
Chapter 2:
OBJECTS AND CRITERIA FOR AWARDING THE MEDAL
Article 4. The objects for awarding the Medal "For the cause of agriculture and rural development" are:
1. Cadres, civil servants, and employees who have worked and are currently working in the field of agriculture and rural development from central to local levels.
2. Mothers of Vietnam Heroic Martyrs, farmers, and rural cadres.
3. Cadres, civil servants, and employees of other sectors and mass organizations at central and local levels who have made positive contributions to the construction and development of the field of agriculture and rural development.
4. Overseas Vietnamese and foreigners who have contributed and assisted the field of agriculture and rural development.
5. Other specific cases decided by the Minister.
Article 5. Criteria for awarding the Medal to individuals working within the sector.
Individuals meeting any one of the following seven criteria shall be eligible for the Medal:
1. Cadres, civil servants, and employees in the field of agriculture and rural development at central and local levels (currently working, transferred to another sector, or retired) who have continuously served in the sector for twenty years for women and twenty-five years for men without being disciplined with a warning or higher. In cases where they were transferred to another sector or joined the military and then returned to the sector, their service time is cumulative, including time spent in the military if they were transferred from the military.
2. Mothers of Vietnam Heroic Martyrs, Heroes of Labor, and National Model Workers in the field of agriculture and rural development.
3. Academicians, Professors, People's Teachers, Outstanding Teachers, People's Medical Practitioners, and Outstanding Medical Practitioners currently working in the field of agriculture and rural development. Cadres, civil servants, and employees who have been awarded Orders for outstanding achievements contributing to the cause of agriculture and rural development.
4. Cadres, civil servants, and employees who have worked or are currently working in the sector and have at least one national-level or sector-level scientific research project applied in production, and have served for ten years for women and fifteen years for men.
5. Leaders of the Ministry; Secretaries and Deputy Secretaries of the Party Committee of the Ministry; Secretaries and Deputy Secretaries of the Southern Party Committee; Secretaries of the Communist Youth Union of the Ministry; Chairpersons and Vice-Chairpersons of the Trade Union of the Sector; Chairpersons of the Trade Union of the Ministry; Leaders of Departments, Bureaus, and equivalent levels who have held such positions for one term (five years) and are currently working, transferred to another position, or retired.
6. Rural cadres: Secretaries of the Party Committee, Chairpersons of the People's Councils, Chairpersons of the Farmers' Association, and Managers of cooperatives who have made positive contributions to the cause of agriculture and rural development and have served in rural areas for ten years or more.
7. Farmers: Those actively engaged in labor and production achieving economic efficiency (crops, livestock; irrigation; planting and protecting forests; salt industry and developing rural industries and services) recognized as excellent farming households or excellent management cadres at the provincial level and awarded Commendation Certificates by the Ministry or Province.
Article 6. Criteria for awarding the Medal to individuals outside the sector.
1. High-ranking leaders of the Party and State; Leaders of Ministries, sectors, and mass organizations at the central level; and Chiefs of diplomatic missions of foreign countries, as decided by the Minister.
2. Persons who have invented patents, national-level scientific works, and scientific works at the ministry level that are applied in agricultural production and rural development, and recognized by the Ministry of Science and Technology and the Ministry of Agriculture and Rural Development for their positive contributions to the agricultural industry and rural development, shall be eligible.
3. Leaders of sectors, mass organizations, and people's associations from central to local levels with achievements contributing to the development of the agricultural sector and rural areas, and having continuously directed agricultural work for five years or more. Central and local journalists who have continuously followed and promoted the agricultural sector and rural development (agriculture - forestry - irrigation - salt industry) for fifteen years or more.
4. Overseas Vietnamese and foreigners who have made positive contributions and provided material and spiritual support to the agricultural sector and rural development through investment programs, projects, funding, science, and technology, thereby contributing to the agricultural cause and rural development. Experts who have worked in the agricultural sector and rural development in Vietnam for two years or more.
Chapter 3:
RIGHTS OF PERSONS AWARDED THE MEDAL AND EXPENSES FOR THE AWARDING OF THE MEDAL
Article 7.
1. Persons awarded the Medal "For the Cause of Agriculture and Rural Development" shall receive the Medal and a Certificate bearing the Medal issued by the Ministry of Agriculture and Rural Development.
2. Departments of Agriculture and Rural Development, specialized agencies under provincial People's Committees, units directly under the Ministry, and the General Corporation 91 may allocate funds from their reward and welfare funds to award persons receiving Medals from their units.
Article 8. The expenses for making the Medal and printing certificates for those awarded Medals by the Minister of Agriculture and Rural Development shall be covered by the Departments of Agriculture and Rural Development, specialized agencies under provincial People's Committees, units under the Ministry, and the General Corporation 91 from their reward and welfare funds.
Chapter 4:
PROCEDURES AND FORMS FOR CONSIDERING THE AWARDING OF THE MEDAL
Article 9.
1. Directors of Departments of Agriculture and Rural Development, Chiefs of specialized agencies under provincial People's Committees, Heads of units under the Ministry, and General Directors of General Corporation 91 are responsible for disseminating and guiding the criteria for awarding the Medal to staff members under their management and guiding related units outside the sector.
2. Current and former staff members of Departments of Agriculture and Rural Development, specialized agencies under provincial People's Committees, who have retired or transferred to other positions, shall write individual achievement reports (according to the model) and send them to their current or former units. The Director of the Department of Agriculture and Rural Development and the Chief of specialized agencies under provincial People's Committees shall confirm the achievements and working periods reported by individuals. Subsequently, they shall prepare a report and file to submit to the Ministry through the Standing Committee of the Ministry’s Competition and Reward Council for the Minister to decide on awarding the Medal.
3. Current and former staff members of units under the Ministry and General Corporation 91 shall write individual achievement reports and declare their working periods (according to the model) and send them to their current or former units. Unit Heads shall confirm these reports, prepare a report, and file to submit to the Ministry through the Standing Committee of the Ministry’s Competition and Reward Council for the Minister to decide on awarding the Medal.
4. For leaders at all levels, sectors, mass organizations, and people's associations at the central level, journalists, editors-in-chief, and leaders of news agencies and press, the Standing Committee of the Ministry’s Competition and Reward Council shall base on the proposals of units under the Ministry and General Corporation 91 to compile lists for the Minister to decide on awarding the Medal.
5. For mothers of heroic Vietnamese soldiers, farmers, and rural cadres, and leaders of provinces and cities, mass organizations, and people's associations at the provincial and city levels, the Standing Committee of the Ministry’s Competition and Reward Council shall base on the proposals of Departments of Agriculture and Rural Development, specialized agencies under provincial People's Committees, and the opinions of local competition and reward councils to compile lists for the Minister to decide on awarding the Medal.
6. For overseas Vietnamese and foreigners who have contributed to the agricultural sector and rural development, the heads of relevant units shall base on the criteria stipulated in Point 4, Article 6 of this Regulation to propose to the Ministry. The Standing Committee of the Ministry’s Competition and Reward Council, in coordination with the International Cooperation Department and related Bureaus and Departments, shall be responsible for reviewing files to consider and submit to the Minister for deciding on awarding the Medal.
7. The Standing Committee of the Ministry’s Competition and Reward Council is the focal point for receiving proposals for awarding the Medal from units throughout the sector and is responsible for compiling and comparing with the criteria in the Regulation before submitting to the Minister for deciding on awarding the Medal.
Article 10. The awarding of the Medal "For the Cause of Agriculture and Rural Development" shall be conducted directly by the Ministry's leadership or delegated to the Directors of Departments of Agriculture and Rural Development, Chiefs of specialized agencies under provincial People's Committees, Heads of units under the Ministry, and General Directors of General Corporation 91.
- Units managing foreign recipients of the Medal shall cooperate with the International Cooperation Department, the Cadre and Civil Servant Organization Department, and the Ministry Office to organize the award ceremony at appropriate times and locations.
Article 11. Documents for considering the awarding of the Medal include:
1. A proposal or document requesting rewards (with attached templates)
2. A list of individuals proposed for the awarding of the Medal and a summary of individual achievements (with attached templates).
3. The leaders of Ministries, agencies at the level of Ministries, and mass organizations at the central level shall be considered for the awarding of Medals without the need to submit a summary of individual achievements. The list of nominations for the Medal shall be prepared by the heads of subordinate units within the Ministry and shall include the opinion of the Unit's Commendation and Award Council for those individuals being considered for the Medal.
4. For the leaders of provinces and centrally-administered cities, the Directors of Provincial Departments of Agriculture and Rural Development, and the Heads of specialized provincial agricultural and rural development agencies under the People's Committees of provinces and cities shall prepare the list and submit it to the Ministry, along with the opinion of the local Commendation and Award Council, without the need to attach a summary of the individual achievements of the person nominated for the Medal.
5. For foreigners, the directly managing unit of the foreigner shall implement according to Point 4 of Article 6 and Points 1 and 2 of Article 11 of this Regulation.
Article 12. Officials, workers, and employees who have reached retirement age, retired on pension, or transferred to other positions; experts who have completed their term of work in Vietnam; the Standing Committee of the Ministry's Commendation and Award Council will base their recommendations for special commendations on the proposals from units within the sector to submit to the Minister for consideration.
Chapter 5:
FINAL PROVISIONS
Article 13. During the implementation process, if there are any unsuitable points, units within the sector shall reflect these issues in writing to the Ministry (through the Standing Committee of the Ministry's Commendation and Award Council) to request the Minister to adjust, amend, and supplement the regulations on the awarding of Medals accordingly.
