ON THE PLAN FOR THE CONSTRUCTION OF THE NATIONAL ASSEMBLY BUILDING

THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIET NAM
WHEREAS, THE CONSTITUTION OF THE SOCIALIST REPUBLIC OF VIET NAM IN 1992 HAS BEEN AMENDED AND COMPLEMENTED PURSUANT TO RESOLUTION NO. 51/2001/QH10 OF THE NATIONAL ASSEMBLY, TENTH SESSION, TENTH MEETING, DECEMBER 25, 2001;
BASED ON THE REVIEW OF REPORT NO. 29/BC-CP OF THE GOVERNMENT DATED MARCH 15, 2007 ON THE PLAN FOR THE CONSTRUCTION OF THE NATIONAL ASSEMBLY BUILDING AT LOT D, BA DINH CENTRAL POLITICAL AREA; REPORT NO. 1482/UBKHCNMT11 OF THE SCIENCE, TECHNOLOGY AND ENVIRONMENT COMMITTEE OF THE NATIONAL ASSEMBLY DATED MARCH 19, 2007 AND THE OPINIONS OF NATIONAL ASSEMBLY DELEGATES;
RESOLUTION:
Article 1. UNANIMOUSLY APPROVES THE PLAN FOR THE CONSTRUCTION OF THE NATIONAL ASSEMBLY BUILDING AT LOT D, BA DINH CENTRAL POLITICAL AREA WITH CONTENTS AS STATED IN REPORT NO. 29/BC-CP OF THE GOVERNMENT DATED MARCH 15, 2007.
Article 2. TASKS THE GOVERNMENT TO IMPLEMENT THE CONSTRUCTION PROJECT WITH THE FOLLOWING BASIC REQUIREMENTS:
1. PROMPTLY ORGANIZE A COMPETITION FOR THE PLAN AND ARCHITECTURE OF THE NATIONAL ASSEMBLY BUILDING WITH THE PARTICIPATION OF DOMESTIC AND INTERNATIONAL DESIGN CONSULTANCY ORGANIZATIONS. THE NATIONAL ASSEMBLY BUILDING MUST BE A LANDMARK OF THE NEW DEVELOPMENT PERIOD OF THE COUNTRY, AN EMBLEM OF THE WILL AND ASPIRATIONS OF THE ENTIRE POPULATION, AND ALSO AN EMBLEM OF A VIETNAM THAT LOVES FREEDOM AND PEACE AND IS READY TO COOPERATE WITH INTERNATIONAL FRIENDS. THE PLAN FOR THE CONSTRUCTION OF THE NATIONAL ASSEMBLY BUILDING MUST BE INTEGRATED WITH THE PLAN FOR THE PRESERVATION OF HISTORICAL MONUMENTS, HARMONIZING WITH THE SPACES AND ARCHITECTURAL LANDSCAPES OF THE AREA.
2. IMPLEMENT THE CONSTRUCTION OF THE NATIONAL ASSEMBLY BUILDING TO ENSURE THE HIGHEST QUALITY, SAFETY, AND CONVENIENCE FOR THE ACTIVITIES OF THE NATIONAL ASSEMBLY, AND SIMULTANEOUSLY WITH THE PRESERVATION OF HISTORICAL MONUMENTS.
3. ALONGSIDE THE CONSTRUCTION OF THE NATIONAL ASSEMBLY BUILDING, IT IS NECESSARY TO DETERMINE THE OVERALL PLAN AND IMPLEMENT THE DETAIL PLAN OF THE BA DINH CENTRAL POLITICAL AREA INTO A UNIFIED COMPLEX OF ARCHITECTURAL, CULTURAL, AND HISTORICAL WORKS, HARMONIZING CURRENT STRUCTURES WITH NEW CONSTRUCTIONS, BALANCING PRESERVATION AND DEVELOPMENT TO BE WORTHY OF A NATIONAL CAPITAL AND NATIONAL POLITICAL-CULTURAL CENTER, SUITABLE TO THE SCALE OF THE VIETNAMESE NATION.
4. REPORT ANNUALLY TO THE NATIONAL ASSEMBLY ON THE CONSTRUCTION OF THE NATIONAL ASSEMBLY BUILDING.
Article 3. THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY AND THE RELEVANT NATIONAL ASSEMBLY BODIES ARE RESPONSIBLE FOR SUPERVISING THE CONSTRUCTION OF THE NATIONAL ASSEMBLY BUILDING.
