ON THE REGIME OF SUBSIDIES FOR NATIONAL RESERVE OCCUPATIONS

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the Salary System for Civil Servants, Public Officials, and Military Personnel;
Considering the proposal of the Minister of Finance and the Minister of Home Affairs.
DECISION:
Article 1. Scope and Applicability
Article 1. The regime of occupation subsidies prescribed herein shall apply to civil servants in the national reserve specialties and officials and civil servants in other specialties directly engaged in national reserve tasks at national reserve warehouses, central warehouses, and regional reserve offices under ministries and sectors assigned to manage national reserve goods.
Article 2. The regime of occupation subsidies prescribed herein shall not apply to armed forces personnel.
Article 2. Amounts of Subsidies and Calculation Methods
1. The level of preferential occupation allowance is prescribed as follows:
a) The amount of subsidy equal to 25% shall be applied to civil servants in the national reserve specialties with specialty codes 19.221; 19.222; 19.223 and 19.224;
b) The amount of subsidy equal to 15% shall be applied to officials and civil servants in other specialties directly engaged in national reserve tasks at national reserve warehouses, central warehouses, and regional reserve offices.
Clause 2. The amounts of occupation subsidies prescribed in Clause 1 of this Article shall be calculated based on the current grade salary plus leadership position allowance and seniority bonus exceeding the ceiling (if applicable), and shall be paid together with monthly salaries.
Article 3. Sources of Funds
The funding for implementing the regime of occupation subsidies for national reserve occupations prescribed in this Decision shall be carried out in accordance with the State Budget Law and related legal documents.
Article 4. Effective date
This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 5. Responsibilities for Guidance and Implementation
Clause 1. The Ministry of Finance shall take the lead, coordinate with the Ministry of Home Affairs, and be responsible for guiding the implementation of this Decision.
2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees directly under the central government are responsible for implementing this Decision./.
