CIRCULAR

Regulations on national technical standards for state reserves of road motor vehicles and special-purpose motorcycles under the management of the Ministry of Public Security
motor vehicles and special-purpose motorcycles managed by the Ministry of Public Security

 

Based on the Law on Animal Husbandry 2018;

Pursuant to the National Reserve Law 2004;

Pursuant to Decree No. 196/2004/NĐ-CP dated December 2, 2004 detailing the implementation of the National Reserve Law;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 detailing and guiding the implementation of certain provisions of the Law on Technical Standards and Regulations;

Pursuant to Decree No. 77/2009/NĐ-CP dated September 15, 2009 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

The Ministry of Public Security hereby stipulates national technical standards for state reserves of road motor vehicles and special-purpose motorcycles under its management as follows:

Article 1. Scope of Regulation

These Circulars prescribe national standards regarding technical requirements, delivery and receipt, transportation, storage, management of road motor vehicles and special-purpose motorcycles under state reserves managed by the Ministry of Public Security, principles of application of these standards, funding guarantees, and responsibilities of organizations and individuals involved.

Article 2. Applicability

This Circular applies to:

1. Units assigned the task of managing, delivering and receiving, transporting, and storing road motor vehicles and special-purpose motorcycles (hereinafter referred to as vehicles) under state reserves managed by the Ministry of Public Security;

2. Organizations and individuals related to the application of national technical standards for state reserves of vehicles managed by the Ministry of Public Security (hereinafter referred to as national technical standards for state reserves).

Article 3. Explanation of Terms

In this Circular, the following terms are understood as follows:

1. Road motor vehicles include automobiles, semi-trailers or tractor-trailers pulled by automobiles, motorcycles, motorbikes, and other road motor vehicles.

2. Special-purpose motorcycles are specialized types of vehicles designed, manufactured, and equipped with machinery or special equipment for specific tasks serving the operations and combat readiness of the People's Public Security Forces.

3. Initial storage involves cleaning, sanitizing, and arranging road motor vehicles and special-purpose motorcycles in warehouses following a specific sequence upon delivery and receipt of vehicles into the warehouse.

4. Regular maintenance involves regularly checking the operational capacity of vehicle systems, starting engines, operating specialized systems, cleaning vehicles, tools, equipment, and facilities accompanying the vehicles, and cleaning warehouses weekly and monthly according to a specific sequence.

5. Periodic maintenance involves performing maintenance tasks at predetermined intervals such as once every year and once every three years.

Article 4. Principles for Applying National Technical Standards for State Reserves

2. Ensuring the purpose, requirements, safety, effectiveness, and contributing to national security protection and maintaining public order and social safety.

2. Ensuring the enhancement of quality and efficiency of state reserve activities, meeting security and safety requirements.

3. Ensuring compliance with practical needs and being consistent with the state budget allocated to the Ministry of Public Security during each period.

3. Encouraging the economical and rational use.

4. Strictly prohibiting the abuse of national technical standards for state reserves for personal gain or causing damage to state property.

Article 5. National Technical Standards for State Reserves

1. Attached to this Circular are national technical standards for state reserves of road motor vehicles and special-purpose motorcycles under the management of the Ministry of Public Security.

2. The national technical standards prescribed in Clause 1 of this Article shall be uniformly applied throughout the People's Public Security Forces. In cases where amendments or supplements to these standards are necessary based on actual requirements and circumstances, the Logistics and Technical General Department shall take the lead, coordinate with relevant units, and propose to the Minister for amendment or supplementation in accordance with relevant laws.

Article 6. Funding to ensure the implementation of technical standards for state reserves

1. The funding to ensure the implementation of technical standards for state reserves shall be allocated in the annual budget estimate of the Ministry of Public Security.

2. Based on the technical standards for state reserves, the General Logistics Department - Technical Service shall coordinate with the Financial Department to develop the annual budget estimate to ensure implementation, and submit it to the competent authority for approval.

Article 7. Responsibilities of organizations and individuals in implementing technical standards for state reserves

1. Organizations and individuals providing means belonging to state reserves managed by the Ministry of Public Security must meet the national technical standards issued together with this Circular.

2. The General Logistics Department - Technical Service has the responsibility to direct relevant subordinate units to carry out the handover, transportation, storage, and management of means belonging to state reserves according to the provisions of this Circular.

Article 8. Effective Date

1. This Circular takes effect from February 1, 2012.

2. Units that have applied technical standards equal to or higher than the national technical standards for state reserves before the effective date of this Circular may continue to apply them until their service life expires; in cases where they have not applied or applied lower standards than those set forth in this Circular, they shall implement this Circular.

Article 9. Responsibility for implementation

1. The Director of the General Logistics Department - Technical Service is responsible for directing the Supply Depot Bureau to organize the implementation, guide, and supervise the implementation of this Circular.

2. Directors of General Departments, Heads of subordinate units under the Ministry, Directors of Provincial Police Departments, and Directors of Fire Prevention and Fighting Departments are responsible for enforcing this Circular. In the course of implementation, if any difficulties arise, local police units and departments shall report to the Ministry of Public Security (through the General Logistics Department - Technical Service) for timely guidance.

NATIONAL TECHNICAL REGULATION ON STATE RESERVES FOR MOTOR VEHICLES AND SPECIALIZED MOTORCYCLES MANAGED BY THE MINISTRY OF PUBLIC SECURITY

National technical regulation on state reserve of transport vehicle machine over land and special vehicle machine by the ministry of public security management

1. TECHNICAL PROVISIONS

1. 1. Requirements for motor vehicles and specialized motorcycles belonging to state reserves managed by the Ministry of Public Security when entering warehouses

1. 1.1. Motor vehicles and specialized motorcycles belonging to state reserves managed by the Ministry of Public Security when entering state reserves must be new, unused, complete, and comply with current laws in Vietnam, conforming to the procurement contracts signed and the manufacturer's standards, and in good technical condition.

1. 1.2. Equipment accompanying motor vehicles and specialized motorcycles belonging to state reserves managed by the Ministry of Public Security must comply with the manufacturer's standards and be complete.

1. 2. General requirements for warehouses and equipment for preservation

1. 2.1. Warehouses for preserving motor vehicles and specialized motorcycles belonging to state reserves managed by the Ministry of Public Security must meet the following requirements: - Comply with current construction standards; - The warehouse must be enclosed, have a roof cover, protective walls, and be rain and sunproof; - The warehouse floor must withstand a minimum load of 10 tons/m2; - Must have a ventilation system to ensure exhaust gas emission during operation and maintain appropriate temperature and humidity levels for each item; - Ensure fire prevention, firefighting, lightning protection, safety, and drainage requirements; - Ensure lighting requirements for protection, inspection, and preservation work.

1. 2.2. Warehouses for spare parts, battery charging, and chemicals must meet the following requirements: - Be separated into individual storage areas complying with current construction, fire prevention, firefighting, and lightning protection standards; - Ensure ventilation and lighting; - The warehouse floor must withstand a minimum load of 05 tons/m2; - Battery charging warehouses must be equipped with a battery charging system including power source, battery charger, charging cables, and battery racks. - Chemical storage warehouses must have tiled walls and floors to prevent slipping, ensuring explosion-proof and environmental requirements. Flammable and explosive substances such as gasoline and oil must not be stored near sources of ignition; corrosive chemicals like acid and base solutions must not be stored near metal objects.

1. 2.3. Technical houses for preserving means - Comply with current construction standards. - Be equipped with basic equipment for preservation work as stipulated in Point 1.2.4 of this Standard.

1. 2.4. Equipment for managing and preserving means - Equipment for management tasks such as hanging tags, identification plates, document cabinets, computers, printers, fax machines, and other record books must meet the manufacturer's standards. - Equipment for preservation and maintenance such as lifting jacks, hoists, air compressors, battery chargers, vacuum cleaners, covers, tool kits, and other devices must meet the manufacturer's standards.

2. HANDOVER PROCEDURES

2. 1. Transportation

2. 1.1. When moving motor vehicles and specialized motorcycles belonging to state reserves managed by the Ministry of Public Security from

2. 1.2. For motor vehicles and specialized motorcycles belonging to state reserves managed by the Ministry of Public Security with operational and confidentiality requirements, they must be transported on specialized vehicles or containers and securely covered.

2. 2. Document Inspection Prior to the handover and entry of motor vehicles and specialized motorcycles belonging to state reserves managed by the Ministry of Public Security into warehouses, the following documents must be available:

2. 2.1. Goods receipt plan, warehouse entry form

2. 2.2. Procurement and production contracts

2. 2.3. Technical documents from the manufacturer regarding the structure, usage instructions, operation, preservation, and maintenance of each motor vehicle and specialized motorcycle (for imported vehicles, there must be one copy of these documents translated into Vietnamese) and related documents.

2. 3. Product inspection upon delivery and receipt

2. 3.1. Quantity and type inspection The quantity and type of motor vehicles and special-purpose motorcycles upon delivery and receipt must be consistent with the quantity and type listed on the warehouse entry form and procurement/purchase contract.

2. 3.2. External inspection

a) Shape and color inspection - Conduct a general external inspection to ensure there are no scratches, dents, or deformations at locations requiring aesthetic standards such as the cab and body; - The vehicle's color must match the procurement/purchase contract, without fading.

b) Inspection of various gauges Inspect the operational capability of all gauges on the dashboard and other positions to ensure they function properly.

c) Inspection of assemblies Inspect all external systems and components of the assembly for synchronization and newness; pay particular attention to assembly points, bolts, and nuts.

2. 3.3. Technical condition inspection

a) Inspection of the starting system Inspect the engine's starting capability to ensure it starts within three attempts. When the engine is running, the combustion sound must be even and free from unusual noises.

b) Electrical system inspection - Inspect the battery to ensure it is new, with current intensity and voltage appropriate for the vehicle type; - Inspect the operational capability of lighting and signal lights in high beam, low beam, reverse, and brake modes to ensure proper functioning; - Inspect the operational capability of horns, windshield wipers, and water sprayers; - Inspect the operational capability of radios, CD players, and air conditioning systems in different modes to ensure proper functioning.

c) Lubrication system inspection Inspect the quality and volume of lubricating oil to meet the technical requirements of the vehicle.

d) Cooling system inspection - For vehicles with liquid cooling: Inspect the quality and volume of coolant; inspect the belt of the motor (loose or tight); inspect for leaks in the coolant lines. - For vehicles with air cooling: Inspect radiator fins for dents, deformations, cracks, or dirt accumulation.

e) Power transmission system inspection - For vehicles with manual transmission: Inspect the clutch's operational capability regarding free travel, engagement, and disengagement at different gears to ensure no slipping or incomplete engagement; shifting should be smooth, and the entire power transmission system should operate stably without unusual noises. - For vehicles with automatic transmission: Inspect the ability to shift gears at different settings (R, D, S, L, P) to ensure smooth shifting, stable operation of the entire power transmission system without unusual noises.

f) Braking system inspection - Require firm and even braking on both sides, without binding or misalignment; ensure sufficient braking force, no leakage of brake fluid (for hydraulic braking systems) in the lines or air bubbles in the brake fluid; no air leakage in the lines for pneumatic braking systems; - Inspect handbrake performance on a 20% incline.

g) Suspension system inspection Depending on the vehicle type, inspect the operational capability of springs, leaf springs, shock absorbers to ensure a smooth ride on rough roads.

h) Steering system inspection Inspect the steering wheel play and power steering assist to ensure easy handling when driving.

i) Special-purpose system inspection Upon delivery and receipt, operate the special-purpose systems to inspect their technical condition; - For special-purpose ladder systems: Inspect the ability to extend and retract the ladder in different modes; - For special-purpose crane systems: Inspect the lifting and outreach capabilities in different modes; - For special-purpose winch systems: Inspect the operational capability of the system; - For special-purpose pump and water spraying systems: Inspect the ability to suction and spray water in different modes; - For special-purpose technical equipment systems: Inspect the operational capability in different modes according to each device's functions.

j) Inspection and acceptance of spare parts and accessories Inspect spare parts and accessories to ensure they match the specified quantity, quality, type, and specifications.

2. 4. Delivery and receipt record After completing the file review and product inspection in accordance with regulations, prepare a general delivery record between the parties and detailed delivery records for each motor vehicle and special-purpose motorcycle.

3. Storage

3. 1. Initial storage

3. 1.1. General provisions for initial storage Vehicles entering state reserve warehouses must undergo initial storage before being placed in reserve.

3. 1.2. Preparation of materials and equipment Clean water, soap, cloths, brushes, car washing pumps, preservative oil, grease, gasoline, diesel fuel, and storage equipment.

3. 1.3. Steps to follow

3. 1.3.1. Initial storage of base vehicles

a) Vehicle washing - Move the vehicle to the washing area; - Clean the interior using a vacuum cleaner combined with cloths to thoroughly clean the inside; - Lift the vehicle onto a lift and use a specialized pump to wet the entire exterior and undercarriage with clean water; - Use cloths and brushes soaked in a solution of soap and water to wash the entire exterior and undercarriage; - Rinse the entire vehicle with clean water; - Use a cloth and compressed air to dry the entire vehicle.

b) Undercarriage storage - Move the vehicle to the storage and maintenance area; - Lift the vehicle onto a lift or hoist; - Use diesel fuel and cloths to clean the entire undercarriage, suspension, and axle; - Spray preservative oil onto leaf spring positions, inject grease into universal joint grease nipples, and apply grease to leaf spring pivot points; - Apply preservative oil to the entire undercarriage, axle, and areas prone to oxidation.

3. 1.3.2. Initial storage of special-purpose systems

a) Ladder system - Use cloths, brooms, and brushes to clean the entire exterior and interior of the ladder system with diesel fuel or gasoline; - Use clean cloths and brushes dipped in preservative oil to coat areas prone to oxidation (cables, slides, pulleys, gear wheels, and other components) of the ladder system.

b) Part dedicated crane system - Use specialized water pump to spray clean water on the outer surface of the crane body and the rotating platform of the crane system; - Use cloth and brush to clean the entire outer surface of the crane body and the rotating platform of the crane system with clean water mixed with appropriate soap concentration; - Rinse the entire system with clean water; - Use cloth combined with compressed air blower to dry the entire crane system; - Use diesel oil and cloth to clean the entire crane system; - Apply preservative oil on the entire crane system (outstretched crane arm, cables, winches, slides, hooks, and other equipment); - Lubricate the device disengagement mechanism and positions prone to oxidation.

c) Part dedicated winch system - Use diesel oil or gasoline and cloth to clean the entire winch system; - Apply preservative grease to the entire cable of the winch system; - Lubricate the device disengagement mechanism and positions prone to oxidation.

d) Part dedicated water pump system - Use clean water, cloth, and brush to clean the entire outer surface of the water pump system with water mixed with appropriate soap concentration; - Rinse the entire system with clean water; - Use cloth combined with compressed air blower to dry the entire water pump system; - Drain all water from the tank through the discharge valve system; - Use dry cloth and wire brush to clean any dirt adhering to the filter screen of the water suction valve; - Use diesel oil and cloth to clean the entire water pump system; - Apply preservative oil on the entire water pump system; - Apply preservative grease to positions prone to oxidation.

e) Part dedicated technical equipment system according to vehicle regulations shall be applied in accordance with the National Technical Regulations on state reserves for materials and technical equipment managed by the Ministry of Public Security.

3. 1. 4. Cleaning After completing storage, cleaning must be carried out, collecting all scattered preservation materials to properly handle them, ensuring environmental hygiene.

3. 1. 5. Planning and arranging vehicles in warehouse - Each type of vehicle should be arranged in separate warehouses or designated areas within the same warehouse; - Various types of vehicles should be arranged with appropriate spacing based on their specific construction. The lateral distance between vehicles or walls, columns in the warehouse must exceed the width of the largest door perpendicular to the vehicle. The longitudinal distance between vehicles must be at least 01 meter; - Vehicles should be positioned and placed on supports or preservation stands correctly, ensuring stability so that the lowest point of the tire is 5 cm to 8 cm above the warehouse floor; - Equipment parts such as batteries, tarpaulins, tools, and user manuals must be placed in designated locations.

3. 1. 6. Record keeping - After completing storage, record all details of the preservation work on the preservation form for tracking; - Establish hanging cards for each type of vehicle clearly stating the name of the vehicle, chassis number, engine number, date of entry, and the entering unit.

3. 2. Regular Storage

3. 2. 1. For base vehicles

3. 2. 1. 1. Inspect the entire surrounding warehouse area to detect safety hazards and signs of damage such as rodent bites, termite infestations, or other pest destruction. If present, timely measures must be taken to address and resolve these issues.

3. 2. 1. 2. Engine start-up

a) Initial inspection of systems: Check around the vehicle (fuel and oil leaks in pipes), tires, oil level and quality, coolant (for vehicles with liquid cooling), if insufficient, replenish. Check the stability of the vehicle on the support stand.

b) Battery preparation: Use batteries with the specified voltage and capacity for the vehicle, batteries must be fully charged.

c) Fuel preparation: Prepare fuel according to the vehicle specifications and supplement according to approved standards.

d) Start the engine to check the operational capability of the systems - Start the engine using the starter motor, each attempt not exceeding 05 seconds, with a minimum interval of 20 seconds between attempts. If the engine does not start after three attempts, a comprehensive inspection of the vehicle's systems such as fuel and battery voltage must be conducted. - Each time the engine starts, check the functionality of all dashboard gauges, shift gears to allow smooth movement on the support stand to lubricate components, and press the brake pedal to prevent binding. - After turning off the engine, inspect the entire system again for any unusual phenomena or leaks. - Remove the vehicle battery and store it in the technical workshop for charging. - Monthly engine start-ups: For diesel engines, at least twice, each lasting a minimum of 15 minutes; for gasoline engines, at least four times, each lasting a minimum of 15 minutes.

3. 2. 1. 3. Vehicle cleaning: Clean the vehicle, sweep the warehouse and its surroundings.

3. 2. 2. For dedicated systems on the vehicle

3. 2. 2. 1. Part dedicated ladder system

a) Check the operational capability of the system - Conduct a test operation of the ladder every three months to check the system's operational capability and train staff and drivers on usage skills; - When performing operations, position the vehicle in the most convenient location, paying attention to obstacles affecting the ladder's reach and rotation angle; conduct full system operations such as extending, retracting, and rotating the ladder to check the system's technical condition. If any abnormalities are observed, immediate corrective action must be taken.

b) After performing the operation, thoroughly clean the dedicated ladder equipment.

3. 2. 2. 2. Part dedicated crane system

a) Check the operational capability of the system - Conduct a test operation of lifting, lowering, and rotating the crane every three months to check the system's operational capability and train staff and drivers on operational skills; - When performing operations, position the vehicle in the most convenient location, paying attention to obstacles affecting the crane's reach and rotation; - Conduct full system operations such as extending, retracting legs, lifting, and lowering the crane to check the system's technical condition. If any abnormalities are observed, immediate corrective action must be taken.

b) After performing the operation, thoroughly clean the dedicated crane equipment.

3. 2. 2. 3. Part dedicated winch system

a) Check the operational capability of the system - Every three months, implement the operation mode of lifting and lowering the hoist once to check the operational capability of the system as well as to train the warehouse staff and drivers on operating skills. - Check the hydraulic oil quantity in the tank and oil leakage along the pipelines. - When performing operations, the vehicle must be positioned in the most convenient location, paying attention to obstacles that may affect the system's ability to lower the hoist. - Conduct a full operation of the system such as lifting and lowering the hoist to check the technical condition of the system. If any abnormal signs appear, they must be promptly addressed and repaired.

b) After completing the operation, thoroughly clean the dedicated hoist equipment.

3. 2.2.4. Dedicated water pump system section

a) Check the operational capability of the system - Every six months, implement the operation mode of suction and spraying water once to check the operational capability of the system as well as to train the warehouse staff and drivers on operating skills. - When performing operations, position the vehicle in the most convenient location, paying attention to obstacles that may affect the system's operation. - Conduct a full operation of the system such as suction and spraying water under different modes to check the technical condition of the system. If any abnormal signs appear, they must be promptly addressed and repaired.

b) After completing the operation, store the dedicated water pump system and the base vehicle according to the provisions in Section 3.1 of this Standard.

3. 2.2.5. Generator

a) Check the operational capability of the generator - Monthly, implement the operation mode of running the generator once to check its operational capability. - When performing operations, position the generator in the most convenient location without affecting other equipment or the surrounding environment. - Conduct the generator operation under different modes to check its technical condition. If any abnormal signs appear, they must be promptly addressed and repaired.

b) After completing the operation, thoroughly clean the generator.

3. 2.2.6. Air compressor

a) Check the operational capability of the air compressor - Monthly, implement the operation mode of running the air compressor once to check its operational capability. - Before starting the air compressor, check the engine oil level which must be between the maximum and minimum marks on the dipstick. - When performing operations, position the air compressor in the most convenient location without affecting other equipment or the surrounding environment. - Conduct the air compressor operation under different modes to check its technical condition. If any abnormal signs appear, they must be promptly addressed and repaired.

b) After completing the operation, thoroughly clean the air compressor.

3. 2.2.7. Hydraulic tensioning and separation machine

a) Check the operational capability of the hydraulic tensioning and separation machine - Monthly, implement the operation mode of running the hydraulic tensioning and separation machine once to check its operational capability. - When performing operations, position the hydraulic tensioning and separation machine in the most convenient location without affecting other equipment or the surrounding environment. - Conduct the machine operation under different modes to check its technical condition. If any abnormal signs appear, they must be promptly addressed and repaired.

b) After completing the operation, thoroughly clean the hydraulic tensioning and separation machine.

3. 2.2.8. Dedicated technical equipment section according to the vehicle Apply according to the National Technical Regulation on state reserves for materials and technical equipment managed by the Ministry of Public Security.

3. 2.3. Record keeping - After successfully starting the engine, the warehouse keeper must record the time, fuel consumption, technical condition, and sign on the engine start-up log sheet; - After completing the operation of the dedicated equipment, the warehouse keeper must record the operation log sheet according to regulations (time, tasks performed, technical condition of the dedicated equipment, repairs made if any).

3. 3. Annual periodic storage

3. 3.1. Prepare materials and equipment - Clean water, soap, cloths, brushes, car wash pumps, preservative oil, grease, gasoline, diesel oil, axle oil, brake fluid, transmission fluid, engine oil, and other materials and equipment according to the vehicle quota.

3. 3.2. Steps to follow

3. 3.2.1. For the base vehicle

a) Check the technical condition of the vehicle before storage - Visually inspect the entire body, chassis, engine, and other equipment of the vehicle; - Check the engine oil and coolant. Start the engine to check the technical condition and operating mode of the equipment attached to the vehicle; - Drive the vehicle around the warehouse to check its technical condition such as the steering system, braking system, and other systems.

b) Preservation - Move the vehicle to the car wash area; - Clean the interior of the vehicle using a vacuum cleaner combined with a cloth to clean the entire inside of the vehicle; - Use a cloth and diesel oil to clean off the old preservation oil layer; - Lift the vehicle onto a jack and use a specialized pump to wet the entire exterior and underside of the vehicle with clean water; - Rinse the entire vehicle with clean water mixed with soap; - Use a cloth and air compressor to dry the entire vehicle; - Move the vehicle to the storage and maintenance area; - Lift the vehicle onto a jack or hoist; - Use diesel oil and a cloth to clean the entire clutch, suspension system, and axle; - Spray preservation oil into the positions of the leaf springs, grease the cross-shaft joints of the axles, and the suspension pivot points; - Apply preservation oil to the entire clutch, axle, and areas prone to oxidation; - Change the engine oil and oil filter; - Supplement the correct type and standard of transmission fluid, axle oil, brake fluid, and power steering fluid; - Replace the coolant (for vehicles cooled by antifreeze): Drain all the old coolant, fill the cooling system with clean water mixed with DR-02 chemical; Start the engine for about 15 minutes, then drain all the water from the cooling system until it is clear, then refill the cooling system with the correct type of coolant to the specified level; - Wipe the entire exterior of the engine clean with a clean cloth. Start the engine to check the operational capability of the engine; - Remove the brake pads, sand them clean with sandpaper, then reinstall them; - Press the brake pedal to check the oil pressure and oil leaks on the pipes; - Apply grease to exposed cable ends to prevent oxidation.

3. 3.2.2. For the special-purpose system

a) The part of the special-purpose ladder system - Use a cloth to clean the outer surface of the ladder system body (turntable, ladder shell); - Use a cloth or brush dipped in diesel oil or gasoline to clean the inner parts of the ladder system (cables, drums, slides, gears); - Apply preservation oil and grease to the entire ladder system (cables, drums, slides, gears) and areas prone to oxidation; - Grease the joints through the grease nipples.

b) The part of the special-purpose crane system - Use a specialized pump to wet the outer surface of the crane body and turntable with clean water; - Use a cloth and brush to clean the outer surface of the crane body and turntable with soapy water at the appropriate concentration; - Rinse the entire system with clean water; - Use a cloth and air compressor to dry the entire crane system; - Use diesel oil and a cloth to clean the entire crane system; - Apply preservation oil to the entire crane system (boom, cables, drums, slides, hooks); - Lubricate the safety device and areas prone to oxidation; - Lubricate the supports, hydraulic arms, mechanical booms, and outriggers.

c) The part of the special-purpose winch system - Use diesel oil or gasoline and a cloth to clean the entire winch system; - Apply preservation grease to the entire cable of the winch system; - Lubricate the safety device and areas prone to oxidation.

d) The part of the special-purpose water pump system - Drain all the water in the tank and pipes through the discharge valve; - Use a dry cloth and brush to clean the dirt and sediment from the water intake filter screen; - Use diesel oil and a cloth to clean the entire water pump system; - Change the engine oil and oil filter of the engine-driven water pump; - Change the coolant of the engine-driven water pump (proceeding steps similar to those for the base vehicle engine); - Apply preservation oil to the entire water pump system; - Apply preservation grease to areas prone to oxidation; - Tighten all the pipe joint nuts, adjust the wear of the seals and shaft bushings. If the seals and bushings are worn out, replace them to ensure the watertightness of the water pump chamber; - Check and tighten all the bolts of the water pump system pipe connections to ensure tightness; - Check the responsiveness of the electric-pneumatic valves that open and close the water pump system pipes. If they do not meet the requirements, perform maintenance or replacement; - Check and adjust the pneumatic system pressure and air supply pipes; - Check the operation and tightness of the ball valves that open and close the water intake and discharge ports of the system (standard opening-closing angle is 90 degrees). If water leaks out when the ball valve is fully closed, clean the sediment and apply grease; - Check the operation of the vacuum pump priming water. If the pump does not work, perform maintenance or replacement; - Check and repair (if necessary) the control circuit system; - Check and repair (if necessary) the chemical mixing valve, supply pipes, and pressure gauge; After checking and maintaining the special-purpose system, drain all the water and chemicals in the tanks and pipes to prevent rust and sediment buildup that can block the water pump system; Lubricate the grease nipples, apply grease to the valve heads and areas prone to oxidation.

e) Generator - Clean the outer casing of the generator thoroughly from dust and dirt; - Check the fuel tank and fuel lines to ensure there are no leaks or damage; - Strictly prohibit any alteration or adjustment of the screws that regulate the fuel mixture quality, frequency regulator, and throttle stop; - Change the engine oil and check the oil level; - Clean and replace the air filter.

f) Air compressor - Change the oil in the air compressor; - Check the safety valve to ensure it is set at the correct pressure (use a pressure gauge to ensure proper operation); - Replace the intake filter; - Drain the condensate (condensate = water + oil = emulsion); this emulsion is white like milk, with some brown spots. In case the emulsion is dark and thick, immediate maintenance of the air compressor must be performed; - Do not perform maintenance on the air compressor unless it is turned off and depressurized.

g) Hydraulic tensioner - Check the opening width of the tensioner blades on the tensioner head; - Check the tightness and stability of the handle; - Check the housing and easy-to-combine joints; - Check the tensioner blades: The tensioner blades should be able to freely open and pull without distortion or surface deformation; The bolts of the tensioner blades must be removed and reinstalled in the correct working order; The head tensioner grooves must be cleaned and adjusted without defects.

h) For hydraulic oil equipment - Pipes: Do not place near substances such as acid, base, alcohol, ester; Do not exceed the permitted pressure inside the pipe, avoid tension and load on the pipe; Avoid bending the pipe; Check for oil leaks on the pipe. - Hydraulic oil: Oil should be changed once a year. In cases of frequent use or operation, especially in dusty environments, oil should be changed every six months.

i) The part of specialized technical equipment systems attached to vehicles shall comply with the National Technical Regulations on state reserves for materials and specialized technical equipment managed by the Ministry of Public Security.

3. 3.3. Cleaning After completing storage, thorough cleaning must be conducted to collect all scattered storage materials for proper disposal, ensuring environmental hygiene.

3. 3.4. Planning and arranging vehicles in the warehouse Shall be carried out as per Section 3.1.5 of this Standard.

3. 3.5. Recording storage After completing storage, all details of the storage work must be recorded on the storage record for monitoring purposes.

3. 4. Periodic storage every three years

3. 4.1. For basic vehicles After completing annual periodic storage, the following tasks shall be continued: - Replace air filter; - Change brake fluid, axle oil, transmission oil, power steering fluid; - Replace grease at wheel bearings; - Replace brake system cup; - Clean the generator, starter, air conditioning system.

3. 4.2. For specialized systems Shall be carried out as per annual periodic storage.

3. 5. Storage of vehicles entering the warehouse after completion of tasks, transfer - In case the vehicle has run less than 1000 km: Shall be carried out as initial storage; - In case the vehicle has run more than 1000 km: Shall be carried out as annual periodic storage.

3. 6. Fire prevention and occupational safety during storage - Warehouses storing motor vehicles and specialized motorcycles must be equipped with fire prevention and firefighting facilities such as automatic fire alarm and extinguishing systems, portable firefighting equipment, and have fire prevention and firefighting plans in accordance with current regulations; - For storage processes involving oils and fuels, absolute isolation from sources of fire and ignition must be ensured; - Regularly check the stability of motor vehicles and specialized motorcycles on their stands, particularly before scheduled engine start-ups; - During operation, strictly follow safety rules and technical specifications of the vehicle to prevent accidents; - Warehouse workers must be provided with full personal protective equipment (clothing, masks, goggles) as required.

5. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS

4. 1. General provisions on management

4. 1.1. State reserves assigned to the Ministry of Public Security for management shall be implemented in accordance with the National Reserve Law No. 17/2004/PL-UBTVQH dated April 29, 2004, and Decree No. 196/2004/NĐ-CP dated December 2, 2004 detailing the implementation of the National Reserve Law, and circulars guiding its implementation issued by relevant ministries and agencies.

4. 1.2. State reserves assigned to the Ministry of Public Security for unified management shall be stored in the Ministry's warehouses.

4. 1.3. The Director of the Logistics and Technical Services Department of the Ministry of Public Security is responsible for directing the Ministry's warehouses to strictly implement the system of management for the entry, exit, storage, and security of state reserves within the Ministry's warehouse network.

4. 2. Provisions on entry

4. 2.1. State reserves entered into the warehouse according to the plan of the Ministry of Public Security leadership and the Logistics and Technical Services General Department leadership.

4. 2.2. Annually, within thirty days from the date the procurement plan is approved, units receiving goods or planning departments must notify the Logistics Department in advance to facilitate the entry of goods.

4. 2.3. Prior to entering goods into the warehouse, the receiving unit must send the entry plan to the Logistics Department five to seven days in advance so that the Director of the Logistics Department can designate the warehouse for entry and direct the entry process. The plan includes the name of the goods, quantity, quality, specifications, marking code, storage period, purchase and production contracts, and other storage requirements for inspection and storage.

4. 2.4. Requirements for goods entering the warehouse shall apply as per Section 1.1 of this Standard.

4. 2.5 Inspection of goods entering the warehouse shall apply as per Section 2.3 of this Standard.

4. 2.6. For temporarily entered goods, there must be an order from the Logistics and Technical Services General Department Director or the Logistics Department Director, and specific inspections and records of quantity, quality, and specifications of the goods must be conducted. Within fifteen days from the temporary entry date, the receiving unit must complete the entry record. If the entry record is not completed within this period, the receiving unit must pay storage fees. If the entry record is not completed within one month, the goods will be returned to the receiving unit.

4. 2.7. For used goods that have been repaired and recovered for entry into the warehouse, there must be an order from the Ministry leadership and the Logistics and Technical Services General Department leadership, and specific inspections and records of quantity, quality, and condition of the goods must be conducted, and responsibilities of the parties must be determined.

4. 3. Provisions on exit

4. 3.1. The exit of state reserves must be in accordance with the annual plan.

4. 3.2. In urgent situations requiring immediate response to combat missions, sabotage prevention, riot control, disaster relief, fire prevention, and disease outbreak prevention, the Minister of Public Security may decide to immediately release state reserves in accordance with Clause 1, Article 20 of the National Reserve Law No. 17/2004/PL-UBTVQH dated April 29, 2004.

4. 3.3. When temporarily exiting state reserves for urgent tasks, there must be an order from the Ministry of Public Security leadership, and storage shall be carried out in accordance with Section 3.5 of this Standard.

4. 4. Transfer and allocation of state reserves within the Ministry of Public Security's warehouse system

4. 4.1. Based on the needs of operations and combat in each area, ensuring convenience and suitability for storage, distribution, and preservation, the Logistics and Technical Services General Department Director shall report to the Minister of Public Security to coordinate with the Minister of Finance and the Minister of Planning and Investment on the plan for transferring state reserves within the Ministry of Public Security's warehouse system.

4. 4.2. In cases of emergency, the Director of the General Logistics - Technical Department shall report to the Minister of Public Security for a decision on the transfer of state reserve goods within the system of warehouses under the Ministry of Public Security. However, upon completion of such transfer, immediate notification must be given to the Ministry of Finance and the Ministry of Planning and Investment.

4. 5. Record-keeping system for inventory tracking

4. 5.1. Establishment of warehouse cards Each batch of motor vehicles and specialized motorcycles entering the warehouse must have a warehouse card, which includes all necessary information according to Model S21-H issued together with Circular No. 213/2009/TT-BTC dated November 10, 2009, guiding accounting practices applicable to state reserves, issued by the Minister of Finance.

4. 5.2. Inventory tracking logbook - Used to record daily or emergency situations regarding the preservation work of motor vehicles and specialized motorcycles, changes in quantity and quality. The logbook must bear a counterfoil stamp and include all necessary information according to the model, with signatures and stamps from all relevant personnel; - The warehouse custodian responsible for preserving motor vehicles and specialized motorcycles must fully document changes in quality, preservation activities, any arising damages, and their resolution for each type during storage; - Every three months, the dedicated staff member must conduct inspections, record observations and evaluations of preservation efforts in the preservation journal, and report to leadership.

4. 5.3. Hanging tags Used to record the name of the item, frame number, engine number, date of entry, unit of entry, and origin of each vehicle.

4. 6. Storage period - For motor vehicles and specialized motorcycles belonging to state reserves managed by the Ministry of Public Security, the storage period for rotating stock does not exceed five years; - For imported batteries installed on vehicles, the maximum usage period is thirty-six months; - For domestically produced batteries installed on vehicles, the maximum usage period is twenty-four months.
