Pursuant to the Law on Militia and Self-defense dated November 23, 2009;

Decree No. 58/2010/NĐ-CPdated June 1, 2010 by the Government detailing and guiding the implementation of certain provisions of the Law on Civil Defense and Self-Defense;

Pursuant to Decree No. 104/2008/NĐ-CP dated September 16, 2008 of the Government on the Functions, Tasks, Authorities, and Organizational Structure of the Ministry of National Defense;

Pursuant to Decision No. 65/2008/QĐ-TTg dated May 22, 2008 by the Prime Minister regarding the supply of postal public services;
Considering the proposal of the Director of the Political General Department,

CIRCULAR:

Article 1. Scope of Regulation

This Circular guides the subjects, standards, funding for purchasing newspapers, delivering newspapers, and responsibilities for organizing and implementing according to Clause 1, Article 46 of the Decree No. 58/2010/NĐ-CP dated June 1, 2010 by the Government detailing and guiding the implementation of certain provisions of the Law on Civil Defense and Self-Defense.

Article 2. Subjects and Standards for Receiving Newspaper Provisions

1. Recipients

a) People's Militia Battalion at commune, ward, town levels (hereinafter referred to as People's Militia Battalion at commune level); established by competent authority according to point d, Clause 1, Article 28 of the Law on Civil Defense and Self-Defense.

b) People's Militia Battalion at agencies, organizations of member units under ministries, central sectors; People's Militia Battalion at agencies, organizations of State-owned enterprises, economic groups not

c) People's Militia Battalion at Party Committees at the central level, ministries, agencies equivalent to ministries, government agencies, Office of National Assembly, Office

d) Permanent civilian militia units from squad level upwards, established by competent authority according to point d, Clause 1, Article 28 of the Law on Civil Defense and Self-Defense.

2. Standards for Receiving Newspaper Provisions The units specified in Clause 1 of this Article shall be entitled to one copy of the People's Army Newspaper daily.

Article 3. Purchasing and Delivering Newspapers

1. The purchase and delivery of the People's Army Newspaper shall be carried out through the public postal network according to Decision No. 65/2008/QĐ-TTg dated May 22, 2008 by

2. Organizing the Purchase of Newspapers

a) The Command of the Capital Military District of Hanoi, the Command of the Military District of Ho Chi Minh City, the Military District Command at provincial level shall aggregate the number of units entitled to the People's Army Newspaper provision system; prepare plans for purchasing newspapers, submit them for approval by the provincial People's Committee, and organize the purchase of newspapers at the provincial post office for the following subjects: People's Militia Battalion at commune level, People's Militia Battalion at agencies, organizations at provincial and district levels, People's Militia Battalion at agencies, organizations of county party committees, county people's councils, and permanent civilian militia units;

b) People's Militia Battalion at ministries, central sectors, People's Militia Battalion at agencies, organizations at grassroots level (excluding People's Militia Battalion under enterprises) shall prepare plans for purchasing the People's Army Newspaper, submit them for approval by the head of ministries, central sectors, agencies, organizations, and organize the purchase of newspapers at the nearest post office for their own People's Militia Battalion;

c) People's Militia Battalion at agencies, organizations at grassroots level under enterprises shall prepare plans for purchasing the People's Army Newspaper, submit them for approval by the enterprise owner or his/her authorized representative, and organize the purchase of newspapers at the nearest post office for their own People's Militia Battalion.

Article 4. Funding Assurance

1. Ministries, sectors, localities shall ensure funding for purchasing newspapers based on the provisions of Clause 1, Article 46 of the Decree No. 58/2010/NĐ-CP dated June 1, 2010 by the Government detailing and guiding the implementation of certain provisions of the Law on Civil Defense and Self-Defense, specifically: - Provincial People's Committees shall ensure funding for purchasing newspapers for People's Militia Battalion at agencies, organizations at provincial and district levels, People's Militia Battalion at commune level, and permanent civilian militia units. - Central ministries, sectors shall ensure funding for purchasing newspapers for People's Militia Battalion at ministries, central sectors; agencies, organizations under central ministries, sectors shall ensure funding for purchasing newspapers for People's Militia Battalion at agencies, organizations at grassroots level under themselves.

2. Enterprises shall ensure funding for purchasing newspapers for People's Militia Battalion at agencies, organizations at grassroots level under enterprises according to point d, Clause 1, Article 55 of the Law on Civil Defense and Self-Defense.

3. The Command of the Capital Military District of Hanoi, the Command of the Military District of Ho Chi Minh City, the Military District Command at provincial level, People's Militia Battalion at ministries, central sectors, agencies, organizations under central ministries, sectors shall coordinate with financial authorities at the same level to prepare budgets for purchasing the People's Army Newspaper, incorporate them into annual general budgets, report to competent authorities for decision-making in accordance with laws on state budget.

Article 5. Responsibilities for Implementation

1. The Political Bureau shall take the lead in directing functional agencies under its jurisdiction to guide, inspect the implementation of the newspaper provision system for the People's Army according to Clause 1, Article 46 of the Decree 58/2010/NĐ-CPdated June 1, 2010 by the Government and the provisions of this Circular.

2. The Military District Command shall cooperate with the provincial People's Committee to have the responsibility to direct functional agencies to guide, inspect the implementation of the newspaper provision system for the People's Army for the subjects specified in this Circular.

3. The Command of the Capital Military District of Hanoi, the Command of the Military District of Ho Chi Minh City, the Military District Command at provincial level shall take the lead, coordinate with relevant functional agencies to assist the provincial People's Committee in directing, guiding, organizing the implementation, and inspecting the purchase of the People's Army Newspaper for People's Militia Battalion at agencies, organizations at grassroots level, People's Militia Battalion at commune level, and permanent civilian militia units.

4. People's Militia Battalion at ministries, central sectors shall assist their heads in directing, guiding, organizing the implementation, and inspecting the purchase of the People's Army Newspaper for People's Militia Battalion at ministries, central sectors and People's Militia Battalion at agencies, organizations at grassroots level under themselves.

5. People's Militia Battalion at agencies, organizations at grassroots level under enterprises shall assist the enterprise owner or his/her authorized representative in organizing the implementation of the purchase of the People's Army Newspaper.

6. Military Inspectorate shall include the inspection of the implementation of the newspaper provision system for the People's Army according to this Circular in their annual inspection tasks on defense and military work in localities. The Propaganda Department of the Political Bureau, the Civil Defense and Self-Defense Department of the General Staff shall have the responsibility to coordinate in guiding, inspecting the implementation of this Circular, and compiling reports on results to the Political Bureau, the General Staff.

Article 6. Implementation Provisions

1. This Circular shall take effect 45 days from the date of signature.

2. The Director of the Political General Department, the Chief of the General Staff, the Directors of the various general departments, the Commanders of the military regions, the military branches, the Border Guard Force, the corps, the Commander of the Hanoi Capital Military Command, the Commander of the Ho Chi Minh City Military Command, the Heads of the provincial-level People's Militia and Self-Defense Forces Commands, and the heads of relevant agencies and units under the Ministry of National Defense; the Chairpersons of the provincial People's Committees, the heads of central ministries, sectors, and relevant agencies and units; the business enterprise owners or their lawful representatives shall be responsible for implementing this Circular.

3. During the implementation process, if there are any difficulties, the central ministries, sectors, the provincial People's Committees, and relevant agencies and units shall report them to the Ministry of National Defense for consideration and resolution.
