Regarding the establishment of the Ho Chi Minh Award Council and the State Award for Literature and Art in 2005
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Competition and Reward dated November 26, 2003;
Considering the proposal of the Minister of Culture and Information,
DECISION:
Article 1. Establish the Ho Chi Minh Award Council and the State Award for Literature and Art in 2005, consisting of the following individuals:
1. Mr. Pham Quang Nghi, Minister of Culture and Information, Chairman of the Council.
2. Mr. Dao Duy Quat, Deputy Head of the Central Committee's Ideology and Culture Department, Vice-Chairman of the Council.
3. Associate Professor, Painter Vu Giang Huong, Chairperson of the National Union of Literary and Artistic Associations, Vice-Chairman of the Council.
4. Mr. Do Xuan Thang, Deputy Head of the Central Committee's Competition and Reward Department, member.
5. Poet Huu Thinh, Chairperson of the Vietnam Writers' Association, State Award for Literature and Art, member.
6. Professor, People's Artist, Composer Nguyen Trong Bang, Secretary-General of the Vietnam Musicians' Association, member.
7. Professor, Doctor of Science To Ngoc Than, Secretary-General of the Vietnam Folk Arts Association, member.

Article 2. The Ho Chi Minh Award Council and the State Award for Literature and Art in 2005 shall be responsible for implementing Decision No. 165/2005/QĐ-TTg dated July 4, 2005, of the Prime Minister, temporarily stipulating conditions, criteria, procedures, and formalities for awarding the Ho Chi Minh Award and the State Award for Literature and Art in 2005 as follows:
1. Guide the criteria, conditions, procedures, and formalities for awarding the Ho Chi Minh Award and the State Award.
2. Propose a list of members of the specialized award council in each field of literature and art and recommend to the Minister of Culture and Information to establish such councils to evaluate and select works and projects proposed for the Ho Chi Minh Award and the State Award at all levels.
3. Submit to the Prime Minister a list of works and projects proposed for the Ho Chi Minh Award and the State Award for Literature and Art in 2005 so that the Prime Minister may submit it to the President for consideration and decision.
Article 3. The Chairman of the Council is responsible for promulgating the operational regulations of the specialized council, the national council, and establishing a permanent office to assist the Ho Chi Minh Award Council and the State Award for Literature and Art in 2005.
Article 4. The operating funds of the specialized council and the national council shall be allocated and arranged within the state budget assigned to the Ministry of Culture and Information in 2005.
Article 5. This Decision shall take effect from the date of signing.
The Ho Chi Minh Award Council and the State Award for Literature and Art in 2005 shall dissolve itself upon completion of its tasks.
Article 6. Ministers, Heads of ministerial-level agencies, Heads of central government agencies, Chairpersons of provincial and municipal people's committees directly under the central government, and Chairpersons of the Ho Chi Minh Award Council and the State Award for Literature and Art in 2005 are responsible for implementing this Decision.
