REGULATIONS
Provisional regulation on purchasing economic news from foreign news agencies
(Issued together with Decision No. 776/QĐ-BC dated May 21, 1993 of the Minister of Culture and Information).
Article 1
The Ministry of Culture and Information is the agency authorized by the Prime Minister to issue permits to domestic organizations, enterprises in the economic, financial, and banking sectors... (referred to as purchasing organizations) that have the need to purchase specialized economic news from foreign news agencies.
Article 2
Purchasing organizations must submit application files. In the application, clearly state the purpose, content of the news to be purchased, location of headquarters, location of equipment installation for receiving news, and personnel files and individuals responsible for exploiting and managing the news.
Article 3
Domestic purchasing organizations and foreign enterprises, international organizations with representative offices in Vietnam may only use the news within their own organizations; they are not allowed to resell or publish the news publicly on mass media channels.
Article 4
Purchasing organizations that install dedicated equipment (Parabolic Antenna, Computer...) must be subject to inspection and supervision by the Ministry of Culture and Information, the Ministry of Home Affairs, the Ministry of Foreign Affairs, and the General Post Office Directorate regarding the implementation of the content of the permit issued by the Ministry of Culture and Information.
Article 5
Purchasing organizations that do not require the installation of dedicated equipment but instead use the network of the General Post Office Directorate must present the permit from the Ministry of Culture and Information and sign contracts with corresponding departments of the General Post Office Directorate to implement channel connection and assign codes. Only after officially obtaining the permit from the Ministry of Culture and Information can the purchasing organization sign a contract with a foreign news agency or the news service department of the General Post Office Directorate.
Article 6
Foreign news agencies wishing to sell news must first establish a legal representative in Vietnam and register with the Ministry of Culture and Information.

Foreign news agencies selling economic news to purchasing organizations in Vietnam must comply with Vietnamese laws and pay taxes.
Article 8
The importation of dedicated equipment for receiving foreign news into Vietnam requires the opinion of the Ministry of Trade.
Article 9
Foreign news agencies wishing to advertise their activities on Vietnamese mass media or organize exhibitions of dedicated technical equipment in Vietnam must obtain permission from the Ministry of Culture and Information.
Article 10
Both parties purchasing and selling economic news must comply with this regulation. Individuals or organizations violating the regulation shall be subject to one of the following penalties:
a) Warning
b) Fine In addition to the above two forms of penalty, individuals or organizations violating the regulation may also be subject to one of the following:
a) Revocation of permit.
b) Confiscation of contraband items or equipment.
c) If the violation has serious consequences detrimental to the interests of the Vietnamese State, the violator will be held criminally liable.
Article 11
This regulation takes effect from the date of issuance of the decision.
