Pursuant to Resolution of the 9th National Assembly, first session, October 1992 regarding the establishment of the Ministry of Culture and Information.
Pursuant to Decision No. 118/TTg dated March 26, 1993 of the Prime Minister on purchasing specialized economic news from foreign news agencies.
Pursuant to the Press Law promulgated by the Government Council on January 2, 1990, and Decree No. 133/HDBT detailing the implementation of the Press Law;

REGULATIONS
PROVISIONAL REGULATION ON THE PURCHASE OF FOREIGN ECONOMIC NEWS
(Enacted together with Decision No. 776/QD-BTT dated May 21, 1993 of the Minister of Culture and Information).

Article 1
The Ministry of Culture and Information is the agency authorized by the Prime Minister to issue permits to domestic organizations, enterprises, financial and banking institutions... (referred to as purchasing organizations) that have the need to purchase specialized economic news from foreign news agencies.
Article 2
Purchasing organizations must submit application files. The application must clearly state the purpose, content of the news to be purchased, location of the headquarters, location of the equipment installation for receiving news, and personnel and individual responsibility for operating and managing the news.
Article 3
Domestic purchasing organizations and foreign enterprises, international organizations with representative offices in Vietnam may only use the news within their own organizations; they are not allowed to resell or publish the news publicly on mass media.
Article 4
Purchasing organizations that install specialized equipment (Parabolic Antenna, Computer...) must be subject to inspection and supervision by the Ministry of Culture and Information, the Ministry of Interior, the Ministry of Foreign Affairs, and the General Post Office Directorate regarding the implementation of the contents of the permit issued by the Ministry of Culture and Information.
Article 5
Purchasing organizations that do not require the installation of specialized equipment but instead use the network of the General Post Office Directorate must present the permit issued by the Ministry of Culture and Information and sign contracts with corresponding departments of the General Post Office Directorate to implement the connection channel coding.
Only after being officially granted a permit by the Ministry of Culture and Information can purchasing organizations enter into contracts with foreign news agencies or service agencies of the General Post Office Directorate.
Article 6
Foreign news agencies wishing to sell news must first establish a legal representative in Vietnam and register with the Ministry of Culture and Information.

Foreign news agencies selling economic news to purchasing organizations in Vietnam must comply with Vietnamese laws and pay taxes.
Article 8
The importation of specialized equipment for receiving foreign news into Vietnam requires the approval of the Ministry of Trade.
Article 9
Foreign news agencies wishing to advertise their activities on Vietnamese mass media or organize exhibitions of specialized technical equipment in Vietnam must obtain permission from the Ministry of Culture and Information.
Article 10
Both parties purchasing and selling economic news must comply with these regulations. Individuals or organizations violating these regulations shall be subject to one of the following penalties:
a) Warning
b) Fine In addition to the above penalties, individuals or organizations violating the regulations may also be subject to one of the following measures:
a) Revocation of permit.
b) Confiscation of contraband items and equipment.
c) If the violation is serious and detrimental to the interests of the Vietnamese State, the violator may be criminally prosecuted.
Article 11
These regulations shall take effect from the date of issuance of the decision.
