Regarding the preferential allowance system for teachers directly teaching in public schools within the national education system

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to Decree No. 25/CP dated May 23, 1993 of the Government stipulating temporarily the new salary system for civil servants, administrative officials, and members of the armed forces;

Based on the proposal of the Minister, Head of the Civil Service and Personnel Committee of the Government, the Minister of Education and Training, and the Minister of Finance;

DECISION:

- Prime Minister;1-. To stipulate the preferential allowance for teachers directly teaching in public schools within the national education system at 20% of the salary level according to rank.

The source of funds shall be included in the annual budget plan of the Ministry of Education and Training.

- Prime Minister;2-. The subjects eligible to receive the preferential allowance as prescribed in Article 1 of this Decision include:

1. Teachers directly teaching who meet all of the following conditions:

Meeting the professional standards established to transfer to the new salary grade according to Decree No. 25/CP dated May 23, 1993 of the Government.

Teaching the required and excess hours as stipulated by the Ministry of Education and Training and the Civil Service and Personnel Committee of the Government.

2. Teachers who do not meet the conditions specified in Clause 1 of this Article but are currently working in difficult areas such as mountainous regions, border areas, ethnic minority regions, remote areas, and islands.

- Prime Minister;3-. The Minister, Head of the Civil Service and Personnel Committee of the Government, in coordination with the Minister of Finance and the Minister of Education and Training, shall be responsible for guiding the implementation of this Decision.

- Prime Minister;4-. This Decision shall take effect from January 1, 1996.

- Prime Minister;5-. The Minister, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and Chairpersons of Provincial People's Committees under the Central Government shall be responsible for enforcing this Decision./.
