Pursuant to Decree No. 74/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Industry;
Pursuant to the "Investment Construction Management Regulation" issued together with Decree No. 52/1999/NĐ-CP dated July 8, 1999 of the Government;
Pursuant to Circular No. 3175/BXD-VKT dated December 6, 1999 of the Ministry of Construction agreeing on Technical Estimation Norms for Testing, Electrical Calibration of Power Lines and Substations;
Delegating the Management Boards of High-Tech Zones in provinces and centrally governed cities the authority to approve plans for importing finished products to combine with export products and to approve the liquidation of machinery, equipment, transportation means, materials, and raw materials of joint ventures, wholly foreign-owned enterprises, export processing enterprises, and contractual joint ventures under the management of the delegated authority.

Article 1. The Technical Estimation Norms for Testing, Electrical Calibration of Power Lines and Substations are hereby issued together with this Decision.
Article 2. The Technical Estimation Norms for Testing, Electrical Calibration of Power Lines and Substations shall be used as a basis for establishing unit prices for construction works, preparing estimates for testing work, electrical calibration of power lines and substations.
Article 3. The Technical Estimation Norms for Testing, Electrical Calibration of Power Lines and Substations shall be uniformly applied throughout the country, replacing the Technical Estimation Norms for Testing, Electrical Calibration of Power Lines and Substations issued together with Decision No. 3286/QD-KHDT dated October 29, 1996 of the Ministry of Industry and taking effect from January 1, 1999.
Article 4. The Director of the Ministry's Office, Heads of relevant Departments, General Directors of Vietnam Electricity Corporation, Vietnam Industrial Construction Corporation, and related units are responsible for implementing this Decision./.
