PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 63/1998/NĐ-CP dated August 17, 1998 of the Government on Foreign Exchange Management;

At the proposal of the Governor of the State Bank of Vietnam.

DECISION:

Article 1. Amending and supplementing Article 5 of Decision No. 170/1999/QĐ-TTg dated August 19, 1999 of the Prime Minister on encouraging Vietnamese people abroad to transfer money back to Vietnam as follows:

"The subjects permitted to receive foreign currency transferred from Vietnamese people abroad and pay it to beneficiaries within the country

1. Authorized credit institutions.

2. Enterprises providing international postal financial services.

3. Economic organizations permitted by the State Bank of Vietnam to provide foreign currency receipt and payment services or economic organizations acting as agents for authorized credit institutions to carry out foreign currency payments within the country.

4. Credit institutions (including those authorized to conduct foreign exchange operations and those not authorized to conduct foreign exchange operations) acting as agents for economic organizations permitted to provide foreign currency receipt and payment services within the country.

5. Credit institutions (including those authorized to conduct foreign exchange operations and those not authorized to conduct foreign exchange operations) acting as agents for authorized credit institutions."

Article 2. Implementation Provisions

1. This Decision shall take effect fifteen days from the date of signature. All previous regulations contrary to this Decision are hereby abolished.

2. The Governor of the State Bank of Vietnam shall be responsible for guiding the implementation of this Decision. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial and municipal People's Committees directly under the Central Government shall be responsible for implementing this Decision.
