 DECISION

Regarding the approval of the overall restructuring and renewal plan

for state-owned enterprises directly under the People's Committee

of Da Nang City for the period 2003 – 2005

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;

Pursuant to Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Prime Minister on continuing to intensify the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;

Considering the proposal of the People's Committee of Da Nang City (report No. 787-TT/UB dated March 28, 2003), opinions of the Ministries of Planning and Investment (document No. 2092 BKH/DN dated April 10, 2003), Home Affairs (document No. 647/BNV-TCCB dated April 2, 2003), Labor, Invalids and Social Affairs (document No. 1164/LĐTBXH-CSLĐVL dated April 15, 2003), and the Central Economic Commission (document No. 184-CV/KTTW dated April 15, 2003),

DECISION:

Article 1. Approves the overall restructuring and renewal plan for state-owned enterprises directly under the People's Committee of Da Nang City for the period 2003 - 2005 as attached in the appendix.

Article 2. The Chairman of the People's Committee of Da Nang City shall be responsible for directing the implementation of the restructuring and renewal of state-owned enterprises under its jurisdiction according to the approved content and timeline. Any adjustments or supplements must be approved by the Prime Minister.

Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, Invalids and Social Affairs, and related agencies shall be responsible for coordinating with the People's Committee of Da Nang City in implementing this Plan in accordance with current regulations.

The Steering Committee for Enterprise Renewal and Development shall be responsible for supervising, guiding, and monitoring the implementation of this Plan, and at the same time recommending solutions to overcome difficulties during the implementation process to the Prime Minister.

Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

The Chairman of the People's Committee of Da Nang City and heads of related agencies shall be responsible for enforcing this Decision./
