Article 1. Position, Functions
1. Establishing the Animal Health Agency Region IV under the Department of Animal Health based on the Danang Animal Health Center.
2. The Animal Health Agency Region IV shall perform state management functions in animal health and diagnose, test animal diseases and animal products within the assigned region.
3. The Animal Health Agency Region IV has legal personality, its own seal, receives funding from the State budget, and is allowed to open accounts in accordance with the law. The headquarters of the Animal Health Agency Region IV is located in Da Nang City.
4. The scope of operation of the Animal Health Agency Region IV includes provinces and centrally governed cities (hereinafter referred to as provinces): Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, and Khanh Hoa.
Article 2. Tasks and Authorities
1. Participate in drafting regulatory legal documents, plans, programs, projects, standards, procedures, technical regulations on animal health.
2. Guide, urge, and inspect the implementation of regulatory legal documents, programs, projects, standards, technical procedures on animal health for provincial Animal Health Sub-departments.
3. Regarding disease prevention and control:
a) Monitor disease situations; create epidemiological maps; propose measures to prevent and control animal diseases in the region.
b) Coordinate and support provincial Animal Health Sub-departments in diagnosing, identifying diseases, and organizing disease prevention and control activities.
c) Regularly inspect, diagnose, and test animal diseases at breeding facilities according to regulations.
d) Guide and evaluate the construction of disease-free zones and regions.
4. Regarding quarantine of animals:
a) Implement quarantine of exported, imported, temporarily imported for re-export, temporarily exported for re-import, transshipped, and transiting animals and animal products.
b) Directly handle or guide and supervise the handling of waste, transportation vehicles, containers, animals, and animal products according to regulations.
c) Manage animal quarantine stations at border gates, railway stations, airports, ports, and international post offices according to the assignment of the Department of Animal Health Director.
5. Regarding slaughter inspection:
a) Directly inspect slaughtering of export animals at slaughterhouses in the region.
b) Guide and inspect the implementation of hygiene, disinfection, and decontamination of storage, containment, packaging equipment; handle animals and animal products that do not meet veterinary hygiene standards and handle waste at export slaughterhouses.
6. Regarding veterinary hygiene inspection:
a) Inspect veterinary hygiene conditions at quarantine isolation sites, monitor quarantine isolation of exported and imported animals and animal products according to the guidance of the Department of Animal Health.
b) Inspect veterinary hygiene conditions for slaughterhouses, preservation, preliminary processing facilities for exported and imported animals and animal products, and breeding facilities according to the assignment of the Department of Animal Health Director.
c) Inspect veterinary hygiene of exported, imported, transshipped, temporarily imported for re-export, temporarily exported for re-import, transiting, and using Vietnam's route animals and animal products.
7. Participate in publicizing knowledge, disseminating laws, conducting specialized veterinary inspections. Participate in implementing agricultural extension and food safety in the field of animal health in provinces in the region.
8. Participate in research, application of scientific and technological progress, and international cooperation according to the program and plan of the Department of Animal Health. Coordinate with provincial Animal Health Sub-departments in organizing training and upgrading skills and expertise in animal health.
9. Carry out fee and charge collection as prescribed.
10. Manage organization, cadres, labor, finance, and assets of the Agency in accordance with regulations.
11. Implement administrative reform, comply with information and periodic, ad hoc reporting systems as prescribed by the Department of Animal Health.
12. Perform other tasks assigned and delegated by the Department of Animal Health Director in accordance with the law.
Article 3. Organizational structure
1. The leadership of the Animal Health Agency Region IV consists of a Director and Deputy Directors appointed and relieved from duty by the Director of the Animal Health Department according to regulations and the cadre management hierarchy of the Ministry.
The Director is responsible before the Director of the Animal Health Department and the law for the activities of the Agency and the tasks assigned.
The Deputy Director assists the Director, is responsible before the Director and the law for the implementation of tasks assigned by the Director.
2. Management apparatus:
a) General Affairs Office.
b) Inspection and Slaughter Supervision Office.
c) Epidemiology Office.
3. Subordinate units:
a) Animal Quarantine Stations.
b) Animal Disease Diagnosis and Testing Station.
The Stations mentioned in Clause 3 of Article 3 shall have their own seals to perform tasks as prescribed.
The Ministry authorizes the Director of the Animal Health Department to stipulate the duties of the management apparatus and issue decisions on establishing Animal Quarantine Stations at border gates, railway stations, airports, ports, international post offices, and the Animal Disease Diagnosis and Testing Station subordinate to the Animal Health Agency Region IV.
The staffing of the Animal Health Agency Region IV is arranged by the Director of the Animal Health Department according to the staffing quota allocated by the Ministry to the Department.
The Director of the Animal Health Department is tasked with managing the recovery and return of the seal of the Da Nang Animal Health Center to the authority issuing the registration stamp certificate according to regulations.
Article 4. Responsibility for Implementation
1. This Decision takes effect 15 days after its publication in the Official Gazette. It abolishes Decision No. 1604 NN-TCCB/QD dated December 12, 1994, issued by the Minister of Agriculture and Food Industry regarding the transformation of the Da Nang Animal Disease Diagnosis and Quarantine Center into the Da Nang Animal Health Center, and previous regulations of the Ministry of Agriculture and Rural Development that conflict with this Decision.
2. The Director of the Animal Health Department shall provide detailed guidance for the implementation of this Decision.
3. The Heads of the Office, the Personnel and Organization Department, the Director of the Animal Health Department, the Heads of agencies and units under the Ministry of Agriculture and Rural Development, and the Director of the Animal Health Agency Region IV are responsible for implementing this Decision./.
