National Key Project Gas-Electricity-Ammonia in Ba Ria-Vung Tau

THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM
Considering the Constitution of the Socialist Republic of Vietnam in 1992, amended and supplemented by Resolution No. 51/2001-QH10 dated December 25, 2001 of the 10th National Assembly, 10th session;
Based on the review of Report No. 14/BC-CP dated February 26, 2007 of the Government on the Summary of the National Key Project Gas-Electricity-Ammonia in Ba Ria-Vung Tau, the Audit Report No. 1481/UBKHCNMT11 dated March 19, 2007 of the Science, Technology and Environment Committee of the National Assembly on the implementation of Resolution No. 06/1997/QH10 of the National Assembly regarding the National Key Project Gas-Electricity-Ammonia in Ba Ria-Vung Tau, and the opinions of the National Assembly deputies;
RESOLUTION:
Article 1. Acknowledging the achievements of the National Key Project Gas-Electricity-Ammonia in Ba Ria-Vung Tau as reported in Report No. 14/BC-CP dated February 26, 2007 of the Government. These achievements have affirmed that the investment policy approved by the National Assembly according to Resolution No. 06/1997/QH10 dated December 5, 1997 was correct. Thanks to this investment policy, a new industry, the gas extraction and processing industry, has been established and developed. The main projects after completion and operation have significantly contributed to the economic growth of the country in recent years.
The successes and shortcomings in the implementation of the National Key Project Gas-Electricity-Ammonia in Ba Ria-Vung Tau are valuable lessons for preparing investments, organizing implementation, and state management of national key projects and projects.
Article 2. Approving the proposal of the Government:
a) Separating from the Gas-Electricity-Ammonia Project in Ba Ria-Vung Tau and instructing the Government to implement in a concentrated manner, ensuring progress and high efficiency the following component projects and works: the Nhon Trach Power Plant project, the Thu Duc Power Plant conversion project to run on gas; the construction investment portion of the Hiep Phuoc-Ho Chi Minh City pipeline within the Phu My-Ho Chi Minh City pipeline project; works belonging to Phase 2 of the low-pressure gas distribution system for Phu My, My Xuan, and Go Dau industrial zones.
b) Halting four component projects including: the Joint Venture Methanol Production Project, the Iron Ore Reduction Production Project, the Wartsila Power Plant Project in Ba Ria, the Amata Power Plant Project in Thu Duc, due to lack of economic efficiency and instructing the Government to continue directing research to find appropriate solutions.
Article 3. Instructing the Government to urgently direct the project sponsors to complete settlement and final accounts for the nine completed component projects; taking measures to ensure stable, safe, long-term, and efficient operation of the project's works.
Article 4. Ending the annual reporting by the Government to the National Assembly on the implementation of the National Key Project Gas-Electricity-Ammonia in Ba Ria-Vung Tau
