Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the Salary System for Civil Servants, Public Officials, and Military Personnel;
Considering the proposal of the Minister of Natural Resources and Environment, the Minister of Home Affairs, and the Minister of Finance,
DECISION:
Article 1. The following regulations on special allowances for meteorological and hydrological staff under the natural resources and environment sector are hereby stipulated:
1. Allowance for monitoring tropical depression, typhoons, and flood monitoring: applicable to meteorological and hydrological observation staff, weather forecasting staff, and those directly involved in measurement, monitoring, and weather forecasting during days with tropical depressions, typhoons, and floods.
The allowance is calculated based on actual days of direct monitoring at three levels: 75,000 dong, 50,000 dong, and 30,000 dong.
a) Level of 75,000 dong/person/day for those directly measuring at hydrological stations using boats or speedboats.
b) Level of 50,000 dong/person/day for the following categories:
- Those directly measuring at hydrological stations using rafts;
- Those directly monitoring typhoons and tropical depressions at meteorological stations and marine-meteorological stations;
- Those directly performing weather forecasting shifts at the Central Weather Forecast Center, Regional Hydro-Meteorological Forecast Departments, and provincial hydro-meteorological centers.
c) Level of 30,000 dong/person/day for those directly measuring at hydrological stations using bridges.
2. Allowance for typhoon and tropical depression reconnaissance and sea survey by aircraft and ships: applicable to:
a) Staff conducting typhoon and tropical depression reconnaissance and surveys by aircraft who will be entitled to a daily allowance of 100,000 dong for each day of actual work.
b) Staff conducting typhoon and tropical depression reconnaissance and surveys by ship who will be entitled to a daily allowance of 100,000 dong for each day of actual work on the ship:
- Days with typhoons: 100,000 dong;
- Days without typhoons: 70,000 dong.
Article 2. Regulations on monthly food subsidies for staff working at meteorological stations and marine-meteorological stations under the Ministry of Natural Resources and Environment:
a) Full monthly food subsidy equivalent to the subsistence level of non-commissioned officers in the military for staff working at Meteorological Stations and Marine-Meteorological Stations: Spratly Islands, Song Tu Tay, Paracel Islands, Sinh Ton, DK1-7, DK1-10, Hon Tre (Kien Giang Province), Tho Chu, Hon Me, Cu Lao Cham.
b) Monthly food subsidy equal to 50% of the subsistence level of non-commissioned officers in the military for staff working at Meteorological Stations and Marine-Meteorological Stations: Bai Long Vay, Co To, Hon Dau, Hon Nu, Ly Son, Phu Quy, Con Dao, and Phu Quoc.
Article 3. The funding for the special allowances for meteorological and hydrological staff under the natural resources and environment sector as stipulated in Article 1 and Article 2 of this Decision shall be allocated within the state budget according to the provisions of the State Budget Law.
Article 4. This Decision shall take effect from July 1, 2009
Abolish Decision No. 819/TTg dated December 14, 1995 of the Prime Minister regarding special allowances for civil servants and staff in the meteorological and hydrological sector.
Article 5. The Minister of Natural Resources and Environment shall take the lead and coordinate with the Ministers of Home Affairs and Finance to guide the implementation of this Decision.
