DECREE
DECREE NO. 78-CP OF NOVEMBER 10, 1995 ON THE ORGANIZATION OF THE YOUTH UNION OF VIETNAM
THE GOVERNMENT
Pursuant to the Government Organization Law dated September 30, 1992;
TO IMPLEMENT THE CONCLUSIONS OF THE PARTY POLITBUREAU: THE YOUTH UNION SHALL BE UNDER THE SUPERVISION OF THE FIRST SECRETARY OF THE COMMUNIST YOUTH UNION OF VIETNAM, USING THE STAFFING STRUCTURE, STAFFING LEVELS, AND HEADQUARTERS OF THE COMMUNIST YOUTH UNION OF VIETNAM, WITHOUT ITS OWN ORGANIZATIONAL SYSTEM,
DECREE:
Article 1.- DISSOLVE THE YOUTH UNION OF VIETNAM AND LOCAL YOUTH UNIONS ESTABLISHED PURSUANT TO DECREE NO. 41/CP OF JUNE 12, 1993 ISSUED BY THE GOVERNMENT.
Article 2.- ASSIGN THE MINISTER OF THE GOVERNMENT'S ORGANIZATION AND CIVIL SERVICE DEPARTMENT, IN COOPERATION WITH MINISTER HA QUANG DUY OF THE MINISTRY OF FINANCE, TO IMPLEMENT THE DISSOLUTION AND RESOLVE PERSONNEL, ASSET, FINANCIAL, AND DOCUMENTARY ISSUES OF THE YOUTH UNION OF VIETNAM IN ACCORDANCE WITH STATE REGULATIONS.
ASSIGN THE CHAIRMAN OF THE PEOPLE'S COMMITTEE OF PROVINCES AND MUNICIPALITIES DIRECTED BY THE CENTRAL GOVERNMENT TO OVERSEE THE DISSOLUTION OF LOCAL YOUTH UNIONS IN ACCORDANCE WITH STATE REGULATIONS.
Article 3.- THIS DECREE SHALL TAKE EFFECT FROM THE DATE OF ISSUE. ALL PRIOR PROVISIONS CONTRADICTORY TO THIS DECREE ARE ABROGATED.
MINISTER HA QUANG DUY, MINISTERS, HEADS OF GOVERNMENT EQUIVALENT AGENCIES, HEADS OF GOVERNMENT AGENCIES, AND CHAIRMEN OF THE PEOPLE'S COMMITTEES OF PROVINCES AND MUNICIPALITIES DIRECTED BY THE CENTRAL GOVERNMENT ARE RESPONSIBLE FOR ENFORCING THIS DECREE.
