Decision No. 786/TTg On the Handling of Accumulated Pơmu Wood

This Decision stipulates the method for handling accumulated Pơmu wood after inventory verification. The wood may continue to be processed, exported, or transferred for processing to other enterprises in accordance with regulations. Regarding the handling of accumulated Pơ mu wood

PRIME MINISTER

Based on the Government Organization Law dated September 30, 1992,
Considering the proposal of the Minister of Agriculture and Rural Development (Circular No. 658 NN-PTLN/TT dated March 7, 1997) on the handling of accumulated Pơ mu wood according to Decision No. 821/TTg dated November 6, 1996 of the Prime Minister,

Pursuant to …;

Article 1. Permit the processing of the accumulated Pơ mu wood after inventory according to Decision No. 821/TTg dated November 6, 1996 of the Prime Minister as follows:

a. For raw wood materials (roundwood, sawn timber, branches, bark, semi-finished products) that have been inventoried with clear records, permit their continued processing into complete products meeting export standards as stipulated by the Government in Circular No. 5986/KTN dated November 26, 1996 of the Office of the Government.

b. For completed processed products that do not comply with the Government's regulations in Circular No. 5986/KTN dated November 26, 1996 of the Office of the Government, allow their export under the name and quantity confirmed in the inter-ministerial inventory record.

c. In cases where units do not process these materials into complete products, permit their sale to other enterprises through economic contracts for processing into products that comply with regulations. The purchase, transportation of Pơ mu wood and wood products must comply with current regulations.

Article 2. The time limit for processing and exporting all accumulated Pơ mu wood inventoried according to Decision No. 821/TTg dated November 6, 1996 of the Prime Minister is six months, starting from the date this Decision is signed.

Article 3. The Ministry of Agriculture and Rural Development shall coordinate with the Ministry of Finance to determine a significant portion (possibly up to 100%) of the revenue from selling accumulated Pơ mu wood for investment in infrastructure such as roads, schools, health stations... in areas with ethnic minority populations, particularly in regions where Pơ mu wood has been extracted; this money should not be used for constructing offices...

Article 4. Ministers of the Ministries of Agriculture and Rural Development, Trade, Home Affairs; Director General of the General Department of Customs; Chairmen of Provincial People's Committees must be responsible before the Prime Minister, directing and strictly supervising the processing, circulation, and consumption of all accumulated Pơ mu products inventoried according to Decision No. 821/TTg dated November 6, 1996 of the Prime Minister. Prevent the recurrence of illegal logging and smuggling of Pơ mu wood.
