CIRCULAR

GUIDELINES FOR AMENDING CIRCULAR NO. 97/1998/TT-BTC OF THE MINISTRY OF FINANCE ON THE MANAGEMENT REGIME FOR THE FINANCIAL RESOURCES OF TRAINING CREDIT FUNDS ISSUED ON JULY 11, 1998

After a period of implementing Circular No. 97/1998/TT-BTC dated July 11, 1998 of the Ministry of Finance guiding the management regime for the financial resources of training credit funds, the Ministry of Finance now provides guidance to amend certain points as follows:

- Amend the provision on the interest rate that the managing bank must pay for the temporary idle capital of the fund at Section II, Point 2, sub-item 3 as follows:

"The temporary idle capital of the fund may only be deposited with the managing bank. The managing bank must pay interest on this deposit at the demand deposit rate applicable to economic organizations' deposits with the managing bank."

- Amend the provision on service fees that the managing bank is entitled to receive at Section II, Point 3, item b, sub-item 3 as follows:

"Payment of service fees to the managing bank. The service fee paid to the managing bank is 0.35% per month based on the outstanding loan balance to eligible borrowers within the term."

This Circular takes effect from July 1, 1999.

Any difficulties encountered during implementation should be reported to the Ministry of Finance for consideration and resolution.
