Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;
Considering the proposal of the Board of Directors of the Vietnam Oil and Gas Corporation, opinions of the Ministries of Industry, Planning and Investment, Finance, Labor, War Invalids and Social Affairs,
Considering the proposal of the Vietnam Coffee Corporation (document number 151 TCT-TCCB/TT dated April 16, 2003, document number 98 TCT-TCCB/TT dated March 21, 2003, document number 371 TCT-TCCB/TT dated August 16, 2002) and the opinions of the Ministries of Planning and Investment (document number 7377 BKH/DN dated November 20, 2002), Finance (document number 13634 TC/TCDN dated December 13, 2002), Labor, Invalids and Social Affairs (document number 3945/LĐTBXH-CSLĐVL dated November 13, 2002), Agriculture and Rural Development (document number 4624/BNN-TCCB dated December 5, 2002),
DECISION:
Article 1. Approves the overall restructuring and modernization plan for state-owned enterprises under the Vietnam Coffee Corporation until 2005 as attached.
Article 2. The Board of Directors of the Vietnam Coffee Corporation shall be responsible for:
Directing the implementation of the restructuring and modernization of subordinate state-owned enterprises in accordance with the approved content and schedule. Any adjustments or supplements to the Plan must be approved by the Prime Minister.
Developing a pilot plan for selling the coffee plantations of Company Ia Sao 1 and the shareholding reform of the 720 Farm plantation, and submitting it to the Prime Minister.
Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Agriculture and Rural Development, and related agencies shall be responsible for coordinating with the Vietnam Coffee Corporation in implementing the aforementioned Plan.
The Steering Committee for Enterprise Modernization and Development shall be responsible for urging, guiding, and monitoring the implementation of this Plan, and at the same time recommending solutions to the Prime Minister to address difficulties during the implementation process.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Board of Directors of the Vietnam Coffee Corporation and the heads of related agencies shall be responsible for enforcing this Decision./.
