RESOLUTION

ON THE ALLOCATION OF THE STATE BUDGET FOR 2015

OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM

On the basis of the Constitution of the Socialist Republic of Vietnam;

WHEREAS, the State Budget Law No. 01/2002/QH11 and Resolution No. 78/2014/QH13 dated November 10, 2014 of the National Assembly on the state budget estimate for 2015;

After considering Report No. 421/BC-CP dated October 17, 2014 of the Government on the plan for allocating the central state budget for 2015; Report No. 2289/BC-UBTCNS13 dated October 18, 2014 of the Committee for Finance and Budget on the review of the plan for allocating the central state budget for 2015; Report No. 776/BC-UBTVQH13 dated November 13, 2014 of the Standing Committee of the National Assembly on the plan for allocating the central state budget for 2015 and the opinions of the National Assembly deputies,

RESOLUTION:

Article 1. Total revenue and expenditure of the central state budget for 2015

The total revenue of the central state budget is 589,807 billion VND (five hundred eighty-nine thousand eight hundred seven billion VND). The total revenue of the local state budget is 331,293 billion VND (three hundred thirty-one thousand two hundred ninety-three billion VND).

The total expenditure of the central state budget is 815,807 billion VND (eight hundred fifteen thousand eight hundred seven billion VND), including 229,221 billion VND (two hundred twenty-nine thousand two hundred twenty-one billion VND) to supplement the balance and target-oriented allocation from the central state budget to the local state budget.

Article 2. Allocation of the central state budget for 2015

The allocation of the central state budget for 2015 to each ministry, sector, other agency at the central level, and the amount to be supplemented from the central state budget to the local state budget of each province and centrally-administered city shall be detailed in Appendices 1, 2, 3, 4, and 5 attached hereto.

Article 3. Assign the Government

1. Assigning the tasks of revenue collection and expenditure from the state budget and the allocation of the central state budget to each ministry, sector, other agency at the central level, and each province and centrally-administered city in accordance with the provisions of the State Budget Law, the National Assembly's Resolutions, and notifying in writing to each provincial-level delegation of the National Assembly.

2. Directing the People's Committees of provinces and centrally-administered cities to submit to the People's Councils at the same level for decision-making on the state budget revenue estimate within their respective administrative regions, the local state budget expenditure estimate, and the allocation of the local state budget estimate within their authority, in compliance with the law.

3. Directing ministries, sectors, other agencies at the central level, and People's Committees at all levels to decide on the allocation of the state budget revenue and expenditure estimates for 2015 in accordance with the National Assembly's Resolutions and notify each agency and unit responsible for state budget revenue and expenditure before December 31, 2014; implementing public disclosure of the state budget estimate in accordance with the State Budget Law; reporting to the National Assembly on the progress and results of the allocation and assignment of the state budget estimates of ministries, sectors, other agencies at the central level, and localities at the ninth session of the XIIIth National Assembly.

4. Directing and guiding ministries, sectors, other agencies at the central level, and localities:

a) Allocating concentrated investment capital, prioritizing the allocation of funds to repay construction debts and projects that can be completed, put into operation, and exploited in 2015; minimizing the commencement of new projects; allocating funds to repay advance state budget loans (including government bonds). Implementing investment projects must comply with the planned capital, ensuring sufficient sources of funding, and not generating new construction debts.

b) Reviewing regular expenditures of each ministry, sector, and locality to restructure them reasonably and effectively; for research and development tasks and topics, implement according to the Science and Technology Law. For expenditures on protecting and developing rice-growing land, instruct the Government to review and adjust policies in favor of key rice-growing areas.

c) The People's Councils and People's Committees of provinces and centrally-administered cities are responsible for allocating sufficient counterpart funds from the local state budget as prescribed to implement investment projects and national target programs managed by localities.

Article 4. Supervision of the allocation of the central budget

The Standing Committee of the National Assembly, the Committee for Finance and Budget, the Ethnic Council, and other committees of the National Assembly, and National Assembly deputies shall supervise the allocation of the central state budget for 2015 by ministries, sectors, other agencies at the central level, and People's Councils and People's Committees at all levels within their respective responsibilities and authorities as prescribed by law.

This Resolution was adopted by the XIIIth National Assembly of the Socialist Republic of Vietnam at its eighth session on November 14, 2014.
