PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Decree No. 15/CP dated March 2, 1993 on the tasks, powers, and state management responsibilities of Ministries and ministerial-level agencies;
Considering the proposal of the Minister of Education and Training at Circular No. 8140/TCCB dated September 19, 1997,

Article 1. Permission is hereby granted to establish Lac Hong Private University.
Article 2. Lac Hong Private University is a higher education institution under the management of the Ministry of Education and Training. The university has legal personality, its own seal, and separate bank accounts. The headquarters of the university is located in Dong Nai Province.
The system of diplomas and certificates issued by Lac Hong Private University is part of the national system of diplomas and certificates.
Article 3. Lac Hong Private University operates in accordance with the law, the Private University Charter issued by the Minister of Education and Training, and its own regulations approved by the Minister of Education and Training.
Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 5. The Minister of Education and Training, the Chairman of the People's Committee of Dong Nai Province, and the heads of relevant agencies are responsible for implementing this Decision.
